SAN DIGEO (KGTV) - A former San Diegan who lives 3 miles from the site of a deadly, massive explosion in Beirut, Lebanon, is describing the terrifying moments of the blast. Elie Shammas and his family were inside their 6-story Beirut apartment. It all began just after 6pm, and it felt like an earthquake."In San Diego, feels like a rumble, but this was a jittery," said Shammas.Shammas, who taught at SDSU a decade ago, says all his locked windows swung open."The whole house was moving, and then the shock wave hit us. It was very loud. Outside, it was all dusty. I have three kids, who were jittery and scared," said Shammas.Shammas raced downstairs and snapped a photo of a huge smoke plume. Shammas says he can't help but recall Lebanon's bloody civil war."I lived through Lebanon through the war. I'm used to bombings and shellings, and this was like nothing I've seen before," said Shammas.Across the world, in San Diego, news of the blast hitting the Lebanese community hard."Just a shock. When you see it, you can't believe it's happening," said Shammas.Nabi Geha, who owns La Miche Kabobgee in Kearny Mesa, immediately called his niece and a cousin, who both live about four miles from the blast site. Both are okay but shaken."They woke up to huge impact. Their buildings were shaken. Cars lifted from one side street and thrown to other side," said Geha.Geha's anxiety over his family still lingers. SAN DIEGO (KGTV)- Monday morning Escondido Police provided extra police patrols at a local mosque that was targeted on Sunday.Police say the Dar-ul-Arqam Mosque on 6th Avenue was set on fire by an arsonist that has yet to be identified.Worshipers inside the mosque noticed the flames around 3 a.m. on Sunday and were able to put them out before the fire could spread.Lt. Chris Lick with the Escondido Police Department said once police and arson investigators arrived, they determined that the fire was set intentionally. They also found a note left by the suspect.“Graffiti left behind by the suspect made reference to the shooting incident in New Zealand,” said Lt. Lick.The San Diego Police Department has also stepped up patrols at mosques across the city in response the incident in Escondido.San Diego's Anti-Defamation League issued a statement in support of the mosque and worshippers.“This attack appears to be meant to send a signal to the Muslim community” said ADL Regional Director Tammy Gillies. “Sadly, this type of behavior is consistent with the growth in hate crimes, rise in attacks on Muslims, and the surge in anti-Muslim bigotry that we have seen in our country and around the world.”A crowdfunding campaign was launched to help raise money to provide repairs and proper security at the mosque in Escondido.The campaign has received support from people across the country. SAN FRANCISCO (AP) — A Chinese researcher accused of concealing her ties to her country's military on a visa application she submitted to so she could work in the U.S. has been booked into a Northern California jail. Sacramento County jail records show Juan Tang was detained early Friday. The Justice Department on Thursday announced charges against Tang and three other scientists in the U.S., saying they lied about their status as members of China's People's Liberation Army. All are charged with visa fraud. The justice department accused the Chinese consulate in San Francisco of harboring a fugitive. It is unclear if Tang has an attorney who could comment on her. 679

SAN DIEGO (KGTV)- Residents in a South San Diego Apartment complex worked together to fight a fire that started in the patio.At around 10:45 Sunday morning, San Diego City Fire Rescue teams responded to the 1700 block of Oro Vista Road. Heavy smoke was billowing from the patio of a downstairs apartment. "I called 911 automatically, and that's when the person who lives upstairs came running out,” Alexa Delgado said.Delgado had just arrived at the Oro Vista Villas to visit her mother when she saw the flames. "It started popping, and the fire started coming out,” she said. It was in that moment of chaos that she found herself and several neighbors step up to help. One neighbor pulled the smoke alarm, others smashed fire extinguisher boxes and started spraying down the patio, and she protected the neighbor's pet birds, all before the fire department arrived. Engine 30’s Fire Captain, John Wilson said what the residents did in the first minutes of the fire helped suppress the flames. "There was an alarm that was going off upon our arrival, so the smoke detectors did their jobs and got everyone out safely,” Captain Wilson said. Delgado says what happened today was a true testament to the word “community.”“A bunch of neighbors helping and asking if anyone living there, went upstairs to see if anyone was in there and helping out."Fire investigators are still looking into what exactly caused the patio fire.  No one was inside the home when the flames ignited. SAN DIEGO (KGTV)—A group of small business owners and employees in San Diego County say the new reopening guidelines released by California Gov. Gavin Newsom Friday won’t help them recover after months of struggling.“We were really hopeful, then once we actually got this new color-coding system, it’s the same as nothing really to a lot of small businesses,” said Angie Weber, co-owner of Cowboy Star Restaurant and Butcher Shop in the East Village. “25 percent for a lot of restaurants is not enough to operate with.”Under the latest guidelines, restaurants can offer dine-in service at 25 percent capacity or 100 people, whichever is fewer.“We’ve done the math and think we can have 55 people in our building at any given time,” she said.Weber could not provide outdoor dining and spent a lot of money to prepare her restaurant for safe, dine-in services.“We went above and beyond. We added UV germicidal lighting into our HVAC ducts; we’ve gone to touchless checks and menus, we added glass partitions between our tables,” she said.A group of business owners, general managers, and other employees joined San Diego County Supervisor Jim Desmond outside of the county administration building Monday to call for looser restrictions.Desmond has been pushing for the reopening of businesses and said they can’t survive with the current capacity limits.“Everybody behind me is suffering because of this. I can’t pay my rent with 25 percent,” said Thomas Hall, General Manager for The Grass Skirt. “When my staff was told they had to leave and I didn’t know when we were going to hire them back, it completely broke my heart.”While some say the capacity limitations make it difficult for businesses to recover after operating at a loss, others say their industries have been entirely left out of any reopening plans.“I own a small event business called McFarlane Promotions. We shut down all our business and events on March 15,” said Laurel McFarlane, a small business owner and the founder of San Diego Event Coalition.“We let go of staff, we took out a second mortgage on our house, borrowed from friends and families if we could. We scrambled to make financially for the last six months, only to find out last Friday that we have been completely disregarded and undermined. The event industry wasn’t even listed.”McFarlane said she’s a mother of four children and the sole provider for her family. She said 90 percent of her business events were canceled, and she’s been unable to work for nearly six months.“It’s time for our leaders to invite us to the table,” she said.While Desmond has been in favor of reopening businesses, others are concerned that this could cause another spike in COVID-19 cases across the county.Supervisor Nathan Fletcher said in a Tweet, “My fear is that the breadth & speed of what we are doing could cause a spike in cases that would trigger us moving back to a higher tier and requiring additional closures. I would prefer a more cautious approach that gives us a higher probability of a smooth & steady recovery.”Businesses providing indoor services must have a sign-in sheet will customers will leave their name and phone number. Supervisor Fletcher said if there is an outbreak inside a business or entity, the list will help in notifying customers if they have been exposed to COVID-19.
