CHULA VISTA, Calif. (KGTV) -- A carjacking and pursuit led to a deadly officer-involved shooting in Chula Vista Monday evening.According to Chula Vista police, the incident happened around 5:30 p.m. on the 900 block of Rutgers Avenue.Police say the incident began when officers spotted a suspect wanted for attempted murder and observed him as he carjacked a blue pickup truck at gunpoint near Main Street and Maxwell Road.The suspect, later identified as 33-year-old David Angulo, was a documented gang member wanted in connection with three shootings in the area and was considered a danger to the community by police.According to police, officers tried to conduct a traffic stop, but instead the suspect led officers on a chase into eastern Chula Vista. On Rutgers Avenue at Otay Lakes Road, the pickup truck crashed into a vehicle with a person inside. That individual was taken to the hospital with injuries believed to be serious.Following the crash, police say the suspect got out of the wreckage and tried to enter a house with a family inside. At some point, gunfire was exchanged between the suspect and officers. "It appears Mr. Angulo turned back to the officers. It's my understanding he pointed a weapon at the officers," Chula Vista police Lt. Dan Peak said. "It does appear some shots were fired at the officers and the officers returned fire."Peak added they're still investigating who fired the first shot.Chula Vista police say three officers fired their weapons, fatally injuring the suspect. Peak says medical aid was given to the suspect, but he died at the scene.The officers involved in the shooting haven't been identified at this time. (KGTV) — Now that guidance has been issued for playgrounds to reopen in California, Chula Vista says it reopened all of its 50 playgrounds on Friday.The city said the reopening process for its playgrounds includes guidance for visitors to follow to help curb the spread of the coronavirus:Visitors over the age of two need face coveringsUsers should wash and sanitize hands before and after useMaintain six-foot distancing from those outside your householdCaregiver supervision/monitoring required at all times to ensure guidelines are followedFollow maximum occupancy rules that are posted at entrance to each playgroundChula Vista says it will implement regular cleaning protocols, but warn that the locations may get a lot of use as they reopen. (KGTV) - A growing number of San Diego County high school students are being recruited to act as drug mules for Mexican cartels, the U.S. Attorney for San Diego said Tuesday.The most recent charges were filed against Philip Junior Webb, a former student at Castle Park High School in Chula Vista. Federal prosecutors accuse Webb of conspiracy to distribute controlled substances and bringing in unlawful aliens, including a Mexican national and Chinese national, for financial gain.“We are seeing a very troubling trend and we want to warn parents and high schoolers,” said U.S. Attorney Sherri Walker Hobson.According to court documents, Webb was a high school senior who recruited other students to smuggle methamphetamine and Fentanyl into the United States on multiple occasions.On each occasion, the juveniles had drugs strapped on their bodies as they attempted to enter the United States, investigators said.“This is a dangerous trend because this is no longer a situation where it’s the guy with the tattoos on the corner parking lot recruiting people to do drug deals. This is someone who is one of the students. He’s one of the students. He could be your lab partner. He could be the guy next door. He could be the girl next door in the school locker area,” said Walker Hobson.Webb is scheduled to appear in court Thursday.In an unrelated incident, another high school student was charged with conspiracy to distribute methamphetamine at San Ysidro High School.  Agents said they found five kilograms of methamphetamine in the student’s back seat. 1595

  

CHULA VISTA, Calif. (KGTV) - Chula Vista's city council will revisit whether to legalize the sale of recreational marijuana this month.City leaders said earlier this month they would take a look at the draft of the proposal that would allow Chula Vista to permit, license, and fully regulate commercial marijuana. The council will open the matter again during their Feb. 27 meeting.If passed, Chula Vista's ordinance would allow for 12 commercial licenses, including eight storefronts. Pot shop will be required to be at least 150 feet from homes and for applicants to have a year of experience operating a legal marijuana business.RELATED:  654

  

CHULA VISTA, Calif. (KGTV) - Loved ones are mourning the death from COVID-19 of a retired CHP officer and beloved grandfather.Raul Martinez first started feeling sick in late August."Really tired and a fever," said Claudia Martinez.He tested positive for coronavirus and got sicker and sicker."He started complaining about having trouble breathing and he wouldn't eat," said Martinez.A few weeks after his first symptoms, his family brought him to the ER, where he was admitted.Raul, a diabetic, received various treatments, including Remdesivir, but late last month, he was placed on a ventilator."Super scared and panicked," said Martinez.Less than 24 hours later, Raul Martinez, a retired CHP officer, died at the age of 70."It was just shock and more pain than I can describe," said Martinez.Claudia says the father of four and grandfather of nine retired from the CHP a decade ago, after three decades on the job."He took pride definitely in servicing his community. He took pride in being a just person," said Martinez.He was also a careful person. During the pandemic, he and his wife were taking all the precautions."They were staying home a lot, wearing masks," said Martinez.She has no idea where he contracted the virus. As the pandemic continues on, she has a plea for others."Please do take it seriously, if not for yourself, for your loved ones ... Think of others and wear a mask. It’s not too much to ask.
