SAN DIEGO (KGTV) -- A compromise in San Diego’s short-term rental debate may help the city get answers.In a news conference, San Diego City Councilmember Jennifer Campbell announced a compromise between “United Here,” which represents more than 6,000 local hotel, gaming, and hospitality workers, and Expedia Group, which is the parent company for short-term rental brands.Both sides have agreed on rules that Campbell said could help regulate the short-term rental industry -- by providing a balance between the hospitality industry and preserving the right of homeowners to use their property to help make ends meet.Under this agreement, it would cap the number of short-term rental permits that were granted and also establish a 2-night minimum stay.In turn, residents will be allowed to home share and those who rent out their homes part time -- usually during big events like Comic-Con, Pride, or December Nights -- wouldn’t have to pay the full permit costs.There will also be strict enforcement of the Good Neighbor Policy, which would include fines for those who violate it and possibly having permits revoked for repeat violations.This plan will be sent to the full council for further review. 1210

SAN DIEGO (CNS) -- Two San Diego-area teachers are among six state finalists announced Tuesday for the 2020 Presidential Awards for Excellence in Mathematics and Science Teaching.According to the State Department of Education, the award honors teachers who "display subject mastery, appropriate use of instructional methods and strategies, lifelong learning and leadership in education outside the classroom."The PAEMST is presented by the National Science Foundation. Up to 108 teachers are recognized each year."These teachers are incredible educators, role models and mentors to all those around them, and through mastery of their craft, they inspire students to study math, technology, engineering, and science -- including computer science," State Education Secretary Tony Thurmond said. "They're bright stars and prime examples of excellence in our educational system, and we hope that all students can enroll in great STEAM and computer science programs with educators like them, to prepare them for the jobs of tomorrow."Khamphet Pease, a sixth-grade teacher at Wilson Middle School in San Diego, was named a finalist in the mathematics category. An educator for 14 years, Pease teaches courses in Introduction to Coding; Gateway to Technology: Design and Modeling, Automation and Robotics; and Computer Science for Innovators and Makers. From 2014-16 she also mentored 16 high school girls from schools across the county to build a microlab experiment that was sent to the International Space Station to test zero gravity.Marlys Williamson, a fifth-grade teacher at Wolf Canyon Elementary in Chula Vista, was named a finalist in the science category. Williamson, a 13-year educator, has trained fellow teachers on science and engineering practices, led the creation of Wolf Canyon's Design Den makerspace and mentored student teachers from multiple teaching programs.The eventual award winners from each state receive a ,000 award from the NSF, receive a certificate signed by the President of the United States, and are traditionally honored at a ceremony in Washington, D.C. 2096

SAN DIEGO (KGTV and CNS) -- A suspected arsonist was arrested for allegedly starting a series of brush fires in Otay Mesa West, Sunday afternoon. MAST (Metro Arson Strike Team) investigators booked 49 year-old Ramon Guevara for arson.According to the San Diego Fire-Rescue Department, the blaze broke out just after 10:30 near 4th Avenue and Private Road. The fires were ignited in the valley at Otay Valley Regional Park.Crews say at least 10 spot fires started along the road and, as of 12:30 p.m., and had burned three acres. Sunday marked the third day in a row small brush fires popped up in the area. Units from the Chula Vista and San Diego fire departments and two firefighting helicopters joined to battle the flames. SAN DIEGO (KGTV) — A 19-year-old Arizona student has been arrested and now faces animal cruelty charges after police say he abused his emotional support dog.Netzer Villagomez, a student at Grand Canyon University, was arrested Sept. 22 after an Arizona Humane Society Animal Cruelty Investigator responded to reports of animal abuse involving a pug named Miso, an emotional support dog.Miso was examined by an AHS veterinarian, who said she found two fractured ribs, a fractured pelvis, and fractured tooth. Blood work also revealed elevated liver values indicating acute injuries.Police said Villagomez admitted to hanging Miso by its collar and leash, with all four legs off the ground, on two occasions for several seconds each time. Police say he also admitted to harming the dog on purpose.Villagomez sent photos of the reported abuse to another person, police added.Villagomez has been charged with Animal Cruelty, which went from a Class 6 to Class 5 Felony in Arizona last August. This means that such crimes cannot be dropped to a misdemeanor and may included jail time or supervised probation or treatment, according to the law. He's the first person to be arrested under the new penalties.Grand Canyon University released a statement to 10News, saying Villagomez had been expelled following his arrest."GCU Public Safety became aware of an incident involving Netzer Villagomez and immediately took possession of his emotional support animal to ensure its safety. The animal was turned over to the Arizona Humane Society and Mr. Villagomez was removed from campus. Mr. Villagomez has since been expelled from the university following his arrest by the Phoenix Police Department. Phoenix PD is handling any further actions associated with this matter."Miso will remain in AHS' care indefinitely, the humane society says. 1837

SAN DIEGO (KGTV) - A desperate Mira Mesa mother is pleading for tips after her teenage daughter disappeared, leaving behind a trail of disturbing clues.November 8th seemed like an ordinary Friday. Tina Camacho remembers asking her daughter Cirena Artero, 16, about her day at school."We talked, and she said her day was okay," said Camacho.Cirena is one of Camacho's five children."Around 6:45 p.m., we thought she went to her room. Around 7:30 p.m., we knew she was missing. Days later, family members found Cirena's phone, tossed a few blocks away between two homes."I felt fear because what teenager runs off without their phone," said Camacho.The fear grew when she took a closer look at her phone.
