BEIJING, Oct. 16 (Xinhua) -- Wang Jianping, 63, a healthy retiree from a Beijing-based enterprise, has recently begun searching for nursing homes."When I cannot move, I will live in the old people's home and will not inconvenience my children," Wang said.Her experience of caring for her 89-year-old mother-in-law, who suffers from senile dementia over the past 14 years, prompted her to "search for nursing homes as early as possible," she said.As China marks Seniors Day Saturday, or the ninth day of the ninth lunar month, experts have called for an improvement in the country's services to the aged, especially at a time when the "only child" generation is finding it increasingly difficult to care for four parents (their own and their spouse's parents).The Office of the China National Committee on Ageing said the number of people aged 60 or above stood at 167 million in 2009, or 12.5 percent of the 1.3-billion population.Chen Chuanshu, deputy director of the Office of the China National Committee on Ageing, said the ageing problem not only affected individual families, but was also a major social problem that concerned the national economy and people's livelihoods.Yang Yanan, a 24-year-old postgraduate student at the Department of Sociology of Peking University, said her grandmother was cared for by four children, and the grandmother would live, in turn, in the homes of Yang's parents and her uncles and aunts.Hao Maishou, an expert on the ageing issue at the Tianjin Academy of Social Sciences in northern China, said that traditionally, the elderly were taken care of by their sons, financially and socially.After the New China was founded in 1949, a pension and the aged insurance system was established in both urban and rural areas, but since it was far from perfect, most old people continued to be cared for by their own families. Only a few lived in old-age homes, Hao said.But today, most parents of the country's first-generation of children with no siblings, following the government's "one-child" policy, have started realizing that they cannot depend on their children to look after them when they grow old. These parents are mostly in their 50s.Chen said that family-based care was still the main way of caring for the aged in China, and the country was working on improving these policies, financial support and caring services for the elderly.In the recent past, the government has mobilized non-public sectors to serve the aged and encouraged private capital to enter the sectors providing services to this demographic.Towards that end, a project called the "Aiwan (Loving the Old Age) Project" was begun in 2008, covering major Chinese regions with serious ageing problems, using an investment of 10 billion yuan (1.47 billion U.S.dollars). Twenty centers for living, entertainment, cultural activities and rehabilitation were to be built in these regions in five to eight years.Hao of the Tianjin Academy of Social Sciences said that after 2030, caring for the aged in China would be jointly shouldered by families and the society, as a large number of elderly people will also have to care for their own aging parents."The country will expand the coverage of social security to the entire population," he said.

URUMQI, Sept. 25 (Xinhua) -- Senior Chinese leader Zhou Yongkang has called for breakthroughs in the development of northwest China's Xinjiang Uygur Autonomous Region during his five-day inspection tour there.Breakthroughs should be achieved in efforts to resettle herdsmen, promote bilingual and vocational education, utilize natural resources, and develop industrial parks, said Zhou, a Standing Committee member of the Political Bureau of the Communist Party of China Central Committee.Zhou told local officials to thoroughly carry out policies set by the central government to develop Xinjiang and strive for the improvement of well-being for the locals.Zhou traveled across the sprawling Xinjiang, about one sixth of China's territory, from Sept. 19 to 24. He visited rural households, schools, farms, a crude oil pipeline station at China-Kazakstan border, industrial zones, and army camps.

