SAN DIEGO (KGTV) - A man was arrested after the mother of a three-year-old girl called the San Diego Police and said her daughter was kidnapped and inappropriately touched by her neighbor.Police say the ordeal happened just before 10 a.m. Saturday, on Maple Street near Oak Park Elementary School.Two uncles spoke with 10News off camera, saying they heard their cousin "making a fuss" about her window being broken into, the same bedroom where their niece was taking a nap."He snatched her from the window... Three minutes to ten minutes that she was in there," one uncle said.When the girl was back home, the uncles said she seemed upset and reserved. Once she started talking, and the family had an idea of what may have happened, emotions boiled over."My cousin just went in for the shine like the first shot he made him bleed like I think he cracked his nose," he said his sister pulled them apart, and the man ran off.Blood stains were visible on the concrete outside. "Something had to be wrong with him, for him to balls up and come through a window with like ten people in the house," he said. The family knew the neighbor was mentally ill but did not think to this extent.The toddler and her parents then went to the hospital to get "a rape kit, just make sure everything’s fine, and we don’t exactly know what happened to her she saying that she was touched."The incident happened right across the street from Oak Park Elementary School, where students will come back to class August 28th. The San Diego Police Sex Crimes Unit is investigating the incident. 1635

SAN DIEGO (KGTV) — A record number of voters have already cast their ballots in San Diego County. Registrar Michael Vu said of the 1.92 million voters in the county, 1,081,727 already voted as of Sunday. The Registrar of Voters pushed for early voting in 2020 to avoid crowds on election days and Vu said that hope has been met.“I’ve never seen numbers like this in advance of Election Day before,” said Vu.He said that they’re expecting between 80% and 85% turnout this year. With two more days to cast ballots, they’re not sure what method the remaining voters will use to vote. He added that in the 2016 presidential election, close to 500,000 people voted in person on Election Day, and it’s possible that many could still vote in person Tuesday, meaning the traditional Election Day lines could still be seen.“Hundreds of thousands of individuals we’re still expecting to vote and the question is will they vote with their mail ballot or will they vote in person,” said Vu.He said the fate of the next couple of days are in the hands of the voters and how they decide to vote.Vu added that if and when people vote, they’re encouraged to go to their designated super poll location. There are 235 super polls across the county. Residents can locate their polling place online here. Voters can also check the back of their sample ballots and voter information pamphlets for assigned polling places.Monday, super poll locations are open 8 a.m. to 5 p.m. Then Tuesday, polls are open 7 a.m. to 8 p.m. for Election Day. People have to be in line by 8 p.m. to be able to vote in person Tuesday, or mail has to be postmarked by Tuesday to count. 1650

SAN DIEGO (KGTV) -- A portion of City Hall in Downtown San Diego was evacuated after crews working in the building possibly disturbed asbestos.According to the city, construction crews working on the lobby possibly disturbed the asbestos around 2 p.m. Thursday. The city said in a memo that a contractor working on the sprinkler system accidentally dislodged a section of the ceiling, causing it to crash to the ground. "Immediate action was taken to isolate and contain the material,'' according to the memo. The substance hasn’t yet been confirmed as asbestos, but hundreds of people were forced to evacuate as a precaution. Crews plan to conduct air testing Thursday night with the expectation of reopening City Hall Friday morning. The City Clerk’s office remains open and is working out of a nearby location until Thursday evening so candidates running for office can meet their 5 p.m. deadline. 909

  

SAN DIEGO (KGTV) – A man suspected of causing serious injuries that left a man in a coma-like state for nearly four years before his eventual death was arrested earlier this month, San Diego police announced Tuesday.San Diego police said 42-year-old Manuel Lopez was identified by investigators as the suspect in the death of Allen Stokes and was taken into custody on Sept. 3, on suspicion of murder.On March 12, 2016, Stokes was found unresponsive in an apartment building in the 7100 block of El Cajon Boulevard. Stokes was taken to the hospital for treatment, but his condition never improved.According to police, Stokes “remained in a conscious, yet unresponsive state, until his death” on Nov. 8, 2019.The San Diego County Medical Examiner’s Office determined Stokes’ death “was the result of injuries received in March of 2016.”Stokes was 67 years old at the time he was injured. He was 72 years old when he died, police stated.After Stokes’ death was determined to be a homicide, investigators gathered evidence and spoke to those who knew the victim and eventually identified Lopez as a suspect in the case.Police said Lopez was booked into County Jail following his arrest.During Lopez's Tuesday afternoon arraignment, Deputy District Attorney Mary Naoom alleged a mallet was used in the killing.In entering his plea, Lopez told San Diego County Superior Court Judge Peter Deddeh, `"`I'm innocent."Lopez was ordered held on million bail and a bail review hearing was set next week in his case.Anyone with information on the case is urged to contact SDPD’s Homicide Unit at 619-531-2293 or Crime Stoppers at (888) 580-8477. 1643

  

SAN DIEGO (KGTV) — A man wielding a metal chain was shot and killed by a two-year veteran of the San Diego Police Department this week, the department announced Saturday.SDPD said 48-year-old Vaugh Harrison Denham, of San Diego, was shot and killed by Officer Corey Pitts after Denham refused to obey officers' orders to drop a machete he had reportedly used to attack someone Wednesday.Police said they arrived at a violent disturbance call involving a "machete-style" weapon in the 4000 block of Boston Ave. just after 5 p.m. Police found a 57-year-old victim with injuries that suggested he'd been attacked with an "edged weapon."ORIGINAL STORY: Police investigating fatal officer-involved shooting in SouthcrestThe victim was taken to a nearby hospital with non-life threatening injuries.At the scene, police tried to contact Denham around the corner from the initial scene. He was uncooperative with officers, police said, and a Taser was deployed after the confrontation escalated.Witness statements indicated Denham approached officers with a metal chain and refused verbal commands to stop by officers. After he started swinging the chain, a Taser was used unsuccessfully.Police added that Officer Pitts gave multiple warnings while backing up and trying to distance himself, which Denham ignored.After swinging at him again, Officer Pitts fired on Denham, striking him once. Denham was taken to a nearby hospital, where he died of his injuries.Two other officers arrived to place Denham in handcuffs, though he continued to resist.No officers were injured during the incident.Anyone who may have witnessed the incident or has any information is asked to call SDPD at 619-531-2293 or Crime Stoppers at 888-580-8477. 1806
