SAN DIEGO (KGTV) -- The man accused in the death of three migrants found in the trunk of a car in August was arraigned on related charges in San Diego court Tuesday. According to court documents, Neil Edwin Valera, a U.S. citizen who lives in Mexico, was arraigned in federal court in connection with the deaths of three Chinese migrants, including a mother and her 15-year-old son. The third person in the trunk was a female. None of the victims have been identified. Authorities say Valera is a truck driver from El Paso, Texas. He was arrested at a downtown bus station Saturday. By Tuesday night, the surf is expected to diminish, the agency said.High tides Monday will be 6.9 feet at 8 a.m. High tide on Tuesday will be 6.8 feet at 8:40 a.m.The agency warned that the King Tides will create water run-up into some beach parking lots and other low-lying areas.Beaches most prone to flooding include Sunset, Seal, Newport, Oceanside, Cardiff, La Jolla Shores and Imperial Beach.Elevated surf will also create strong rip currents and dangerous swimming conditions, the National Weather Service says. 861

SAN DIEGO (KGTV) — The mother who reported her 3-year-old son missing in Linda Vista Tuesday morning has been arrested. According to police, Maria Flores was arrested for filing a false police report. Flores reported her son, Kevin Serrano, missing from a home in the 2500 block of Ulrich St. just after 10 a.m., according to San Diego Police.At 3:00 p.m., police reported the boy was found unharmed in the 7500 block of Mesa College Drive. Officers said the child's caregiver called them and said he had been dropped off in the morning.Flores told police that Kevin was last seen at home. Police deployed officers on foot, patrolling on motorcycles, and air resources to help search for Serrano.“This is highly unusual. We’re taking this extremely seriously," police said during a press conference. "The door was unlocked and closed, according to the mom ... The clock is ticking for us, we’re extremely worried." 952
