New York is the exception, with a July 26 cutoff.What happens when the 0 benefit ends?Discussions on a new relief package and how it will address unemployment are continuing in Washington, D.C. Democrats in the House approved a trillion relief package in May to extend the unemployment benefit through 2020. Republicans in the Senate expect to introduce a proposal on July 27, which means it isn’t likely that new legislation will arrive before the 0 benefit lapses.It could be a matter of days or weeks before an agreement is reached. While your unemployment benefits may shrink considerably during this gap, the aid won’t stop completely. You’ll still have access to your state’s unemployment insurance if you haven’t exhausted those benefits. Another program from the original relief bill, Pandemic Unemployment Assistance, expanded unemployment eligibility for up to 39 weeks of benefits; it runs through Dec. 31 at the latest.Whether the extra 0 weekly unemployment check returns is unclear. A California attorney who was rescued after a fall in Joshua Tree National Park says he survived for five days with little water and supplies before being rescued.Paul Hanks of Santee, California drove to the park to hike on his 54th birthday last week. He had intended to spend half a day ‘"bouldering" before returning home.Hanks’ plans took a painful turn when he slipped and fell about 20 feet, injuring his leg.“It happened. I slipped and it was just, having not slipped in 45 years, it was instant and total shock,” Hanks said.Hanks crawled for miles, yelling for help. Eventually, he settled under a Joshua Tree for the night, hoping he could throw some loose dirt on himself for warmth. Hanks quickly ran out of food and supplies.“By the very first night, I was drinking my own urine. I had drank all of the water in my bottle and was refilling my bottle with my own urine.”Hanks said the decision saved his life. He later found rainwater to drink and ate a cactus.“It gave me some physical energy and it gave me some hope and it made me believe this is giving me the 24 hours I'm looking for,” said Hanks.On Hanks’ fifth day in the park, search and rescue teams found him.“These three angels appeared out of nowhere and I was... I was shocked,” Hanks said. “I just couldn't believe it. I didn't want to say I had given up. Multiple times I had written myself off as dead. That I was never going to see another human being again and they showed up.”The rescue team gave Hanks Gatorade and took him to safety. Hanks is being treated at Desert Regional Medical Center in Palm Springs. Family members say he’ll have several surgeries for fractures on his leg, heel, forehead and pelvis. Hanks is expected to make a full recovery. 1762

A California utility company said its crews found a damaged transmission tower and holes in a power pole at separate locations near the site where the Camp Fire started.More than a month after the deadliest and most destructive wildfire in the state's history broke out, Pacific Gas & Electric Co. released a more detailed account of outages it experienced that day.In a letter to the California Public Utilities Commission, PG&E said one of its employees called 911 on November 8 -- the day the deadly wildfire began -- after spotting flames in the vicinity of a high-voltage tower near the town of Pulga in Butte County.That fire was reported almost 15 minutes after the utility experienced a transmission line outage at the same location, the company said. It was also around the same time the Camp Fire broke out.The electric utility had disclosed in a regulatory filing last month that it "experienced an outage" on a transmission line in Butte County about 15 minutes before the wildfire began but had not released additional details.PG&E said in its Tuesday letter that inspectors later discovered that a hook connecting part of the transmission line and the transmission tower was broken. They also found a flash mark on the tower.The company also detailed a second outage at another location. That incident was reported a few miles away from the first outage and about 15 minutes after the wildfire started.When crews went to check the outage a day later, the letter states, they "observed that the pole and other equipment was on the ground with bullets and bullet holes at the break point of the pole and on the equipment."Meredith E. Allen, PG&E's senior director of regulatory relations, explained that details about the incidents are preliminary and they remain under investigation."The cause of these incidents has not been determined and may not be fully understood until additional information becomes available, including information that can only be obtained through examination and testing of the equipment retained by CAL FIRE," Allen wrote to regulators.The Camp Fire burned through more than 153,000 acres in Butte County, killing at least 85 people and destroying thousands of structures. A federal judge is demanding answers after the U.S. Education Department rejected 94% of claims for student loan forgiveness it had agreed to process after being sued over delays. U.S. District Judge William Alsup in California scrapped the settlement this week and is considering barring the agency from denying claims until the case is decided. Judge Alsup said the department has been denying claims using template letters that are “alarmingly curt.”He said that although Education Secretary Betsy DeVos blamed the backlog on the hard work that goes into processing claims, she has now “charged out of the gate, issuing perfunctory denial notices utterly devoid of meaningful explanation at a blistering pace.”The dispute stems from a 2019 lawsuit brought by 160,000 borrowers who say the Education Department illegally stalled their claims for loan relief. The students claim they were defrauded by their schools. The Education Department says many claims were submitted for ineligible programs or failed to make a case for loan relief.In a proposed settlement in April, the Education Department agreed to process the backlog of claims within 18 months. A brush fire had closed a stretch of Interstate 95 northbound and southbound in northern Indian River County, Florida on Monday morning. The highway reopened at 8:15 a.m. Delays are occurring from Fellsmere Road to the Indian River/Brevard County line in both directions.  This is about a 15- to 20-mile stretch.The helicopter for Scripps station WPTV in West Palm Beach flew over the area at 6:40 a.m. and spotted a large amount of smoke blowing onto the interstate.  526
