BEIJING, Dec. 4 (Xinhua) -- Chinese President Hu Jintao sent a message to Venezuelan President Hugo Chavez and Chilean President Sebastian Pinera on Friday to congratulate the founding of the Community of Latin American and Caribbean States (CELAC).In his message, Hu said that the establishment of CELAC is a major milestone in regional integration and that China appreciates the positive role of Latin American and Caribbean countries in international and regional affairs.China believes that the establishment of the community will make important contributions to unity and coordination in the region as well as joint efforts to counter global challenges, Hu said.China and Latin America are geographically apart, but their peoples enjoy traditional friendship, Hu said.In the 21st century, relations between China and Latin America have seen all-round and fast development with the expansion of mutually beneficial cooperation, Hu said.China has always treated its relations with Latin America from a strategic perspective and China is willing to work with CELAC and other countries in the region to build and develop a comprehensive cooperative partnership of mutual benefit and common development through the strengthening of dialogue, communication and cooperation, said Hu.The idea of CELAC was initiated in February 2010 at a regional summit in the Mexican resort of Cancun. The new grouping represents all countries in the Americas except Canada and the United States.

BEIJING, Nov. 5 (Xinhua) -- Chinese President Hu Jintao's speech at the sixth Group of Twenty (G-20) Summit has drawn positive comments from the international community, which praised the address for proposals for efforts to maintain world economic growth and financial stability. In the speech delivered at the Nov. 3-4 summit in Cannes, France, Hu put forward a package of proposals urging the world's major economies to work together to promote growth and financial stability."It is imperative that we stand on a higher plane, transcend differences on specific issues, move beyond short-term considerations, and jointly seek ways to overcome the crisis and sustain development," Hu told the summit.Chinese President Hu Jintao gives a speech at the Group of Twenty (G20) summit in Cannes, France, Nov. 4, 2011."At this critical moment, the G-20 must work to address the key problems, boost market confidence, defuse risks and meet challenges and promote global economic growth and financial stability," Hu said.Reporting developments at the G-20 summit, the Reuters news agency quoted Hu as saying in the speech: "As the premier forum for international economic cooperation, the G20 must continue to demonstrate the spirit of standing together in times of adversity and pursuing win-win cooperation. At this critical moment, the G20 must work to address the key problems, boost market confidence, defuse risks and meet challenges, and promote global economic growth and financial stability."Reuters also said Hu hopes to send a clear message of ensuring economic development and boosting stablity to the international community. The French newspaper Le Figaro reported that Hu expressed confidence that Europe could overcome its debt crisis. The website of Estado de Sao Paulo, Brazil's daily newspaper, quoted Hu as saying that China has made contributions to world economic growth, and that an imperative task for the G-20 summit was to maintain economic growth. At the summit, Hu said that a priority for world leaders is to maintain robust economic growth, and called attention to the maintenance of domestic growth in China, which would benefit the world economy, the newspaper reported. The newspaper also cited Hu as calling for advancing reform of the international monetary system in a steady manner, expanding the use of the Special Drawing Rights of the IMF, reforming the SDR currency basket, and building an international reserve currency system with stable value, rule-based issuance and manageable supply.O Globo newspaper of Brazil reported that in the speech, Hu demanded that Western countries stop exerting pressures on emerging economic powers to compel them to appreciate their currencies. The newspaper quoted Hu as saying: "To keep asking emerging markets to revalue their currencies and reduce exports will not lead to balanced growth. On the contrary, it would only plunge the global economy into a 'balanced recession' and make sustainable growth impossible."In a related development, Robert Zoellick, president of the World Bank, issued a statement on the G-20 summit on Friday, saying: "The G-20 today presented an agenda to restore confidence in the global economy through its commitment to reinvigorate growth, create jobs, ensure financial stability, and make globalization more sustainable and inclusive."The global economy is still very much at risk from faltering economies in developing countries, and the Eurozone deal has bought some time, and the challenge is how to use the time, Zoellick said."I believe it would be very useful if the G20 leaders can send a strong signal on follow-through after the Eurozone announcement so as to sustain and build confidence," Zoellick noted.

