JULIAN, Calif. (KGTV) -- The threat of wildfires in Julian may be going down. SDG&E is installing underground power lines to help mitigate the fire risk. The project is also expected to keep critical facilities open during pre-emptive power outages. Not only will the work help prevent fires, it may also help keep power running when Santa Ana winds start picking up. Crews were hard at work Tuesday putting underground power lines near State Route 78 in Julian. It will help keep the power running to places like Julian’s schools, post office, library and their Cal Fire station. Phase one of the project is being done along Cape Horn Avenue. Many homes and facilities have lost power there during shutoffs in the past. While residents in Julian were happy about the changes, they know it won’t happen overnight. (KGTV) — Four people were arrested after a 14-year-old was caught smuggling crystal meth through an East County checkpoint.The boy had three bundles of methamphetamine strapped to his body underneath his clothing as he traveled through a State Route 94 checkpoint on Monday night, according to U.S. Customs and Border Protection. A border K9 patrol of the vehicle during questioning alerted agents to the narcotics.During questioning of the 14-year-old and three other people in the vehicle, a second inspection with K9s was performed. The agents says they found three backpacks in the rear of the vehicle, containing 49 plastic-wrapped packages. The backpacks contained about 50 pounds of methamphetamine.The driver, a 34-year-old U.S. citizen, was arrested along with a 16-year-old US citizen and two Mexican national ages 14 and 16. Border agents seized the vehicle and turned over the narcotics and individuals to officers with the High Intensity Drug Trafficking Area task force.Since Oct. 1, 2019, San Diego Sector CBP says it has seized nearly 1,100 pounds of meth worth nearly .1 million on the street. 1135

(AP) -- Court records show that a man accused of killing two people and then himself at a video gaming competition in Florida had been hospitalized for mental illness, according to the Associated Press. Divorce filings from the parents of 24-year-old David Katz of Baltimore say that as a teenager he was twice hospitalized in psychiatric facilities and that he was prescribed anti-psychotic and anti-depressant medications.The records show Katz's parents disagreed deeply on how to care for their troubled son.Katz's father claimed his estranged wife was exaggerating symptoms of mental illness as part of the couple's long-running and acrimonious custody battle.
