SAN DIEGO (KGTV) — A small stretch of Old Town's main road will be closed to cars from Thursdays through Sundays for the rest of 2020 to help area restaurants serve outdoors safely.The move is meant to help the region survive as it enters the purple tier of coronavirus restrictions, which outlaws indoor dining.San Diego Avenue, from Arista to Linwood, will no longer be available to vehicle traffic in the afternoons and evenings on Thursdays through Sundays until Dec. 27. While most of Old Town has been able to offer outdoor dining with adequate social distancing, the restaurants on the southernmost portion of the historic park have not had as much space to work with.Pietro Busalacchi, who opened Trattoria Don Pietro in August, said cars sometimes speed down the street, near outdoor diners. Additionally, the sidewalk near the tables is narrow and large groups without masks walk too close to diners. It turns him from restaurateur to security officer. "Once they've walked halfway through the restaurant if they're not wearing a mask I'm like, 'hey you know, can you throw a mask on?' It's too late at that point and also some people look at you like, 'don't tell me what to do,'" Busalacchi said. The Old Town Chamber of Commerce arranged with the city for the closure, which it experimented with earlier this year. After two months back to normal, it decided the closure was the right way to go. "The pandemic really changed a lot for our businesses, so we had to give each request a shot and we decided to close the street again," said Sunny Lee, the chamber's executive director.Lee said if the coronavirus restrictions persist into 2021, Old Town would seek to extend its closure with the city. SAN DIEGO (KGTV) — About 160 military police and engineers will be sent to border crossings in San Diego and El Paso this weekend, according to the U.S. Customs and Border Protection.The government will send 80 active-duty troops to San Diego and another 80 to El Paso, according to CBP and the Department of Defense (DoD). Troops are expected to arrive at the two locations Saturday.CBP confirmed to 10News the Department of Defense will provide a "crisis response force" (CRF) for the San Ysidro Port of Entry (POE) in case a federal appeals court nixes a Trump Administration policy known as "Remain in Mexico," and due to coronavirus containment concerns.RELATED: Trump: US could close borders to guard against coronavirus"Based on the pending MPP [Migrant Protection Protocols] decision, continued concern of large groups attempting to forcibly enter through the San Ysidro POE, and COVID-19 containment and mitigation concerns, CBP has activated the CRF," a CBP spokesperson said.Though the spokesperson later downplayed that the troop surge was in direct response to coronavirus cases."...The DoD is not doing anything in direct terms of COVID-19. SAN DIEGO (KGTV) - An elderly woman died while she was with her family waiting to cross the border into San Diego Sunday afternoon, according to our reporting partner Televisa.Televisa reported it is unknown why the woman, who was in her late 80s, passed away.This comes as people on both sides of the border expressed frustration at incredibly long wait times."It's unfortunate because I think the policies that CBP puts in place, protocols, punish border crossers," Pedro Rios said. He said it took four hours to cross in Otay Mesa on Saturday.New protocols went into effect on Friday due to the pandemic. Customs and Border Protection planned on slowing down traffic, closing lanes and adding secondary inspections, aimed at delaying those traveling for non-essential reasons.In addition to San Diego, Tucson, Arizona, El Paso, and Laredo Texas have similar protocols in place.One woman waiting to cross into San Ysidro told Televisa, "Yes it is difficult, but no one wants to be here in Tijuana."Another woman said they were heading to the U.S. to visit friends and go to the beach. When Televisa asked if they thought that was essential travel, they replied in Spanish, "Yes, because we're tired and angry. SAN DIEGO (KGTV) — A San Diego Police Sergeant was arrested Friday after the department was tipped off to individuals reportedly soliciting sex from minors.Police say Joseph Ruvido, 49, was arrested in Carmel Valley and charged with one felony count of soliciting sex with a minor. A search warrant was served at the 21-year veteran's residence and he was taken into custody without incident.Ruvido was assigned to the SDPD Watch Commander's Office, approving reports and and bookings. Prior to that, Ruvido was a patrol sergeant with the department's Eastern division, according to SDPD Chief David Nisleit."I assure you Sgt. Ruvido will be held accountable both criminally and administratively," Nisleit said. Police identified one of the individuals as Ruvido and opened an investigation leading to his arrest.Once Ruvido was identified, investigators conducted 24/7 surveillance with investigators from the San Diego District Attorney's Office, according to SDPD Lt. Jud Campbell.SDPD declined to share any further details to protect the investigation, Nisleit said."We're going to be looking at everything," Nisleit said.
