WASHINGTON (AP) — The White House on Sunday pushed the federal government closer to the brink of a partial shutdown later this week, digging in on its demand for billion to build a border wall as congressional Democrats stood firm against it."We will do whatever is necessary to build the border wall to stop this ongoing crisis of immigration," said White House senior adviser Stephen Miller.Asked if that meant having a government shutdown, he said: "If it comes to it, absolutely."Trump said last week he would be "proud" to have a shutdown to get Congress to approve a billion down payment to fulfill his campaign promise to build a wall on the U.S.-Mexico border. Democrats also offered to simply keep funding at its current level, .3 billion.Showing no signs of budging, Schumer said Sunday that it was up to Trump to decide whether parts of the federal government shut down at midnight Friday over his border wall, sending thousands of federal employees home without pay during the holidays.About one-quarter of the government would be affected, including the departments of Homeland Security, Transportation, Agriculture, State and Justice, as well as national parks."He is not going to get the wall in any form," Schumer said.Both parties in Congress have suggested that Trump would likely need to make the next move to resolve the impasse. The Senate returns Monday after a three-day absence.Trump had neither accepted nor rejected the Democrats' proposal as of Friday, according to the Democrats, telling them he would take a look. John Barrasso, the No. 3 Republican in the Senate, said Republicans remain hopeful they can come up with a proposal that can be acceptable to Trump and pass both chambers. He suggested that could take the form of a stopgap bill that extends funding until January, or a longer-term bill that includes money for border security."There are a lot of things you need to do with border security," he said. "One is a physical barrier but also the technology, the manpower, the enforcement, all of those things, and our current laws are in some ways an incentive for people to come to this country illegally, and they go through great risk and possibly great harm."Sen. Susan Collins, R-Maine, urged senators to revisit a bill she helped push earlier this year that would provide .5 billion for border security, including physical barriers as well as technology and border patrol agents.Schumer declined to say whether Democrats would be willing to consider proposals other than the two options that he and Pelosi offered.Republicans "should join us in one of these two proposals, which would get more than enough votes passed and avoid a shutdown," Schumer said. "Then, if the president wants to debate the wall next year, he can. I don't think he'll get it. WASHINGTON (AP) — Winter hit U.S. honeybees hard with the highest loss rate yet, an annual survey of beekeepers showed.The annual nationwide survey by the Bee Informed Partnership found 37.7% of honeybee colonies died this past winter, nearly 9 percentage points higher than the average winter loss.The survey of nearly 4,700 beekeepers managing more than 300,000 colonies goes back 13 years and is conducted by bee experts at the University of Maryland, Auburn University and several other colleges.Beekeepers had been seeing fewer winter colony losses in recent years until now, said Maryland's Dennis vanEngelsdorp, president of the bee partnership and co-author of Wednesday's survey."The fact that we suddenly had the worst winter we've had ... is troubling," vanEngelsdorp said.Some bees usually die over winter, but until the past couple decades, when a combination of problems struck colonies, losses rarely exceeded 10%, he said.Bees pollinate billion worth of U.S. food crops. One-third of the human diet comes from pollinators, including native wild bees and other animals, many of which are also in trouble, according to the U.S. Department of Agriculture."We should be concerned on multiple levels," said University of California, Berkeley, agricultural social scientist Jennie Durant, who has a separate study this week on loss of food supply for bees.Year-to-year bee colony losses, which include calculations for summer, were 40.7%, higher than normal, but not a record high, the survey found."The beekeepers are working harder than ever to manage colonies but we still lose 40-50% each year... unacceptable," Swiss bee expert Jeff Pettis, who wasn't part of the survey, said in an email.For more than a decade, bees have been in trouble with scientists blaming mites, diseases, pesticides and loss of food.This past winter's steep drop seems heavily connected to the mites, vanEngelsdorp said. Beekeepers report that chemicals that kill mites don't seem to be working quite as well and mite infestation is worsening, he said. Those mites feed on the bees' fats and that's where the insects store protein and center their immune response.Durant's study in this week's journal Land Use Policy found that changes in food supply in the Midwest's Prairie Pothole Region, a hot spot for honeybee colonies, has been a major factor in losses. That area has lost wetland areas with clover bees feed on.Other areas have been converted to corn and soy crops, which don't feed bees, she said.As bad as the survey numbers are, vanEngelsdorp said, "We're not really worried about honeybees going extinct... But as of Tuesday, there's still more than 0 billion left in the pot.As to why that is, the Small Business and Entrepreneurship Council says there's a few reasons, like concerns over how much would actually be forgiven, constantly changing rules, and strict limits to how the money can be used.“Not all businesses are the same. So, you know you've got businesses with high overhead, maybe few on payroll,” said Karen Kerrigan, President and CEO of the SBE Council. “This program really didn't align with their needs.”Business owners and advocacy groups complain that the money in the PPP was not fully put to work because it created obstacles that stopped countless small businesses from applying.A report from a research group says the program’s shortcomings also made it more difficult for minority businesses to get loans.The owners of a Colorado brewery who got a PPP loan say it helped, but only goes so far."It didn't solve the problems. What it did was sustain us for a few more months."The SBE Council is working with lawmakers on both sides of the aisle for further policy solutions. They're pushing to broaden what expenses can be forgiven, especially when it comes to technology.Through a survey, the group found 87% of small businesses said they wouldn't have been able to survive without cloud-based services.“We know that consumers are on social media and technology platforms looking for new businesses, looking for new brands, looking for new things that they need, and that's where small businesses can really fill that gap,” said Kerrigan.The Small Business Administration says it will be up to Congress to decide what to do with leftover funds from the PPP. 1900

