"The decision to award the Nobel Prize to Ralph Steinman was made in good faith, based on the assumption that the Nobel Laureate was alive," the foundation said in a statement."The Nobel Foundation thus believes that what has occurred is more reminiscent of the example in the statutes concerning a person who has been named as a Nobel Laureate and has died before the actual Nobel Prize Award Ceremony."It is still unclear who will pick up Steinman's prize at the award ceremony later this year.Steinman, a cell biologist at Rockefeller University in New York City, died of pancreatic cancer on Friday. For more than four years, he had used his own immune therapy discoveries to extend his life."The news is bittersweet, as we also learned this morning from Ralph's family that he passed a few days ago," Rockefeller University President Marc Tessier-Lavigne said in a statement."We are all so touched that our father's many years of hard work are being recognized with a Nobel Prize," Steinman's daughter, Alexis, said in the statement. "He devoted his life to his work and his family, and he would be truly honored."Steinman's heirs will share the 1.5-million U.S. dollar prize with American genetics professor Bruce Beutler and French scientist Jules Hoffmann.Dr. Beutler is professor of genetics and immunology at The Scripps Research Institute in La Jolla, California. Dr. Hoffmann headed a research laboratory in Strasbourg, France, between 1974 and 2009 and served as president of the French National Academy of Sciences between 2007 and 2008."Ralph worked right up until last week," said Michel Nussenzweig, a collaborator of Steinman's at Rockefeller University. "His dream was to use his discovery to cure cancer and infectious diseases like HIV and tuberculosis. It's a dream that's pretty close."Steinman was born in 1943 in Montreal, Canada's second largest city, and studied chemistry and biology at McGill University in his hometown before receiving an MD from Harvard Medical School in Boston in 1968. BEIJING, Dec. 29 (Xinhua) -- China on Thursday issued a white paper on the development of space industry since 2006 and the major tasks for the next five years.The white paper titled "China's Space Activities in 2011" was the third white paper on the country's space activities issued by the State Council Information Office, following the one in 2000 and another in 2006.The Chinese government has made the space industry an important part of the nation's overall development strategy and adhered to exploration and utilization of outer space for peaceful purposes, the white paper said.Over the past few years, China has ranked among the world's leading countries in certain major areas of space technology, it said, adding that in the next five years, there will be new opportunities to the country's space industry.At the same time, China will work together with the international community to maintain a peaceful and clean outer space and endeavor to promote world peace and development, the document said.FUTURE MISSIONSMajor tasks listed in the white paper for the next five years include space transportation system, Earth satellites, human spaceflights and deep-space exploration.The country will launch the Shenzhou-9 and Shenzhou-10 spaceships and achieve unmanned or manned rendezvous and docking with the in-orbit Tiangong-1 vehicle, the paper said.China also plans to launch space laboratories, manned spaceship and space freighters, and will start a research on the preliminary plan for a human landing on the moon, the document said.As an important part of deep-space exploration, the country's lunar probe projects follow the idea of "three steps" -- orbiting, landing and returning.In next five years, the country plans to launch orbiters for lunar soft landing, roving and surveying to implement the second stage of lunar exploration, then it will start the third-stage project of sampling the moon's surface matters and get those samples back to Earth, the white paper said.In addition, China will build a space infrastructure frame composed of Earth observation satellites, communications and broadcasting satellites, plus navigation and positioning satellites.MAJOR PROGRESSAccording to the white paper, breakthroughs have been made in major space projects, including human spaceflight and lunar exploration, since 2006.From Sept. 25 to 28, 2008, China successfully launched the Shenzhou-7 manned spaceship and became the third country in the world to master the key technology of astronaut space extravehicular activity.In November 2011, China accomplished the first unmanned space rendezvous and docking test between the Tiangong-1 space lab module and Shenzhou-8 spaceship.In addition, the country's lunar probe projects have achieved milestone breakthroughs over the past five years. BEIJING, Nov. 24 (Xinhua) -- In response to public suspicion stoked by recent dumpling contamination scandals, China's Ministry of Health on Thursday said the new food safety standard for flash-frozen dumplings did not show signs of leniency.The Ministry introduced the new food safety standard on flash-frozen dough or rice products on Thursday.The Ministry has been accused of loosening scrutiny over a disease-generating bacteria in such foods, staphylococcus aureus, or golden staph, which can cause various diseases, including pneumonia and sepsis, and is sometimes life-threatening.The controversy became particularly relevant after several major brands of frozen dumplings have been successively recalled in recent months.In October, a Henan-based company, Zhengzhou Sinian Food Co., Ltd, confirmed the contamination of golden staph in its flash-frozen seafood- and pork-stuffed dumplings.Frozen dumplings made by Hong Kong-based manufacturer Wanchai Ferry were found to contain golden staph in November, and some of its products have been pulled from shelves.The previous standard provided that no golden staph should be tested in such food, while the new one gives a quantitative restriction that the volume of the bacteria should be no more than ten to the fourth degree.Liu Xiumei, a food safety expert with the Chinese Center for Disease Control and Prevention, said at the press conference held by the health ministry that such bacteria becomes inactivate after the food is boiled for a few seconds, and it takes a volume of ten to the fifth degree to generate toxicity.The previous standard could only serve as a general provision due to the lack of quantitative microbiological testing back when it was introduced, Liu said, stressing that the new standard is not a sign that the Ministry has gone soft on bacterial contamination of relevant foods.The new standard will come into effect starting Dec. 21, 2011.
