VISTA, Calif. (KGTV) -- Certain businesses in Vista will be allowed to take their operations outdoors in light of the state’s COVID-19 pandemic-related restrictions.Vista officials said a Temporary Emergency Order was issued Wednesday “to relax outdoor use for personal care services, salon and barber shop services, and gym and fitness services to temporarily relocate their existing business operations to an adjacent outdoor area during the COVID-19 pandemic.”The city’s order comes as indoor operations across the state shut down -- effective July 15 -- for gyms, houses of worship, non-critical office businesses, hair salons and barber shops, indoor malls and personal care services.Vista businesses that would like to move services outdoors are asked to contact the city’s Economic Development Department at 760-639-6165 or via email at EconDev@CityofVista.com.In a statement, Vista Mayor Judy Ritter said, “It’s a top priority for the City of Vista to do everything we can to support our local businesses during this pandemic and still protect the health and safety of the community. This temporary emergency order will provide the needed support to our Vista businesses so they are able to retain their employees and remain economically viable during this pandemic.” 1283

VISTA, Calif. (KGTV) -- The San Diego Sheriff's Department is reviewing the actions of several deputies after a witness posted a controversial video on Facebook.The video shows two deputies walking a man in handcuffs just before they slam his head into a fence. Later in the video, they can be seen smacking another man in the head who is already down on the ground in handcuffs.The woman who shared the video on Facebook claims they deputies used excessive force and wants justice for the two men. A Sheriff's spokesman says the video was taken on Monday morning when deputies were responding to a domestic violence call at a Vista apartment complex.When deputies arrived the suspect was wielding a weapon and holding someone against their will, the spokesman said. During the arrest, other parties fought with the deputies. The spokesperson says the department is reviewing the body camera footage and the cell phone video.10News visited the scene of the arrests. VISTA (CNS) - A man was shot in the knee by someone in a passing car while walking in a Vista neighborhood, authorities said Saturday.The 38-year-old victim said he was walking at about midnight Friday in the 1100 block of North Santa Fe Avenue and looked down to retrieve an item from a bag, according to Sgt. Adrian Moses of the San Diego County Sheriff's Department.As he looked down, he heard a loud bang and fell to the ground with a gunshot wound to his knee, Moses said.A witness heard the gunshot and saw a white Nissan Sentra driven by a woman with a male passenger leave the area on North Santa Fe Avenue, the sergeant said.The victim was taken to Palomar Medical Center for treatment of injuries that were not considered life-threatening, Moses said.There was no surveillance video immediately available and detectives from the Vista sheriff's station were investigating the shooting. 903

  

VISTA, Calif. (KGTV) — Two brothers are behind bars after deputies say they got into a road rage incident and robbed a driver in Vista.On Tuesday, just before 9:30 a.m. near the 1300 block of Melrose Way, San Diego Sheriff's Department says Matthew, 29, and John, 23, Giordano were driving in a lifted grey Silverado pick-up truck. Deputies say for some reason, Matthew became angry and began to follow another vehicle and displayed a weapon to the driver.At one point, the truck cut off the driver and came to a stop, deputies say.Deputies said Matthew got out of his truck and started punching the driver's side window. Once the driver opened the door, Matthew took about ,000 worth of jewelry and money from the driver, deputies added.During the confrontation, John used a metal tool to smash the driver's windshield and the windshield of a second car not involved in the original incident, deputies say. The brothers then drove off.One of the victims suffered minor injuries from broken glass. Damage to both cars was estimated between ,000 and ,000.SDSO investigators say they gathered enough evidence to serve a search warrant in the 1500 block of Sapphire Lane, where the Giordanos were arrested on several charges, including conspiracy and robbery. 1271

  

VISTA (CNS) - An Oceanside man convicted of abusing his neighbors' dogs, including gouging out the eye of a Siberian Husky, was sentenced to nearly 10 years in custody Friday.Jurors last summer found 37-year-old David C. The dog has never been found and is presumed dead.Police found a small amount of blood in Herbert's car and on a baseball bat he owned.Herbert, who represented himself at trial, testified that Lala jumped in his car and he was about to take her to a shelter when she jumped out and ran off. 1580