WASHINGTON (AP) -- U.S. Navy leaders are recommending a sweeping list of changes in sailor training, crew requirements and safety procedures to address systemic problems across the Pacific fleet that led to two deadly ship collisions earlier this year that killed 17 sailors, according to a copy of the report obtained by The Associated Press.A critical report scheduled to be released Thursday calls for about 60 recommended improvements that range from improved training on seamanship, navigation and the use of ship equipment to more basic changes to increase sleep and stress management for sailors.Another Navy report released Wednesday concluded that three collisions and a ship grounding this year were all avoidable, and resulted from widespread failures by the crews and commanders who didn't quickly recognize and respond to unfolding emergencies. Navy leaders publicly acknowledged those failings in a congressional hearing last month.RELATED: San Diego sailors killed in ship collisionThe USS John S. McCain and an oil tanker collided near Singapore in August, leaving 10 U.S. sailors dead. And seven sailors died in June when the USS Fitzgerald and a container ship collided off Japan. The USS Lake Champlain collided with a Korean fishing vessel in May and the USS Antietam struck bottom near a shoal in Tokyo Bay.As a result of the two deadly accidents, eight top Navy officers, including the 7th Fleet commander, were fired from their jobs, and a number of other sailors received reprimands or other punishment that was not publicly released."We are a Navy that learns from mistakes and the Navy is firmly committed to doing everything possible to prevent an accident like this from happening again," Adm. John Richardson, the chief of naval operations, said in a statement Wednesday. Philip Davidson, head of the Navy's Fleet Forces Command. In a report spanning about 170 pages, Davidson notes that many of the lessons learned can be applied across the Navy. And he recommends the appointment of a senior Navy officer to oversee the implementation of the recommended changes across the fleet, both in the Pacific and -- where needed -- around the world.Proposed changes focused on five main areas: fundamental skills, teamwork, operational safety, assessment procedures and culture. Specifically, the recommendations include beefing up qualification standards for sailors who stand watch -- a key point of failure in the two deadly collisions. Others call for improved navigational skills and certifications for sailors, including better, more sophisticated training on radar, piloting, communications and other high-tech equipment.The report acknowledges the fast-paced operations in the Pacific region, where the Navy is faced with an aggressive China and a growing threat from North Korea's pursuit of nuclear weapons. And it notes that ongoing budget constraints make it difficult to meet the requirements in the very busy Pacific region."The ability to supply forces to the full demand is - and will remain - limited," the report said, adding that funding shortfalls for readiness across the Navy, "did have an impact in putting more pressure to meet increasing demand for Japan-based assets" without additional support from ships based in the United States.Faced with the increasing demands, there was less time for crew members to do needed training or certifications, the report said.The report also noted that despite the growing pressure and pace of operations, there was a "can-do" culture that persisted, and commanders failed to listen to their teams and were unable or unwilling to say no despite the risks."Can-do should never mean must-do so we must continue to encourage our commanders to accept the risks when the benefit to be gained is worth the potential risk of failure," the report said.A number of the recommendations points to fatigue and how the lack of sleep can lead to problems, particularly as sailors stand watch."Sailors need to know when they must succumb to their own fatigue, be proactive about their fatigue management plan, and reach out to leadership," the report said. It also suggested that a mentorship program be set up, assigning experienced commanding officers to help sailors develop leadership skills and focus on seamanship, navigation, team building and operational safety.Davidson's report was submitted to Richardson, and Navy officials said a number of the recommendations are already being addressed. 4693

WAYNE COUNTY, Mich. — U.S. Marshals safely recovered 123 missing children in a one-day operation in Michigan.The U.S. Marshals Service - Detroit Missing Child Recovery Unit, U.S. Marshals Service Sex Offender Investigations Branch, Michigan State Police and law enforcement officers from Wayne County agencies participated in Operation MISafeKid, a missing juvenile sweep to identify and recover missing children from the area with an emphasis on locating victims of sex trafficking.According to the U.S. Marshals, out of 301 files of missing children, 123 were identified and recovered safely, all of which were interviewed about potentially being sexually victimized or used in a sex trafficking ring. Three such cases were discovered.The Detroit Missing Child Recovery Unit was requested to assist on 30 missing child cases two weeks prior to the sweep.
