SAN DIEGO (CNS) - Mayor Kevin Faulconer announced Wednesday that more than 2,000 businesses in the city have received grants from San Diego's COVID-19 Small Business Relief Fund, impacting nearly 10,000 full-time jobs with half of the recipients operating in underserved communities."Across the nation, small businesses are closing in alarming numbers because of the pandemic. We're doing everything we can to stop the hemorrhaging of small businesses in San Diego," Faulconer said. "We've been able to help 2,000 businesses survive for another day, but we know the need is great so I encourage San Diegans to do what they can to support their favorite local businesses during these trying times."Faulconer created the fund in March to offer support to local employers so they could sustain operations, retain employees and address unforeseen reductions in consumer demand and production. The fund is backed by emergency relief funding under the federal Coronavirus Aid, Relief, and Economic Security Act, private donations and available federal funding already accessible to the city."When COVID shocked the entire world, leaving many without income, our business took an enormous hit financially, yet we insisted on providing free food for anyone in the food and beverage industry who had lost their jobs," said Anderson Clark, co-owner of Common Stock restaurant in the Hillcrest neighborhood. "Despite the steep drop in sales, bills for rent, electricity, and for the nine employees whose schedules and insurance we maintained were piling up -- yet the grant from the San Diego Small Business Relief Fund allowed us to keep our team employed, our rent paid, and allowed us to weather this storm."Nearly 10,000 small businesses submitted applications in the initial application period. SAN DIEGO (CNS) - A judge took under submission today a motion by the federal government to dismiss a lawsuit filed by the cities of Imperial Beach and Chula Vista and the Port of San Diego, alleging that the International Boundary and Water Commission is violating the Clean Water Act by not doing more to prevent Tijuana sewage from flowing into San Diego area waters.The federal government maintains that the IBWC isn't legally responsible for the sewage flowing into U.S. waters from Mexico.But the plaintiffs claim that since the IBWC oversees a flood control channel that redirects the Tijuana River on its way to the Pacific Ocean, as well as water- capture basins in five canyons along the border, the agency is responsible for the sewage that gets through those systems.RELATED: Imperial Beach businesses hurt by sewage & runoff related closuresImperial Beach Mayor Serge Dedina, who has led the fight to against the IBWC since his city was hit with millions of gallons of raw sewage in February 2017, said it was heartening to hear U.S. District Judge Jeffrey Miller say he might go to the South Bay to see first-hand how the situation is being handled.Dedina said the plaintiffs got a fair hearing. "(It was) a very emotional morning for me," Dedina said outside court. "(I have) vivid memories of taking my kids to the emergency room. We have little kids here. Our kids are getting sick. Our lifeguards are getting sick. It's been a long road and a really tough fight, and it really meant a lot to me that members of our community were here to support that. SAN DIEGO (CNS) - An ex-con dubbed the "Bad Grandpa" bandit because of the disguise he wore while robbing four banks in San Diego is scheduled to be sentenced today at the downtown courthouse.James Saputo, 51, pleaded guilty in June to robbery, attempted robbery and other charges. He faces more than 130 years to life in prison.Saputo was arrested twice in 2016 on drug charges and was out of custody on bail when he committed the bank robberies in San Diego between Feb. 12 and March 30 last year, said Deputy District Attorney Lucy Yturralde.The defendant is also accused of robbing seven banks in Riverside and Orange counties, the prosecutor said.Authorities nicknamed Saputo the "Bad Grandpa" bandit because of the elderly disguise he wore, which included a wig, glasses and a cane.Saputo's criminal record dates back to 1986. SAN DIEGO (CNS) - City officials and homeless advocates announced an expansion Tuesday of the city's program to establish safe parking lots for residents who live out of their cars or recreational vehicles.Mayor Kevin Faulconer, Councilman Scott Sherman and representatives of Jewish Family Service of San Diego jointly announced that the city will make a parking lot in Mission Valley near SDCCU Stadium available to vehicles in the next 45 days.The lot, which will also have supportive services for homeless residents, like job training, financial education and housing assistance, has space for up to 80 RVs or 200 regular cars and trucks.Jewish Family Service oversees the two existing parking lots and will do the same at the third, which is located near the intersection of Friars Road and Mission Village Drive.RELATED: San Diego program to provide safe parking for homeless living in vehicles"Often when someone becomes homeless for the first time, they end up living in their car and don't know where else to turn," Faulconer said. "The Safe Parking Program helps those individuals find a stable place to stay while they access services, look for a job and, ultimately, find a permanent place to call home."The announcement comes on the eve of the City Council's Public Safety and Livable Neighborhoods Committee's scheduled discussion of a limited ban on residents sleeping in their cars to replace a 36-year-old ordinance the council repealed in February. The U.S. 9th Circuit Court of Appeals struck down a similar Los Angeles vehicle habitation law in 2014 for being too vague.Under the proposed new ordinance, residents who live in their cars would be barred from parking within 500 feet of a public school, excluding colleges and universities, or a place of residence between 6 p.m. and 6 a.m.RELATED: San Diego mayor proposes city ban on living in vehiclesThe city's three safe parking lots will be open and available to residents during that same 12-hour stretch, however. SAN DIEGO (CNS) - Eight residents and two pets were displaced Tuesday when a fire caused by electrical failure broke out in a Grantville apartment building, authorities said.The noninjury blaze was reported shortly after 5:35 a.m. at a two-story apartment building on Reflection Drive, in The Village Mission Valley apartment complex off Santo Road and Friars Road, according to the San Diego Fire-Rescue Department.Crews arrived to find smoke and flames coming from the roof of one apartment building, SDFRD spokeswoman Monica Munoz said, adding that all residents were able to escape safely before firefighters arrived.Firefighters knocked down the flames and kept the fire contained to an apartment on the second floor, Munoz said. A time of knockdown was not available.One other apartment on the second floor and one apartment on the first floor sustained smoke and water damage, she said. There was also extensive water damage in the building's attic because of a broken water pipe.Fire investigators determined the blaze was caused by an unspecified electrical failure, Munoz said.The American Red Cross was called in to help the displaced residents arrange for temporary lodging.The fire caused an estimated 0,000 in damage to the structure and an estimated 0,000 in damage to its contents, Munoz said. 1323
