SAN DIEGO (KGTV) — Anti-tax advocates rallied Wednesday against an array of bond measures across San Diego County say they will add more than billion in debt to San Diego taxpayers if they all pass. "We have to say no to the big bond bailout of 2018," said anti-tax advocate Carl DeMaio, flanked by a dozen supporters, and Tony Krvaric, chairman of the Republican Party in San Diego County.While calling for an across the board rejection of all bond measures on the ballot, the speakers focused most of their ire on Measure Y-Y, the .5 billion measure for the San Diego Unified School District.RELATED: What you need to know about voting this November"These bonds are used to cover up financial mismanagement in local government. They are big ol' bailout," said DeMaio. "They're running up the credit card." Tax reform advocates say Y-Y is the third in a series for San Diego Unified that began in 2008. And that the promises of the previous measures were broken.  "You should ask the people who wrote measure Y-Y why they didn't get the projects they put on the list in 2008 and 2012 done," DeMaio said.10News met with San Diego Unified spokesman Andrew Sharp at Grant K-12 in Mission Hills. RELATED: Enthusiasm bump not reflected in early California voting"You can see a state of the art classroom building," Sharp said as he pointed at a new looking structure on the campus. "That was a result of the generous support of taxpayers and proposition S and Z."Grant says the bond measures in 2008 and 2012 were always the first two steps in a three-part improvement of San Diego schools. "In 2008 we developed a district-wide plan; what it would cost to bring all of our schools into working order. SAN DIEGO (KGTV) - Cleanup is underway after a driver went on a rampage, hitting three cars before crashing into an apartment building in North Park.  "I heard just a really loud bang noise and I felt the apartment shutter," said Laura C, a resident in that building.It started when police say the 60-year-old driver hit an electrical box while getting on the 805 southbound from El Cajon Boulevard. He went down an embankment and continued south before crashing into a car on the highway. The driver kept going and got off on University Avenue. That's when he crashed into two more cars and a pole near Boundary Street. He then put the car into reverse and plowed through a gas station and into the apartment building wall. "Out of nowhere he just went full blast in reverse until that building stopped him," said witness, Vicki Nikbakht. Police believe the driver may have been under the influence of drugs. Residents were evacuated in fear that the building would collapse. The driver was taken to the hospital with minor injuries. No one else was hurt.  1110

SAN DIEGO (KGTV) — California officials said Friday that a technical glitch caused data on hundreds of thousands of COVID-19 tests to go unreported.Despite the inaccurate data, officials say they are still seeing a trend showing a decrease in case rates. Hospitalization and death data, however, is collected differently and unaffected by the glitch.According to the state, the data system they use failed and that led to inaccurate case numbers and case positivity rates. That failure prevented counties from having some of the data they need to monitor and respond to the virus in local communities, like contact tracing.The state says that about two weeks ago, a server outage created a delay in lab records coming into the reporting system. At the same time, they realized they weren't getting data from one of the largest commercial reporting labs for about five days.California Department of Health and Human Services Secretary Dr. Mark Ghaly says the issues have been fixed."We expect that over the next 24 to 48 hours that the backlog that's between 250,000 to 300,000 cases will be resolved, giving us a better sense of the number of tests that were delayed," Ghaly told reporters on Friday. "We are reporting this data to the counties based on the date the specimen was collected so we can attribute it to the appropriate date."The state says the system was not built for the volume of data it's receiving. It's putting new systems in place and has created a backup system to double-check the data and reports.California's County Monitoring Watch List was paused last week so that the glitch does not play a role in decision making about county statuses.Gov. Gavin Newsom has ordered an investigation into what happened with the reporting system. 1764

  

SAN DIEGO (KGTV) -- Beaches in San Diego are expected to be packed for the Fourth of July weekend as other nearby counties shut down their beaches over coronavirus concerns.Local law enforcement agencies are prepared for the influx in beachgoers, but many are hoping and wondering if people will follow San Diego County’s facial covering and social distancing requirements.On Friday, ABC 10News crews observed visitors at Mission Beach keeping their distance from each other and most of them wearing facial coverings.Many visitors came to the beach early to secure spots for what will likely be a busy weekend.The Cotus family, visiting San Diego from Arizona, heard about Gov. Gavin Newsom closing beaches where coronavirus numbers are rising. But the family took the chance that San Diego beaches would stay open.“We figured this morning we got the kids up. OK, let’s take a chance; either we can get to the beach or we can’t. If not, there’s a pool at the hotel,” Edward Cotus said.Law enforcement agencies said they will be out this weekend reminding people about the rules. However, they say it will be up to the public to follow them.The Cotus family said they understand why people don’t like wearing the face coverings, but they believe it’s everyone’s responsibility to do their part in controlling the spread of this virus.“We all have to be responsible and just try to really implement social distancing on our own. It seems like a lot of the public doesn’t understand; you just have to do that on your own,” Cotus said. 1539

  

SAN DIEGO (KGTV) — California Highway Patrol officers arrested a driver who knocked over a light pole on Interstate 5, causing it to fall into the path of oncoming traffic Friday night.It happened on the northbound lanes of I-5 just before the State Route 163 connector.The driver of a white Chevy Impala went off the road crashed into two light poles, knocking one of the light poles onto the right lane and into oncoming traffic.CHP says at least seven cars smashed into the downed light pole, damaging the vehicles. However, there were no injuries.The driver of the Impala told CHP he merely fell asleep behind the wheel, but after a sobriety test, he was arrested.“He was arrested for DUI,” said Steve Jio, with the CHP. “Possibly drugs, and we’re taking him to our station to be evaluated."Three lanes of I-5 were closed off for about an hour as crews removed the damaged vehicles and the downed light pole.Crews plan to replace the light pole Saturday morning. 974