BEIJING, Oct. 18 (Xinhua) -- U.S. probe into Chinese clean energy policies, dubbed Section 301, will harm the United States itself by revealing more of its own subsidies to new energy businesses, Zhang Guobao, head of the National Energy Bureau, said Sunday evening.The U.S. Trade Representative's office started the investigation on Oct. 15 in response to the United Steelworkers Union's complaint on Sept. 9 that China's support for its renewable energy industries gave Chinese producers unfair edges over competitors."Chinese subsidies to new energies companies are very small, but the United States had subsidized the new energy enterprises with 4.6 billion U.S. dollars in cash in the first nine months of 2010, including 3 billion U.S. dollars to wind power enterprises," Zhang said.Zhang rejected charges that China's wind power bid prefers Chinese enterprises and has discriminated against foreign companies."China has no discriminatory items on new energy equipment producers," Zhang said.Many foreign wind power equipment producers participated in bidding in China and some won biddings from 2003 to 2005, Zhang said.But chances for them to win have been dropping as they offer prices much higher than the Chinese companies, Zhang said."In contrast to China's open attitude, the United States issued a bill in 2009 to subsidize renewable energies, energy efficiency and smart power grid sectors. Among the subsidies, 25.2 billion U.S. dollars went to the renewable energy sectors," Zhang said.The subsidized U.S. solar power sectors are required to use domestically made equipment in the six-month rule starting Aug. 16 in 2010, Zhang said."How much on earth has China exported new energy products to the United States?" Zhang asked."We have only exported three wind turbines to the United States, or less than 10,000 kw (of generating capacity). The U.S. General Electric Company, however, exported 80,000 kw of wind turbines to China in 2005 and the figure increased to about 340,000 kw in 2009," Zhang said, adding that its total wind turbine exports to China topped 1.13 million kw in the past five years."China's wind power (equipment) market stood at 85 billion yuan in 2009, about 21 percent of which was imported from overseas," Zhang said, adding that it showed China's wind power provided large opportunities for foreign producers to send exports to China.China and the United States should carry out dialogues in new energy sectors, Zhang said.The United States had proposed to communicate through video meetings on Oct. 12 with China on new energy products, but it also had been postponing the dialogue before declaring the probe on Oct. 15."I was very much astonished at it, wondering what the United States wants. Do they want fair trade, a normal dialogue or transparent information? ...Judging from the procedures, I believe (politicians of) the United States are more willing to get votes," Zhang said.In a statement Saturday, China's Ministry of Commerce (MOC) expressed "regret" over the U.S. probe on Chinese clean energy products and said China would defend its interests in the World Trade Organization (WTO) rules."The union's complaint is groundless and irresponsible" as both parties should act in line with the WTO rules, said an official with MOC's Bureau of Fair Trade for Imports and Exports in its statement.The statement said the United States was subsidizing up to 2,300 energy-related programs, including clean-energy projects.

  

VIENNA, Sept. 16 (Xinhua) -- China supported the proposal of establishing a Middle East nuclear-weapon-free zone, a senior Chinese diplomat said here Thursday.China had always stood by strengthening the international non- proliferation regime, and committed to advancing the universality, effectiveness and authority of the Treaty on Non-Proliferation of Nuclear Weapons (NPT), said Hu Xiaodi, China's permanent representative and ambassador to the United Nations and Other International Organizations in Vienna.To this end, China supported building a Middle East nuclear- weapon-free zone, maintained Israel should join the NPT as a non- nuclear-weapon state at an early date, and put all its nuclear facilities under comprehensive safeguards of the International Atomic Energy Agency (IAEA), said Hu, who was addressing the IAEA board meeting, which started Monday."Meanwhile, all countries in the region should conscientiously fulfill NPT obligations, as well as sign and ratify the IAEA safeguards agreements and its Additional Protocols," Hu added.He went on to say China welcomed the proposal endorsed in the final document of the NPT Review Conference this May, which calls for convening an international conference in 2012 on the establishment of a zone free of nuclear weapons and all other weapons of mass destruction in Middle East.Hu also stressed the willingness of the Chinese to work with the international community for a non-nuclear-weapon area in the Middle East, and achieving peace and stability in the region.

  

BEIJING, Nov. 3 (Xinhua) -- China's banking regulator on Tuesday said the banking industry, pillar of the nation's financial system, has an important role to play in transforming the country's economic growth pattern as it highlighted four areas in boosting the process.Jiang Dingzhi, vice chairman of the China Banking Regulatory Commission, on Tuesday urged more efforts be made by the nation's banking sector in expanding consumption-related loans amid the government calling to boost domestic consumption.More channels should be opened to meet the varied consumption needs from residents as financial support should lean on the construction of affordable housing. Loans to property developers who make small and medium-sized homes at medium and low prices should be met, but be restricted to them for speculative purposes, Jiang said.Also, the structure of bank credit should be further optimized in line with the restructuring of the nation's economy, Jiang said at an industrial forum held here Tuesday.This could mean polluting and energy-intensive companies may face more difficulties in obtaining loans from banks.Meanwhile, Jiang urged banks to improve their financial services in the rural areas in China as part of the coordinated development between the rural and urban areas.Further, Jiang said banks should work to improve the availability of financial support for small-sized companies and low-income residents.Jiang said total outstanding bank loans to small-sized companies stood at 7.1 trillion yuan (1.1 trillion U.S. dollars) by the end of September, an increase of 22.3 percent, or 1.3 trillion yuan, compared to the beginning of the year.The growth rate was higher than the average 14.5 percent increase of new loans for all companies during the period, Jiang said.
