SAN DIEGO (KGTV) — A search was underway Friday for eight service members who disappeared in the waters off San Clemente Island after a training exercise involving an amphibious assault vehicle (AAV).One Marine died following the training accident and two were in critical condition at a hospital.The accident is the third time in less than 10 years that someone has been injured or died in an AAV during training. Colonel with a background in intelligence and amphibious reconnaissance, says one of the most difficult operations in the military is amphibious operations."There is an inherent danger because every once in a while those things will take on water and if they do you've got a lot of marines trapped in a vehicle and it's going to be very difficult to get everyone out safely," Kempfer said.In 2017, 15 Marines were injured during a training exercise when an AAV caught fire. In 2011, a Marine was killed when an AAV sank off the coast near Camp Pendleton."It does happen, that when you go into the water things will leak. There's hatches all over the vehicle on top, in back the crew has hatches," Kempfer says.Injuries during training exercises aren't specific to amphibious assault vehicles. In 2015, one Marine was killed and 18 others were injured in a single-vehicle rollover crash.Kemper says they are horrific events when they happen."We train like we fight an obviously like its very nature the armed forces is a very dangerous business that's what we do," said Kemper. 1721

Previous efforts were all either withdrawn of failed to gather enough signatures.The latest proposal asks voters about secession in 2020. SAN DIEGO (KGTV) -- A San Diego State University study abroad student and a University of San Diego graduate student have both tested positive for the coronavirus, the universities announced Friday.The SDSU student was studying abroad in Italy and recently returned home to the United States. The student is self-isolating at his home outside of San Diego County, the university said in a release.They added that the student visited two off campus offices for a brief period of time, and did not attend any classes."Due to the student's limited contact with the campus, we consider that the risk to the greater SDSU campus community is low," said Wilma Wooten, M.D., M.P.H., County public health officer.A graduate student at the University of San Diego also tested positive for the virus, the university said Friday in a tweet. SAN DIEGO (KGTV) -- A San Diego police officer shot a man during a response to an emergency call in a Rancho Penasquitos neighborhood Wednesday night, police officials said.SDPD officials said the incident happened around 7:30 p.m. in the 8500 block of Celtic Court, near Donaker Street. Officials confirmed officers were called to the area after a 911 call was made regarding a domestic violence incident.An SDPD official at the scene said, "The dispatcher could overhear the reporting party and the male on the radio call. She could hear the male talking about wanting to be shot by police officers and there was indication there was firearms inside of the house.”Police said when officers arrived, they found a 61-year-old man and his wife in front their home. When officers approached, the man “produced a revolver from his waistband” and started to draw the weapon towards officers. Officials said one officer fired a single round from his service weapon, striking the man in the torso.The injured man, identified on Friday as Richard Young, was breathing and talking while being taken to a local hospital, police said. Young underwent emergency surgery early Thursday morning, and police said Friday that Young "remains in a local hospital under guard."According to the department, officers recovered the man’s gun at the scene.The officers involved in the incident were placed on administrative leave in light of the investigation, which is being conducted by SDPD’s Homicide Unit.Officials identified the officer involved as Timothy Breck, a five-year veteran of the Department assigned to Northeastern Division.SDPD officials said: “When the Homicide Unit completes their investigation, it will be reviewed by the San Diego County District Attorney’s Office to determine if the officers bear any criminal liability for their actions.The Internal Affairs Unit will conduct an investigation to determine if there were any policy violations, and the Shooting Review Board will evaluate the tactics used by the officers.The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations.The Federal Bureau of Investigations and the United States Attorney’s Office will also be monitoring the investigation.” 2282

SAN DIEGO (KGTV) -- An Escondido man who pleaded guilty to firing several rounds into the air in a crowded area when he couldn't get tickets to an Ice Cube concert was sentenced to three years behind bars Wednesday. Daniel Elizarraras, 22, pleaded guilty to discharging a gun at the Del Mar Fairgrounds in early September of 2018. Authorities say Elizarraras raised the gun before shooting into the air while he was in a large crowd near the ticket booth. Elizarraras was shot three times in the torso and once in the arm after he pointed the gun at a deputy. RELATED: Man admits he opened fire before Ice Cube concert at Del Mar FairgroundsElizarraras was facing up to 19 years behind bars, but a charge of assault on a peace officer with a semi-automatic weapon was dismissed as part of his plea. Defense Attorney Pedro Bernal said Elizarraras was severely depressed and trying to kill himself by suicide by cop. They asked for a lower sentence.However, the prosecution said he acted violently, causing chaos, and the situation could have been much worse.Judge Kathleen Lewis agreed saying, "I think it’s amazing that no one was injured or killed in this circumstance.”Before the shooting, officials said the venue was at capacity and began turning people away from the horse races and concert. Fights erupted between security guards and would-be concert-goers who were upset that they wouldn’t be allowed into the show.
