BEIJING, June 26 (Xinhua) -- China on Sunday issued a regulation on drug rehabilitation that encourages drug users to voluntarily undergo rehabilitation programs.The regulation took effect Sunday as a supplement of the country's anti-drug law that was implemented three years ago.Drug users who voluntarily receive intervention programs "will be exempt from punishment," said the regulation, promulgated on the 24th International Day Against Drug Abuse and Illicit Trafficking, which falls on Sunday.With seven chapters and 46 articles, it also stipulates the rights and obligations of drug addicts, as well as supporting measures for voluntary, community-based, and government-ordered drug rehabilitation.Up to date, more than two million Chinese have been receiving compulsive rehabilitation or treatment, statistics show. However, many of them find it difficult to completely give up the addiction.The regulation, aiming to explore effective ways to curb drug use, calls for boosting "the role of communities and families" in helping reduce drug users' dependency on narcotics.It asks rehabilitation centers to provide addicts with consulting services and education on the prevention of HIV/AIDS and other contagious diseases.Efforts should be made to "boost pharmaceutical management" so as to prevent loss or abuse of psychotropic substances and narcotics, the regulation says.The regulation also stipulates on the protection of drug addicts' personal information, saying "members of the police, judiciary and health departments who cause the leak of personal information must be punished."The regulation has solicited public comments before it was released.Transnational drug trafficking remains rampant in China, particularly in southwestern border regions of Yunnan and Guangxi.A report issued last month by China's National Narcotics Control Commission said authorities investigated 89,000 drug-related crimes and arrested 101,000 suspects last year.Law enforcers confiscated 5.3 metric tonnes of heroin and one metric tonne of opium in 2010, the report said, adding that intervention programs were used to treat and rehabilitate some 175,000 drug addicts last year.

XI'AN, Sept. 18 (Xinhua) -- At least 12 people were killed and 22 others missing over the weekend in rain-triggered landslides in northwestern Shaanxi Province, local officials said.As of 5:30 p.m. Sunday, rescuers had retrieved 10 bodies from beneath the rocks and mud in Baqiao District of the provincial capital of Xi'an, while another five were injured, said Zhu Zhisheng, vice mayor of Xi'an, who was at the site.Another 22 people remained missing, Zhu said, adding the injured were hospitalized and in stable condition.The landslide around 2 p.m. Saturday unleashed about 100,000 cubic meters of rock and mud down the mountain, engulfing a brick factory and destroying part of a nearby ceramics factory in the suburban district of Xi'an.Rescuers found four bodies on Saturday night and six others were retrieved on Sunday.More than 700 police, firefighters and local residents joined the rescue which went on Sunday night.However, the rescue was hampered by three ensuing slides between 10 a.m. and 11 a.m. Sunday as heavy rains continued slashing the city.About 10,000 cubic meters of newly-triggered rock and mud roared down to the site, forcing rescuers to suspend searching temporarily.Heavy downpours in the province also caused havoc in other areas.A heavy rainfall on Saturday night triggered a landslide that buried a residential house in the suburban district of Jintai in Baoji City, some 175 km to the west of Xi'an.Two people were dug out but later died after they were rushed to a nearby hospital, the municipal government of Baoji said in a statement Sunday.The downpours also brought a landslide in the same district early Sunday morning. BEIJING, Aug. 16 (Xinhuanet) -- Almost one in four Chinese students aged between 12 and 14 have tried smoking, according to the results of a survey released by the Chinese Association on Tobacco Control (CATC).The survey, carried out among 38,839 students and 6,503 teachers from middle and high schools in 11 provinces across the country between May and June, showed that 22.5 percent of students aged between 12 and 14 had tried smoking and that 15.8 percent of middle and high school students smoke regularly."There are definitely quite a number of boy students in my class who smoke regularly as some have been found smoking outside campus during lunch break," said Li Xiaolan, an English teacher from a high school in Shanghai. The survey also found that 39 percent of students took their first cigarette from their classmates."It was quite common to smoke with my classmates at school and we usually smoked in toilets or in corners of the playground after lunch," said Zhou Guangrong, a 22-year-old university student from Guiyang, Guizhou province, who started smoking when he was 12.The majority of student smokers buy cigarettes themselves and about 76 percent of the adolescent smokers said that there is at least one cigarette shop within 200 meters from their school."When I was a student at middle and high schools, they were surrounded by cigarette shops," said Zhou who used to smoke two cigarettes per day in primary school and two packs per week in middle and high school."We're keen to show that more adolescents are starting smoking much younger than before, and that we need to minimize the number of young smokers," said Duan Jiali, secretary-general of the youth tobacco control commission under CATC. WASHINGTON, June 7 (Xinhua) -- Advanced hepatitis C patients with chronic liver disease may benefit from drinking coffee during treatment, according to a new study published Tuesday in Gastroenterology, the official journal of the American Gastroenterological Association Institute.The study shows that patients who received peginterferon plus ribavirin treatment and who drank three or more cups of coffee per day were two times more likely to respond to treatment than non- drinkers.Among non-drinkers, 46 percent had an early virologic response; 26 percent had no detectable serum hepatitis C virus (HCV) ribonucleic acid at week 20; 22 percent had no detectable serum at week 48; and 11 percent had a sustained virologic response. In contrast, the corresponding proportions for those who drank three or more cups of coffee per day were 73 percent, 52 percent, 49 percent and 26 percent, respectively."Coffee intake has been associated with a lower level of liver enzymes, reduced progression of chronic liver disease and reduced incidence of liver cancer," said Neal Freedman, of the National Cancer Institute and lead author of this study. "Although we observed an independent association between coffee intake and virologic response to treatment, this association needs replication in other studies."Approximately 70 to 80 percent of individuals exposed to HCV become chronically infected. Worldwide, these individuals are estimated to number between 130 and 170 million. Higher coffee consumption has been associated with slower progression of pre- existing liver disease and lower risk of liver cancer. However, the relationship with response to anti-HCV treatment had not been previously evaluated.
