SAN DIEGO (KGTV) -- San Diego County officials urged people across the county to cooperate with the latest public health orders and purple tier restrictions Monday.The county broke its record for the highest single-day COVID-19 cases reported on Sunday at 1,087. The second highest day was reported Monday with 833 new cases.During an emergency briefing, county officials said too many people fail to take the proper measures to slow the spread.“It is really about wearing facial coverings, and the social distancing, and staying home when you are sick,” said Dr. Wilma Wooten, the county’s public health officer.“As we go into the Thanksgiving holiday, we know that people want to get together, but I encourage you to follow the guidance that we have posted on our website, that the state, as well as the CDC, are recommending. Really limit your engagements or gatherings over the holidays. Follow the guidance from the state, no more than three households. I would strongly encourage you not to travel out of state.”County Supervisor Greg Cox said cease and desist letters were sent to several businesses and entities that refused to follow the purple tier closure orders over the weekend.Wooten recently asked law enforcement agencies to step up enforcement efforts in their jurisdictions; Supervisor Cox sent similar letters Friday.“On Friday, I sent a letter to all the mayors in our region to have them step up enforcement of state and local public health orders. And our regional compliance team is moving forward on complaints we are receiving, we need your cooperation, and we certainly need your compliance,” said Cox. “If not, we are fully prepared to enforce compliance with our local law enforcement agencies and other jurisdictions.”“You can be open, and you can be safe. It’s not either-or,” said Dr. Jeremy McGarity, lead pastor at Skyline Church.Skyline church did not receive a cease and desist letter Monday, but they’ve been warned before.McGarity said he believes religious services are essential, and he couldn’t stand by and watch people struggle with their mental health any longer.“We saw the huge rate of suicide ideation that went through the roof,” he said. “We actually felt like for us, it would be spiritual malpractice to stay closed.”McGarity said the church offers outdoor and online services but has no plans to shut down indoor operations.Instead, he says they have added several health and safety measures and leave it up to the congregants to decide.“For some people, being inside the church is their relationship to God,” he said.If cease and desist letters are ignored, that could result in criminal misdemeanor citations with a ,000 fine for each violation. Cox warned Monday that full closure orders could be enforced if businesses do not cooperate.Several lawsuits challenging the state and the county have already been filed. It’s something McGarity does not want to do but says the shutdown orders shouldn’t be looked at as “one size fits all”.“I don’t want to fight our county. SAN DIEGO (KGTV) - San Diego Police are looking for two suspects witnesses say were part of a brutal attack where a man beat another man to the ground and hit him in the head with a sledgehammer.Robert Kern was driving on his way to run errands around 2:45 p.m. when he saw a man with long blonde hair pulled into a ponytail, wearing a black shirt and jeans, start attacking another man.He said the men were in the middle of the intersection of the Westbound 94 on-ramp at Kelton Road. Kern said the man punched and kicked the other man to the ground, then used a sledgehammer, hitting the man's head.Kern said a good Samaritan stepped in and broke up the fight, that's when Kern snapped a couple photos for police and called 9-1-1.The man who was attacked was taken to a local hospital. Inside the ambulance the man was writhing in pain. Police said he was drunk and will be released Sunday night.Kern said the area is well known for homelessness and it's sad to see violence like that.Police are asking for the public's help in identifying the two people in the picture, if you have any information you can call anonymously at (888) 580-8477. 1172

SAN DIEGO (KGTV) - Residents at Aquatera Apartments in Mission Valley say they are upset about how managers handled notifying them about a violent attack in their complex. Many residents saw police cars parked at Aquatera for much of the day on Sept. 4. An email from the management company was not sent notifying residents until Monday.Aquatera spokesperson Margie Newman confirms to 10News that a resident was assaulted on the premises. She says the resident went to Aquatera staff for help. Staff immediately called police. Newman says a suspect was arrested within the hour. Because the threat to residents was ended so quickly, the decision was made to gather more information before notifying other residents. "Our team simply wanted to get it right. The threat was passed. The perpetrator was caught within the hour, so we wanted to make sure that what we were sharing was the most accurate information," Newman said.Several residents told 10News they asked Aquatera staff what had happened and were not given answers. Monday, a resident checked the Crimemapping.com website, which aggregates police report data from the San Diego Police Department. It listed a rape at the Aquatera address at noon on the 4th. The resident contacted Aquatera management to ask why residents hadn't been notified about a sexual assault five days prior. A few hours later is when the email went out to residents, saying an assault had taken place and an arrest made. The email also listed a number of steps residents could take to increase their personal safety."It's disturbing that it took five days, especially when our safety is concerned. Very disturbing," said a resident who identified herself as Lisa. "My husband is now in charge of walking the dogs at night. I have mace that I actually bought today. It's really sad that now we have to walk around armed." 1864

SAN DIEGO (KGTV) - San Diego is giving dockless scooters and bikes preferred parkingThe city is in the process of installing 330 rideshare scooter and bike spaces throughout downtown. The first few of them have been spotted in Cortez Hill. “I think it’s smart,” said Carlos Navarro who work at a restaurant in the Gaslamp “they drive by our store — running into the customers or hit the cars that are parked.” The city says the spaces are being placed at red zones where cars cannot park. “It’s not going to be as crowded or cluttered,” said scooter rider Autumn McFeeley, “the city must really like them.” A class action lawsuit was filed against the city earlier this year claiming San Diego has failed to maintain pathways for people with disabilities. “Allowing there to to be safe storage and parking for those vehicles off the sidewalk is a much better approach, said Colin Parent with Circulate San Diego, “it’ll help minimize those kinds of conflicts” The city of San Diego says more information will be made available about this project in coming days. 1069

SAN DIEGO (KGTV) — San Diego Police are searching for an at-risk teenager who disappeared from the Carmel Valley area on Sunday.Police say Nevaeh "Marie" Corbin, 14, was last seen at about 1:30 p.m. leaving her home on Sunday in the Carmel Valley area. Police say Corbin left on foot and said she was going for a walk at an unknown location. Corbin is diagnosed with borderline personality disorder and depression, police added.Corbin is described as a Caucasian female with black hair and blue eyes, and is about 5-feet, 8-inches tall and 175 pounds.She was last seen wearing a multi-colored tank top, black leggings, a pink and black Apple watch, and multi-colored blue shoes.Anyone with information is asked to call police at 619-531-2000. 750
