POINT LOMA, Calif. (KGTV) — Some residents in Point Loma are frustrated that they are being forced to remove their family-owned docks off Shelter Island. The mandate is part of the Port of San Diego's new Port Master Plan. Cameron Driscoll Lilley says her family's dock near Scott St and Bessemer Street is more than just an heirloom, it's significant piece of history in the community."This dock was put in by my great grandfather in 1943, and it was completed in 1944," Lilley said. Since then, her family has shared their dock with the public from sunrise to sunset. The deepest end portion of the pier is locked for safety reasons. She said this is an expensive endeavor but well worth the smiles it provides to visitors. "The insurance, maintenance, the upkeep, and the liability that we are exposed to. But it's worth it because it provides an opportunity for people in this community and beyond to interact with the waterfront in a way that they wouldn't get to do," Lilley said. Lilley said there are people from all over San Diego who enjoy walking on their dock to watch the fish and stingrays swim under their feet. But the Port of San Diego says their dock is not technically docked on their residential land, and because of that, it must come down. "They want to tear out a piece of our historical landscape," Lilley said. According to the California Coastal Commission rules, it cannot allow residential uses on land the agency governs. Lilley's only other choice is to make the dock available for the public 24/7. But she sees that as a safety hazard."The most tragic thing would be if somebody was out on the end and fell and or drowned or got hurt in a boating accident off of the pier," Lilley said.The Master Plan has no mention of hiring lifeguards if it becomes public."I think they are driving an agenda of tourism and revenue and of course San Diego needs that. But I am disappointed that the Port Master Plan hasn't prioritized the residents of this neighborhood," Lilley said. The Port of San Diego is welcoming all comments at their next Community Discussion. Police are investigating after an underage girl was reportedly touched inappropriately at a Southwest Key facility in Phoenix. According to the Phoenix Police Department, 32-year-old Fernando Magaz Negrete, who works at the facility was seen by a juvenile witness touching a 14-year-old victim inappropriately on June 27.Court documents say a 16-year-old saw Negrete touching her roommate in their bedroom in June.The witness says she allegedly saw Negrete touching the girl's genitals and kissing her, court documents said. Additionally, Negrete was seen on surveillance video entering the girl's bedroom several times throughout the night.Negrete was contacted by police on Tuesday and made statements regarding his involvement. He was booked into jail on charges of molestation, sexual abuse, and aggravated assault. Arizona Representative Ruben Gallego?wrote a letter on Wednesday, asking for the Department of Health and Human Services' Inspector General to do an investigation of widespread reports of sexual abuse involving migrant children in federal custody. He also asked about their policies and whether they're following childcare regulations.The incidents include physical and sexual abuse suffered by a 6-year-old girl at a Southwest Key facility in Glendale, according to Gallego's office. Tucson police have also investigated multiple molestations at local Southwest Key locations. According to police reports obtained from ProPublica, police investigated molestation claims dating to 2014.Around the country, migrant children have reported abuse, neglect and assault at immigrant detention facilities. The Phoenix Southwest Key facility where Negrete worked is the same location First Lady Melania Trump visited in June.Southwest Key spokesperson Jeff Eller released the following statement on Wednesday: “When a child tells us of inappropriate behavior, we immediately call law enforcement and start an internal investigation as appropriate. That’s what happened in this case. Southwest Key always works with law enforcement to bring the full force of the law to bear when it is warranted.” 2211

Parents are facing tough decisions as the school year looms: Should they keep their children in school, or pull them and send them to a school that's already prepared for distance learning?K12 Inc. is the largest online education provider in the K through 12 space. They serve 30 states, with 6,000 teachers around the country and 120,000 students. Distance learning is what they do best, and these days, they're getting flooded.It's what Kevin Chavous, K12's President of Academics, says is "dramatic" increase in interest from parents. They've received thousands of applications since the spring."These are families that otherwise wouldn't consider a virtual option, but all of them say the same thing — they're so fearful about their kids' safety," Chavous said. "They're educated consumers, shopping around trying to figure out options."Most of the calls to K12 are coming from heavily-involved parents. They want to know the data; they want to know about the education, the structure, the sports, and the possibility of meetups."A lot of the data we look at shows that anywhere from 10% to 40% of the average public school parent says there's no way they'll send their kid back to the brick-and-mortar school they're going to — not because they have problems, but they're deathly afraid of the safety issue," Chavous said.Parents everywhere have questions, and they want answers. Chavous addressed the school's biggest selling point."Well, we've been doing it longer, and we do it better and we've refined what we do," he said.Nearly 500 of K12's teachers have enrolled in a Master's in Education in Online Instruction.It was a fast switch to online learning that jolted parents this past spring, and it's something that Southern California mom Christy Hartman doesn't want to do again."I can't do another semester of what we experienced last year," she said. "It was disjointed, she was a 5th grader and spent about 45 minutes a day (e-learning) — no live instruction from teachers at all."Hartman says she's decided that if her local school district continues full-time distance learning, she'll pull her child and send her to Sage Oak — a large regional charter school that offers personalized learning.Kids at Sage Oak meet in person once every 20 school days, and the rest is teacher-guided, teacher-supported instruction, led by parents at home.Sage Oak was prepared for the pandemic before it ever happened."We didn't have to make a ton of changes," said Chelsey Anema, the school's student services coordinator. "We did have to go virtual — which is unfortunate because we love and value the time we get to meet with students each month — but we are equipped with meeting virtually, so it wasn't a huge struggle for us."Anema says Sage Oak is getting between 50 and 60 new student applications a day. It's a demand they can't meet due to a new bill that caps school funding and enrollment in California.Parents have some choices to make. And K12 recommends that parents do their homework."Call all of us. Call the school district. Ask those questions, seek better answers," Chavous said. "This is a precious time for America as we go through this education reset and global reset, and we have to do it right. You only have one chance to educate your child." 3278

A surge of COVID-19 cases last week in the nation’s most populous county led to a three-week end to outdoor dining and then a broader stay-home order that took effect Monday. Officials in the city famous for its Rose Parade said they chose more aggressive enforcement because Pasadena is smaller than other cities in the county and can more closely monitor its 600 restaurants. PAGE, Ariz. – A man died Sunday after authorities say he fell off a cliff overlooking the Colorado River in Arizona.The National Park Service (NPS) says 25-year-old Orlando Serrano-Arzola of Phoenix fell at the Glen Canyon Dam Overlook around 9 a.m. The overlook is located in the Glen Canyon National Recreation Area near Page.Witnesses told NPS that the victim was taking pictures on top of the rim overlooking the river when he fell about 100 feet and then slid about 150 more feet.Serrano-Arzola suffered severe trauma and showed no signs of life after the fall, according to NPS.A Coconino County sheriff’s deputy rappelled to the victim at 9:27 a.m. and confirmed the victim was deceased. The body was then transported to a medical examiner’s office in Flagstaff for an autopsy.While recovering the body, NPS says officers discovered bones at the base of the overlook that have been determined to be human remains. Officials didn't provide further information about the bones.Serrano-Arzola’s death and the discovery of the remains are under investigation by the National Park Service, the Coconino County Sheriff’s Office, and the Coconino County Medical Examiner. 1179
