SAN DIEGO (KGTV) - The San Diego Fire Marshall explained to 10News in an exclusive interview Wednesday why dozens of residents in a Little Italy apartment complex were trapped when a vandal flooded their stairwell.February 25th, around midnight residents heard the alarm go off, their only route of escape was to head to the stairs, but once they reached the bottom, they realized there was too much water to get out. When they climbed back up the stairs, they realized, they were locked in."It felt like a waterfall coming down on you," Resident Ryan Lange said."It was a freak accident," Fire Marshall Chief Doug Perry said the issue is the doors were supposed to unlock whenever an emergency alarm goes off. "When you're in an interior stair it's supposed to be openable from the egress side and ingress side without any special knowledge," Chief Perry said.Normally the locked hallway doors act as a way to protect residents from intruders. Chief Perry said the building management is being notified of the problem and given three options to fix it.Those are:-Install hardware on the doors so they unlock automatically when an alarm is triggered.-Install a button in the lobby so firefighters may unlock the doors during an emergency.-Install a phone on the 5th floor so anyone in the hallway can call a 24/7 service to unlock the doors remotely during an emergency.Chief Perry said the issue would've become apparent during their annual inspection, "we were right about the time frame where in the next two or three months we would've been in that building, we walk the whole building, check all the life safety stuff."So how did this fall through the cracks in the first place? The building's approved plans on file show the fire code was missed in the developing stages. "The onus is truly on the architect, because the arcitect is the design professional who knows these codes inside and out," Chief Perry said human error is always a concern.Thanks to Chief Perry, a fix is on the way or 1810 State Street. "Channel 10 should take credit for it because of the phone call that you made to me and got me involved with it," he said.If the building was one story taller it would have fallen under more strict codes and this would not have happened. SAN DIEGO (KGTV) - The USS Midway Museum is celebrating 15 years in San Diego with a ticket discount offer for area residents. The deal announced Tuesday is rolling back admission to 2004 prices during the month of September. Tickets are for adults and seniors, and for youth and students. “Midway would not be the 5th most-popular American museum of any type (35,000 museums) if it were not for the nearly 800 San Diegans who donate more than 275,000 hours annually,” said founding president and CEO Mac McLaughlin. “They are the rock stars of Midway and the foundation of its success.” September marks the 74th anniversary of the USS Midway’s commissioning. The retired aircraft carrier opened as a museum in June 2004 after a 12-year campaign. The ship has been host to special events including an SDSU basketball game, an NFL pregame show, and episodes of The Bachelor and American Idol. The Midway is the most-visited ship museum in the world and the top-rated San Diego activity according to TripAdvisor, the museum reports. SAN DIEGO (KGTV) - The sticker-shock of college can be daunting, but with planning and some research there is financial aid out there for the taking.To get the process started families must fill out the Free Application for Student Aid, better known as the FAFSA.The FAFSA is roughly 156 questions and looks at a family's financial situation.Colleges nationwide use the FAFSA to determine the amount of financial aid to award to students,The form can now be filled out online but college planning expert Ron Caruthers also recommends printing a paper copy for reference because it contains more guidance.“It’s my bread and butter because so many families really make mistakes and don’t understand the process," said Caruthers. "I’ve worked for 25+ years helping families pick schools that have money, not make mistakes on the FAFSA and save a ton of money on college.”Families can start submitting FAFSA’s October 1 and the deadline is March 2.Caruthers recommends doing so by January.He says a major mistake families make is listing assets they're not required to, including their home, IRA's, and personal property.What you should list: cash, stocks and bonds that aren't in a retirement account, and equity in a rental home.“This is an area of enormous stress because, for a lot of families, next to their house this is going to be their biggest investment, and it's going to come in a very short period of time, unlike a house they can pay off over 30 years,” said Caruthers.He says it's important to be detail-oriented on the FAFSA, for example, making sure you put income in the right line. Also, when inputting your student's name, make sure it's the exact name listed on their social security card and not a nickname.“With a little bit of education they’re going to know more than some guidance counselors in the county," said Caruthers.If a family's financial circumstance changes, they can appeal the FAFSA decision.Such a circumstance might be losing a job, divorce, or medical bills."We've seen cases where clients have gotten ,000, ,000, ,000, ,000 more free money a year, simply by approaching the financial aid office and explaining the situation."He says the number one mistake is not applying at all.Caruthers offers free workshops around the county for families.Click here for important FAFSA forms, Cal Grant information, and Pell Grant information.The U.S. Department of Education also answers frequently asked questions on its website. 2490