BEIJING, Nov. 7 (Xinhua) -- Chinese President Hu Jintao will meet with his U.S. counterpart, Barack Obama, at the 19th Asia-Pacific Economic Cooperation (APEC) Informal Leadership Meeting, said China's Assistant Foreign Minister, Wu Hailong, on Monday. He said the APEC summit will be held from Nov. 12 to 13 in Hawaii, with the theme of "seamless regional economy."According to Wu, speaking at a Foreign Ministry media briefing, Hu will attend the "APEC Leaders' Informal Meeting, Leaders' Dialogue with Representatives from APEC Business Advisory Council, and APEC CEO Summit."China hopes the APEC members will implement the economic growth strategy agreed last year, striving to achieve a balanced, inclusive, sustainable, innovative and safe economic growth, said Wu.China expects the APEC members to comprehensively promote regional trade and investment liberalization, he said, adding that all member states should fulfill their commitments and oppose all forms of trade protectionism.Wu said APEC should strengthen economic and technical cooperation to enhance the development ability of the developing members, and therefore to achieve common prosperity."APEC members generally hold positive attitudes toward U.S. proposals in various fields such as green growth, innovation policy. But some of the U.S.'s expected outcomes are beyond the capacity of the developing members, and they have expressed their difficulties and concerns," Wu said."However, all parties hope this meeting will achieve balanced and practical results".Assistant Commerce Minister Yu Jianhua said major topics to be discussed at the summit would include pushing forward the Doha Round negotiations, opposing trade protectionism, promoting green growth, and cooperation on developing regulations to govern emerging industries. He said China hopes the meeting will further promote the liberalization and facilitation of trade and investment in the Asia-Pacific region, push forward economic and technology cooperation, support multilateral trade systems, oppose trade protectionism, so as to inject vitality into world economic recovery and growth. On safeguarding the multilateral trade system, Yu said the decade-long Doha round talks have entered a critical period and the summit should be a strong voice for the early completion of the talks as well as joint resistance against trade protectionism. He said the APEC members should make joint efforts to remove discriminatory trade restrictions on high-tech products, and promote technology transfer and cooperation, so as to enable all members to benefit. On green growth, he said as APEC members differ sharply in their basis, conditions and levels in developing a green economy, the liberalization of environmental products and services should be pushed steadily. He also called on the developed economies to enhance capital and technical support for the developing economies, helping them in achieving their potential for sustainable development.

BEIJING, Nov. 30 (Xinhuanet) -- Heading football frequently may cause brain damage leading to subtle but serious declines in thinking and coordination skills, a new study suggested as quoted by media reports Wednesday.Researchers used an advanced MRI (Magnetic Resonance Imaging) technique to analyze changes in brain white matter of 32 adult amateur soccer players who head balls 436 times a year on average. The study found players who head football quite frequently -- with 1,000 or more a year -- showed abnormalities similar to traumatic brain injuries suffered in car accidents."This is the first study to look at the effects of heading on the brain using sophisticated diffusion tensor imaging," said Dr. Michael Lipton, a leading researcher and associate director of the Gruss Magnetic Resonance Research Center at the Albert Einstein College of Medicine in New York City."We found the real implication for players isn't from hitting headers once in a while, but repetitively, which can lead to degeneration of brain cells," he added. The researchers compared neurological images of study participants, whose average age was 31, and found those with the highest volume of headers had abnormalities in five areas of the brain, responsible for attention, memory, physical mobility and high-level visual functions. The findings come in the wake of mixed reports on the so-called "cognitive" consequences of frequently heading soccer balls at practice.Dr. Chris Koutures, a pediatrician and sports medicine specialist in Anaheim Hills, California, said the retrospective imaging study was fascinating, but needs more data to effectively determine safe header limits, especially for younger players.Dr. Lipton agreed neuropsychological damage from headers would be hard for a coach or physician to notice since cognitive problems develop gradually, and even players might not be aware of mild memory loss."We can't tell an individual today not to be heading a ball, but caution is a good thing," Lipton said. "We need more research for definitive answers and we have the advanced imaging tools to do it."
