SAN DIEGO (KGTV) - Starting Monday, San Diego County residents will be able to cast their ballots early for the Nov. 3 election.The San Diego County Registrar of Voters office in Kearny Mesa, located at 5600 Overland Ave., will be open from 8 a.m.-5 p.m. to allow San Diegans to vote early.Due to coronavirus-related health and safety restrictions, voters must wear a mask and practice social distancing. There’s going to be a lot of changes in the next year or two,” Milburn told ABC 10News.Sisco added, “I had to come and vote. To be honest, I felt bad I didn’t start voting until Obama came into office. I should have been voting even back then.”Both decided to come early concerned about having to wait in long lines which election officials want people to be mindful of. Officials believe this election will bring out the county’s highest voter turnout to date.The San Diego County Democratic Party came to the Registrar of Voters to promote early voting, saying it will speed up the results.Will Rodriguez-Kennedy, the Chair of the San Diego Democratic Party, said, “If you want to have the count and not be waiting election night … The more people that vote early the better for everyone, the results will come in sooner.”In a statement sent to ABC 10News, the county’s Republican Party said they are “encouraging Republicans to vote early.”Meanwhile, officials said ballots are being mailed out on Monday to the 1.9 million registered voters in San Diego County.This summer, citing restrictions brought on by the COVID-19 pandemic, state officials said all registered California voters would receive mail-in ballots. SAN DIEGO (KGTV) — San Diego State says 120 more confirmed and probably coronavirus cases have been reported in the school's off- and on-campus student population.The new cases bring SDSU's total student COVID-19 count to 184 cases since the fall semester began last week.The school says county health officials it investigating "multiple clusters" of coronavirus cases among students in the university community, including a previously announced outbreak on Wednesday.RELATED: San Diego State moves all classes online for 4 weeks as student cases riseOfficials say among the cases, 14 groups have been identified within different locations. Some of these groups may eventually be linked to outbreaks.SDSU says none of the cases under investigation are related to on-campus educational activities, including classes or labs. No known cases have been reported in school faculty, staff, visitors, or vendors.The school advised that all undergraduates students who have attended gatherings or think they may have been exposed should get tested and isolate themselves. The county estimated that each SDSU student case averages 4.5 contacts each.“SDSU undergrads need to stay home within their living units this weekend and help us stop the spread within your campus community,” said Wilma Wooten, County public health officer. “If you have been to parties and social events, you need to get tested, now. And isolate until you get results.”Students can call 2-1-1 or their medical providers and stay home if they become ill. They may also contact Student Health Services at 619-594-4325 (Monday through Friday) or the Nurse Call Line at 858-225-3105 (after hours and during weekends and holidays). SAN DIEGO (KGTV) — San Diego Unified School District is warning parents and staff of a breach involving the personal data of students and staff.District official said in a release the breach dating back to January 2018 may have impacted the personal data of as many as 500,000 students enrolled in the district between the 2008-2009 and 2018-2019 school years.The data is believe to have been accessed by a phishing email effort, according to the district. Those staff members and parents affected have been alerted by SDUSD.Officials said investigators began looking into reports of phishing emails in October 2018. At that time, roughly 50 staff members whose accounts were compromised had security on their accounts reset immediately, according to the district. An investigation determined that unauthorized access was gained to the district’s network services, including their student database. The student database contains personal identifying information, potential health information, scheduling, and grade information.The district says it has since taken steps to prevent unauthorized access from reoccurring and to "eliminate" any continuing threat.SDUSD told 10News the breach wasn't announced until now because officials wanted to verify all their information and not compromise the investigation.“Data security has become an increasing concern for public agencies, corporations and private citizens nationwide,” Toren Allen, executive director of San Diego Unified’s Integrated Technology Department, said. “We are constantly reviewing our practices and systems in an effort to find efficiencies and to identify potential vulnerabilities.”The district recommends that anyone whose data may have been accessed to remain vigilant of their credit cards and account and contact a credit reporting agency to notify them of the breach of information. SAN DIEGO (KGTV) — She's a pre-med student at UCSD with hopes of becoming a neurosurgeon, and for the last year-and-a-half, Shea Cruise has been homeless.Like so many on the UCSD campus, the senior's plate is pretty full. The neuroscience student has a rigorous course load."I was taking 20 units this quarter, full time is 12," said Cruise, 23.But her studies aren't the only thing occupying her thoughts. When classes are over and she's finished her shift as a server, Cruise must figure out where she's going to sleep.She calls her 2006 Ford Focus home. She's parked it in store lots, near the beach and in campus parking structures overnight. She qualifies for some financial aid but it's enough to cover her tuition. Shortly after transferring to the school two summers ago from Cerro Coso Community College in Ridgecrest, she decided to live in her car to save money. "I shower in the gym on campus," said Cruise.Cruise also borrows her textbooks — whatever it takes. "This was something I had to do to reach my goals. Something I was willing to sacrifice," said Cruise. Then, four weeks ago came an unexpected medical diagnosis, which will force her to take leave from her job for appointments and treatment.Cruise started a Gofundme campaign to help with tuition and other expenses, at the same time revealing a truth few on campus were aware of."It's an invisible population. Speaking about it hopefully will bring more light not to me but others in my position," said Cruise.As for her academic position, she currently has a 3.8 GPA and is determined to graduate this June."I don't look at my situation as a victim. I look at it as a lesson. It teaches me to be more empathetic toward other people. SAN DIEGO (KGTV) — San Diego's Arts Park @ Chollas Creek has been helping young people for almost 20 years now."The reason this place was started was there was a lot of vandalism in the community. I was part of the problem then, I consider myself part of the solution," said Jose Venegas, a co-founder, and Program Coordinator at Writerz Blok. During his teenage years, Venegas turned to graffiti. "It was that or gang bang really, to be honest, I grew up in a neighborhood where there was a lot of gang activity, a lot of drugs."A twist of fate led his friends to tag a vacant property in Southeast San Diego owned by the Jacobs Center. Rather than make the teens someone else's problem, the Jacobs Center for Neighborhood Innovation embraced them, donating the space and funding materials. "We encounter a lot of youth who show artistic expression but have never had a mentor or seen professional artists doing murals, graffiti," said Bennett Peji, Vice President of Impact and Partnership for the Jacobs Center for Neighborhood Innovation. Their mission is to foster a thriving community envisioned and realized by its residents.“The identify of a place should really reflect the the community that lives there but that’s not often the case," said Peji. Jacobs Center donated the property and funded materials to make the Arts Park a reality. Writerz Blok artists have able to help hundreds of teens and they now do workshops in high schools as well as the East Mesa Juvenile Detention Center."It's a very soothing feeling, it's like therapy," said Venegas. "I feel like this place has done more than offer a space to paint."The Arts Park is open Monday-Friday from 11 a.m. until 5 p.m. It will also be open one Saturday a month in the summer. 1755
