SAN ONOFRE (CNS) - A man drove a stolen van onto the grounds of the now- idled San Onofre Nuclear Generating Station and claimed to have explosives in the vehicle, drawing a response from the San Diego County sheriff's bomb squad, which determined that there was no danger, authorities said Wednesday.The driver, 27-year-old Erik Jon Norman, was arrested on suspicion of felony vehicle theft, San Diego County sheriff's Sgt. Pamela Wotkyns said.Sheriff's deputies went to the nuclear station a little after 4:20 p.m. Tuesday after security officers reported that Norman drove a white delivery van past the entrance gate and into a restricted parking lot, Wotkyns said. SANTA CLARA, Calif. — The health officers in six San Francisco Bay Area counties are not waiting to reach a threshold recommended by the governor, and have issued a new stay-at-home order to take effect on Sunday. The changes, announced Friday, will last through Jan. 4. The counties have not yet reached Gov. Gavin Newsom’s threshold that requires a stay-at-home order when 85% of ICU beds at regional hospitals are full. But the health officers said the hospital system will be overwhelmed before the end of December, when Newsom’s order would apply to the Bay Area. "The dark COVID winter that we feared would come has arrived in the Bay Area," said Dr. Chris Farnitano, Contra Costa County health officer according to KGO. "I and other county health officers in the Bay Area don't think we can wait for the state's new restrictions to go into effect later this month. We must act swiftly to save as many lives as we can. This is an emergency."Restaurants, bars and wineries, and hair and nail salons will have to close, along with playgrounds. Restaurants would be able to do delivery or takeout. Retail stores can stay open, however they must lower capacity to 20%. Schools that have already received a waiver to reopen can stay open next week. All "critical infrastructure" can also remain open. (KGTV) - The City of San Marcos is turning to crowdfunding to make up for budget shortfalls in their 4th of July plans.For the second straight year, the city set up a GoFundMe website to raise money for fireworks. This year's goal is ,500.City officials tell 10News the city already pitches in ,000 to pay for entertainment, security, permits and other costs associated with their annual Fireworks Extravaganza.They also say traditional donations have brought in about ,000 for fireworks. But the fireworks show costs K."I can tell you, it's the best show in North County," says San Marcos Recreations Programs Manager Andrea Gonzalez. "It's a real show-stopper."Last year's GoFundMe brought in more than ,000. Gonzalez says the city still solicits donations from past donors through the mail and phone calls, but those have been down over the last few years. They decided to get creative and make it easier for people to chip in."It's a lot easier to get on your Facebook page and contribute to a GoFundMe with one click than having to write a check," says Gonzalez.Other 4th of July celebrations have done the same thing. Scientists are exploring mysterious “blue holes” that form at the bottom of the ocean off Florida’s Gulf Coast.The blue holes are underwater sinkholes that vary in size, similar to sinkholes you can see on land, according to the National Oceanic and Atmospheric Administration. They are diverse biological communities full of marine life, like corals, sponges, mollusks, sea turtles, sharks, and more.“Underwater sink holes, springs, and caverns are karst (calcium carbonate rock) features that are scattered across Florida’s Gulf continental shelf,” said NOAA.NOAA says little is known about blue holes due to their lack of accessibility and unknown distribution and abundance. Openings can be several hundred feet underwater and many openings are pretty small.“In fact, the first reports of blue holes did not come from scientists or researchers, but actually came from fishermen and recreational divers,” wrote NOAA.Last year, a team of scientists explored one blue hole, called “Amberjack Hole,” about 30 miles off Sarasota’s shoreline. NOAA says the exploration of the hole was the team’s most detailed blue hole investigation to date. Divers and a “benthic lander” were deployed to the bottom, 350 feet down.NOAA says the team collected 17 water samples from just outside the hole down to the bottom and collected four sediment cores at the bottom. They also discovered two dead but intact smalltooth sawfish, an endangered species, at the bottom of the hole. (KGTV) - Several immigrants' rights groups allege harassment and one man says he was strip-searched by Customs and Border Protection agents.The Southern Poverty Law Center, the Center for Constitutional Rights, and the American Immigration Council filed a motion requesting more information from the U.S. government regarding the detention of the Director of Al Otro Lado, calling their acts retaliation for helping asylum seekers.Hugo Castro, Director of Border Angels, Tijuana, spoke with 10News about his experience last December."I was sent to secondary for no reason," Castro said. He was in Mexicali for a doctor's appointment when he was detained by a CBP officer."The officer searched me, said I didn't have a weapon and was trying to grab me and I said hey, you don't need to grab me, just tell me what to do," He said the next 5 hours were unnerving. "They took my cellphone... after that they searched me, body search, and took off my shoes and look all around my, through my pants and underwear," he said looking at the ground.Castro said he was interrogated about migrants and the immigration rights' group Al Otro Lado."You know, if I was part of the caravan the organizers. If we were paying migrants, if we were helping migrants to cross the border."Castro said he explained to the officer he helps bring donations to nine shelters in Tijuana. Castro said he was detained for five and a half hours.
