SAN DIEGO (KGTV) - The former gang member who killed San Diego Police officer Archie Buggs in 1978 was granted parole suitability Thursday.Jesus Cecena was 17 years old when he opened fire on Officer Buggs during a traffic stop in Skyline. According to the San Diego County District Attorney’s Office, Cecena fired five times at Buggs, then paused, walked toward the fallen officer and fired a final bullet into his head at point blank range. The officer died on the street, his hand still on his service revolver.Cecena was sentenced to life in prison without the possibility of parole. His term was later modified, due to a change in law making him eligible for Youth Offender Parole.Cecena has been denied parole at least 13 times. SAN DIEGO (KGTV) — The famed Jessop's Clock that has rested in Horton Plaza since the center opened has been removed.Tuesday, the clock was moved into temporary storage, though the location is not being revealed, according to Jim Jessop, former owner of Jessop's Jewelry, a plaza mainstay for 125 years before closing in 2017.Upon announcing the closing of Jessop's Jewelry, the plaza asked Jessop to move the clock.RELATED: Grocery chain suing Horton Plaza over millions in sales lossesIt's likely the clock, constructed in 1907, will remain in temporary storage for a couple of years until its new location's lease is signed, Jessop says.The fact that its current location is being kept secret may be due to security concerns. SAN DIEGO (KGTV) - The City of San Diego is one step closer to approving the 6.5M purchase of two hotels to permanently house homeless people living in the convention center.When the pandemic hit in March, the Bridge Shelters and Golden Hall were cleared out and about a thousand people were brought into the convention center, according to the mayor's office.The emergency setup allowed for proper social distancing, and resources to request PPE and other supplies.The convention center will be emptied in December to prepare to open for events when it is safe.Since the pandemic, downtown has looked different according to Marshall Anderson, Vice President of Government Affairs with the Downtown San Diego Partnership."I would encourage all of you to walk around downtown so you can see just about how safe and livable it is at the moment ... For too long has downtown acted as the region's homeless shelter. It's nice to see another neighborhood bearing some of the responsibility for sheltering some of our most vulnerable," he said.The city plans to buy two Residence Inn hotels, one in Kearney Mesa, the other in Mission Valley. Together the hotels could house about 400 people and support tenants who are accessing services for mental health and substance abuse issues.During the city's Public Safety and Livable Communities Committee Meeting Wednesday, Mission Valley neighbors voiced their complaints."It's a bad idea, I am absolutely opposed to this project," a man who has lived in Mission Valley for 30 years said."My real concern is obviously the safety of my community but also the safety of the potential residents ... I am just opposed to this idea because it doesn't seem practical for the city and I feel like it opens the city up to a lot of liability in terms of motorist versus pedestrian accidents," a woman living in the same neighborhood added. She is concerned there is not enough transit or pedestrian infrastructure in the area.The people who would move into the hotels, according to the mayor's office, are stable and already accessing services for mental health and substance abuse. SAN DIEGO (KGTV) -- The man suspected of driving into and setting fire to a Raytheon building in San Diego last month appeared in court Wednesday. Daniel Hector Mackinnon, 36, pleaded not guilty at his Wednesday arraignment. Mackinnon was charged with two counts of malicious destruction of a building by means of fire in late April. According to authorities, on April 24, an explosion occurred at the Raytheon building on the 8600 block of Balboa Avenue. RELATED: Man accused of slamming into Raytheon building federally chargedA complaint filed in federal court says surveillance video shows a Toyota Prius drive into the side of the building before a man can be seen in the back of the car. Authorities say the man then opened the back hatch when a fireball shot from the side of the vehicle and the man fled. According to the complaint, two empty magazine cartridges and remnants of a melted gas container were found inside the car. The Prius also had two different stolen California license plates. SAN DIEGO (KGTV) - Students in the San Diego Continuing Education welding class have found their own unique way to honor the legacy of Dr. Martin Luther King Jr.They're building a scale replica of the Liberty Bell to enter as a float in this year's MLK Day Parade."The parade theme, every year, is Let Freedom Ring," says instructor Mike Bradbury. "So you have to come up with something that revolves around Let Freedom Ring."Recreating the Liberty Bell seemed like a natural fit, as it echos Dr. King's call for liberty and freedom."We talked about what that means to all Americans, not just a certain race," says Bradbury. "So they get to learn a lot of different aspects of what the man, Martin Luther King, stood for."They also learn about project management from a welding perspective. Students say it was a good way to break up the tedium of every day classes."This is a real world project," says second semester student Josh Zazueta. "We have a deadline. We have a budget.""With regular welding, there is problem solving," says student Donasia Brown. "But with this, it's about encountering issues and all of us saying how we're going to solve this together."The bell itself is quite an undertaking. It required more than 10,000 welding notches and about a mile of wiring to build.
