Donovan Correctional Facility in Otay Mesa to wear body cameras while interacting with inmates, a first for California.The ruling comes in a civil rights lawsuit over disabled inmates' rights, in which a federal judge found evidence to support allegations of physical abuse of prisoners at the prison, the Los Angeles Times reported.The order applies to interactions with all inmates with disabilities inside the Otay Mesa facility, according to The Times.Attorneys for the inmates with disabilities had asked the judge to issue an order mandating body cameras for correctional officers after documenting widespread physical abuse of the inmates, the Los Angeles Times reported."Body cameras have never been used in California prisons. SAN DIEGO — Three teenagers were taken into custody in three separate attempts to smuggle fentanyl across the U.S.-Mexico border, according to federal officials.U.S. Customs and Border Protection (CBP) said the incidents occurred on March 30 and 31 at the San Ysidro Port of Entry near San Diego, California.On Friday, CBP agents stopped a 17-year-old Mexican citizen. After noticing an "anomaly" on the teen's back, agents conducted a pat down and found two packages strapped to his back. The packages contained four pounds of fentanyl — a street value of 1,000.The next day, CBP agents stopped two more male teens within 10 minutes of each other: a 17-year-old and a 15-year-old. Both were found to have packages of fentanyl strapped to their backs. The two combined were carrying about nine pounds of drugs, a street value of more than 6,000.The teens in each case were arrested and turned over to Homeland Security Investigations. SAN DIEGO (CNS) - A 22-year-old man was fatally stabbed during a fight in the College Area, police said Thursday.The stabbing was reported shortly before 7:35 p.m. Wednesday at a home near 71st Street and Mohawk Street, about two blocks north of El Cajon Boulevard, San Diego police Lt. Matt Dobbs said.Officers responded and found a man suffering from at least one stab wound to his upper torso, Dobbs said. The victim, whose name was withheld pending family notification, was taken to a hospital, where he was pronounced dead at 8:56 p.m. Wednesday.Investigators determined the victim was hosting a gathering at the residence when some a disagreement began, prompting the him to ask people to leave, the lieutenant said. About 30 minutes later, some of the attendees returned and a fight broke out, during which the victim was stabbed.The suspects drove off in two vehicles, one described as a silver sedan and the other as a tan- or gold-colored sedan, Dobbs said.No detailed descriptions of the suspects were immediately available. 1043
