FUZHOU, Nov. 11 (Xinhua)-- Alibaba.com Ltd., operator of China' s largest online-commerce site for businesses, said its paying members in the third quarter exceeded 1 million for the first time, as shown in its unaudited financial figures for the quarter, released on Thursday.Alibaba boasts 56.7 million registered users, 8.2 million storefronts and over 1 million paying members, up by 25 percent, 35 percent and 30 percent respectively, year on year, according to the report."We specifically stepped up our efforts in enforcing a trusted and safe environment in our marketplace by eliminating paying members who committed fraud, as well as those who have a high probability to commit fraud. LANZHOU, Dec. 7 (Xinhua) -- Floods caused by torrential rains and tropical cyclones have left at least 3,222 people killed and 1,003 others missing across China in the first eleven months of this year, government statistics released Tuesday show."In 2010, China experienced the worst flooding casualties and damage since 1998," Water Resources Minister Chen Lei said during a national drought and flooding relief workshop held in the northwest city of Lanzhou.Further, the average accumulated rainfall across China this year has increased nearly 10 percent over levels recorded in previous years. In some areas, the figure shot up five times over that recorded in a usual year.Nearly 270 towns and cities were flooded, 437 rivers swelled with water and 111 of them broke past records, and thousands of dams faced dangers, Chen said.Floods also destroyed 2.27 million houses and damaged 17.87 million hectares of farmland, statistics show. The economic loss caused by this year's flooding has reached 374.5 billion yuan (56.74 million U.S. dollars), said officials.

BEIJING, Nov. 23 (Xinhua) -- China aims to better protect lawyers' rights and facilitate their work through enhanced financial and policy support, according to the Ministry of Justice.The ministry also intends to intensify supervision on the work of lawyers and law firms against unsound practices, it said on Tuesday.Efforts will be made to better protect lawyers' rights to meet with their clients in police custody and facilitate their rights to review documents, conduct necessary investigations and collect evidence, the ministry said in a written interview with Xinhua Tuesday.The ministry, which has recently issued a circular on its proposal to further improve the work concerning lawyers, called for a system to guarantee funding for lawyers' work."Lawyers should be subsidized if working as legal advisors to the government or providing legal services for the public interest," the ministry said.Also, government agencies are urged to continue their financial support for those government-funded law offices in underdeveloped regions of the country and offer more funding for lawyers' training.The ministry called on courts and prosecution agencies to recruit more judges and prosecutors from outstanding lawyers and encouraged government bodies to select more qualified lawyers to work as civil servants.Meanwhile, China will improve the evaluation of lawful practices undertaken by the country's lawyers and increase supervision over the work of law offices and lawyers, according to the ministry."Judicial administration departments should conduct annual checks of law firms' work while bar associations should check lawyers' lawful practices every year," it said.It called for intensified checks for unsound practices of law firms or lawyers, including those of undermining justice in law enforcement, public order, or legal rights and interests of the masses."Lawyers who ignore or violate laws and regulations governing lawyers' practices should be dealt with seriously, including expulsion from the legal profession," the ministry said.Conditions and procedures which applicants should meet and pass before becoming certified lawyers must be strictly followed, the ministry said.According to the ministry, the number of certified lawyers and law firms in China exceeded 166,000 and 15,000, respectively, at the end of 2009.

BEIJING, Nov. 21 (Xinhua) -- Two Chinese Internet giants -- Tencent and Qihoo 360, apologized to Internet users after being ordered to stop their spat and officials vowed to investigate the dispute to determine whether actions by either company had broken the law.Both of the companies posted an apology letter on the company websites Sunday night.Qihoo 360 said the companies' software had resumed operation and the two sides would stop mutual accusations.This was after China's Ministry of Industry and Information Technology (MIIT) Sunday ordered the two companies to publicly apologize within five working days.The business war between the two Internet giants had triggered a public outcry.Tencent, China's largest Internet company, said on Nov. 3 that it would shut down the QQ instant-messaging service on computers installed with security software made by Qihoo 360 following a dispute between the companies.Tencent's move marked an escalation in its dispute with Qihoo 360 that began more than one month ago. The two sides have accused the other of improper business practices.On Sept. 27, Qihoo 360 accused QQ of invading the privacy of its users through scanning, monitoring and loading information with QQ doctor, a security software developed by Tencent.Following this, Qihoo 360 released a safety software called "Koukou Guard" on Oct. 29, claiming it could speed up QQ and offer more privacy to its users. However, Tencent responded by warning its users that the "Koukou Guard" caused QQ to malfunction.Tencent has 600 million registered QQ users, while Qihoo 360, China's largest free anti-virus software provider, has 300 million clients.The unfair competition between the companies, especially the move to unilaterally shut the instant-messaging service, had affected users and caused "bad social consequences", the MIIT statement said.Further, the ministry announced it would take effective measures to ensure the fair, just and orderly competition within the Internet market to protect the interests of Internet users.An on-line survey conducted by Sina.com showed about 80 percent of Internet users regarded the two giants' actions to be selfish and had harmed the interests of their clients.
