The four-day Beijing air quality exercise held earlier in the month was met with mixed reaction.Diverse opinions were expressed by private car owners and public transport users.During the four days, cars bearing odd and even license plates were allowed on the roads on alternate days to see what effect this would have on the reduction of air pollution.According to a survey by Beijing Youth Daily, 61.9 percent of car owners opposed the practice in a long run while 78.2 percent of public transport users lauded it. About 1,000 new cars are registered every day in the city.Car owners argued that smoother traffic comes at the expense of individuals' convenience."Does being a car owner mean you have limited rights? That would be cruel and inhuman," Wang Hongsheng, head of the Volkswagen Polo club in Beijing, said.Fifty-seven percent of car owners shared his opinion.Among non-drivers, 21.9 percent did not think the even-odd plate exercise was a reasonable, scientific way to gauge air quality."It is an arbitrary way of stripping car owners of their rights. They pay for the convenience," a respondent said.Apart from the purchase price, the cost of owning a car in Beijing ranges from 10,000 yuan to 30,000 yuan (,300 to ,900) a year, he said.The survey also showed 36 percent of car owners were in favor of "public transport if managed well"."People are fed up with the poor condition of buses, and the metro where people are packed like sardines," another said.On options to improve traffic conditions, 49.9 percent said efficiency and lowering public transport fares should top the government's agenda instead of restricting car-ownership.Twenty-six percent of respondents said more roads and bridges should be built to reduce congestion, 14.5 percent were in favor of more flexible parking fees in relation to localities, and 9.5 percent said the use of bicycles, and walking should be promoted.

Crude prices reached a record .80 a barrel at the New York close on Monday."Surging international crude prices are exerting mounting pressure on the local market (by discouraging small refiners). We are already running at full capacity to ensure fuel supply," Mao Jiaxiang, vice-president of Sinopec Economics & Development Research Institute, told China Daily Tuesday.Sinopec is Asia's top refiner, feeding the bulk of fuel consumption in China. But due to capacity limitations at its plants, there is a rising gap between demand and supply.Mao pointed out that fuel shortages are mainly triggered by the production drop at medium- and small-sized refiners scattered around the country, which contribute 5 to 10 percent of the country's supply.The National Development and Reform Commission (NDRC), the top economic planner, keeps a tight lid on domestic fuel prices to fend off inflation, only allowing refiners to set prices within an 8 percent band of a government-imposed benchmark.Sinopec will have more refining capacity on stream next year, which will help ease supply pressure, Mao said.This year, it is believed Sinopec may import more oil products from abroad if necessary. The company imported 60,000 tons of gasoline in September and sold it at a lower price.Gasoline retailers raised prices by 2.92 percent in the first nine months after crude costs climbed, the NDRC said in a statement on its website on Monday.However, the NDRC said last month that energy prices will not be raised "in principle" this year after the consumer price index (CPI) hit a 10-year high of 6.5 percent in August."As global crude prices and the CPI stay at high levels, it is possible for the authorities to seek a compromise by not raising fuel prices but giving subsidies to major refiners at the end of the year," said Niu Li, an economist with the State Information Center affiliated to the NDRC.

BEIJING -- China has ordered its police to behave well and improve their services to the public as the country marks the one-year countdown to the 2008 Beijing Olympic Games. The Ministry of Public Security has launched a one-year inspection campaign in Beijing and other cities hosting Olympic events as well as major tourist cities to ensure a polite, standard and efficient police services to citizens and foreign visitors. The inspection mainly deals with police who take a bad attitude towards the public and do not wear standard uniforms and insignia. An inspection team will oversee police service departments such as community police stations, traffic police brigades, patrolling cops, border entrance and exit offices, reception rooms for foreigners, border checkpoints, visa application centers and police alarm "110" phones. Police who smoke, chew food, chat or use chilly words in front of the public will be immediately punished by inspectors on the spot, says the ministry, adding the inspection team will find out whether the police can take proper, immediate and effective actions when the public, especially foreigners, ask for help. The campaign, which is a part of the overall Olympic security deployment, is aimed at maintaining a sound order for the upcoming congress of the Communist Party of China and the Olympic Games next August, and setting a good image of the Chinese police, according to the ministry.
