SAN DIEGO (KGTV) - An abandoned building on the edge of Hillcrest could become a game changer when it comes to mental health services.The County Board of Supervisors voted unanimously Wednesday to explore turning the 7-acre site into a behavioral health services center. The facility would be in an area where many of the most vulnerable have no other place to go. The county had initially shopped the site for redevelopment into high-end housing, but County Supervisor Nathan Fletcher pushed his colleagues to make the change. "The old and lingering problem in many ways requires us to think differently," Fletcher said. Fletcher said he recently saw a man walking in the area in a hospital gown with his emergency room bracelet still on, carrying a clear plastic bag. Patty Maysent, CEO of UC San Diego Health, says there's a cycle when it comes to mental health needs. "We're placing them," she said. "It's really difficult, there's not enough places to place them, and they churn out pretty quickly, and can end up back in our emergency room."Maysent said homeless people with mental health issues enter the emergency room multiple times a night. UCSD Medical Center, however, has only 18 beds in its closed inpatient unit. "If we can move those patients that are in the inpatient unit into other settings, then we can create capacity for the patients coming into the emergency room."Maysent said it's an issue that's become more widespread over the past few years as cost-of-living increased and hospital facilities aged. SAN DIEGO (KGTV) -- A suspect fleeing from officers and an innocent Camp Pendleton Marine were killed in an early-morning head-on crash following a chase on Interstate 5 in Carlsbad. The pursuit began just after midnight Tuesday when officers attempted to stop a motorist driving a dark-colored F-150 truck for a speeding and failing to signal a turn on Coast Highway turning onto Monterey Dr. When officers got to the door of the truck, the suspect took off on Carmelo Drive near Harbor Drive in Oceanside. The suspect's wife tells 10News Christian Zurita is the man who led police on the chase. Zurita was reported traveling at speeds of up to 100 mph, and sometimes driving the wrong way on the freeway, police said.About 10 minutes into the chase, the truck entered the northbound lanes in the wrong direction near the Las Flores bridge trying to evade police. NEWS HEADLINES: Preliminary hearing begins for LJCD teacher accused of sex with 17-year-old Oceanside Police Department officers did not pursue the truck because it was going the wrong way on the highway, traveling southbound in the northbound lanes, according to investigators. Moments later, he slammed his truck head-on into a light-colored Pontiac Grand Prix that was traveling in the northbound lanes.Officers approached the truck, breaking out the windows, and deploying a K9. A male passenger in the F-150 was pulled from the wreckage and rushed to Scripps La Jolla Hospital. Investigators said the victim in the Pontiac, a 19-year-old Camp Pendleton Marine, was pronounced dead at the scene. His identity hasn't been released at this time. SAN DIEGO (KGTV) - All month long recreational vehicle owners staying at the Dreams for Change safe parking lot have been desperate to find a new place to stay. They were given 30-day notices to leave the site by the end of July. Dreams for Change leadership says it was always their intention to shift clients to the City's new safe parking lot, located near SDCCU stadium. However, the new safe parking lot has gone mostly unused. RV owners are required to move their vehicles during the day, which can be a barrier for some.CEO of Dreams for Change, Teresa Smith, says they've now come up with a temporary solution. RV owners will be allowed to leave their vehicles on the property, but they will have to go during the day.The nonprofit must balance serving their clients while also abiding by permitting and zoning rules. They are working to treat RVs the same way cars are treated in the program.Smith says the ultimate goal is to transition clients into permanent housing, who receive assistance from a caseworker. According to the Dreams for Change website, 2,650 people have been served through the program since 2009, and 65% of participants find housing or long-term transitional housing within three months of coming into contact with the nonprofit. 1268

SAN DIEGO (KGTV) — After a week of sifting through ashes of the devastating Camp Fire in Northern California, San Diego firefighters are back home tonight. The San Diego Urban Search and Rescue Task Force searched over 1,500 burned structures in the city of Paradise, Calif. Battalion Chief David Gerboth says many did not survive the devastation. Crews were ordered to look for 1- to 5-inch bone fragments of those who might be missing. “We went into a career to save people and we knew going up there that that wasn’t the mission. It was to provide closure for some families,” says Gerboth. The air quality was also a big challenge for firefighters.“There’s a lot of ash, there's a lot of debris. We were constantly wearing respiratory protection," he added.The task force was also away from their loved ones on Thanksgiving. Firefighters say this mission hit home for many of them.“It was definitely a challenge for all of us,” said Brady Holden. “Whatever little problems that you would deal with throughout the day, as you were driving back to the base camp you look around at the devastation, it really put it all into perspective that my problems really aren’t that bad.”The task force had to report all of the structures as clear before leaving.
