SAN DIEGO, Calif. — Trying to plan for life’s most joyful experiences has become another source of stress during the pandemic. With large weddings still on hold, couples remain in limbo.“These are people who’ve planned their weddings, spent a year, maybe two years, planning their wedding. And it’s just starting to crumble beneath them a little bit. Everything is being just ripped away, all these things they had planned," said Sara Whittaker, owner of Desert Born Studios in San Diego. And when weddings came to a halt, so did Whittaker's livelihood. “I looked at a lot of my other friends who are vendors in this industry and watched their years kind of plummet. And everyone struggling financially and still wanting to work,” said Whittaker. Knowing vendors were in need of work, and couples eager to get married, Whittaker set out to create a COVID-friendly wedding experience.“As a small business owner you really have to adapt or die," she said. "If you can’t figure out a way to roll with the punches that the world gives you, you’re not going to make it.”Teaming up with industry vendors, she crafted an all-inclusive wedding elopement experience. The ,500 package includes florals, hair and makeup, photos, video, and a wedding officiant. Couples can invite up to 15 people to the elopement ceremony in Joshua Tree National Park.Bree Steffen, owner of Pause Creative Collective, built and designed a desert-themed ceremony backdrop. "It was just really cool to be a part of something this intimate and special while still being safe. It was awesome to capture these couples being so strong and committed to each other and finding a safe way to celebrate their love, even during a pandemic!" said Steffen, who is also the event videographer. After months of wedding planning stress and anxiety, Izzy Van Vleet opted for the desert elopement soon after hearing about it. “We had a big warehouse venue picked out, with 200 guests. It was going to be a big celebration. I had a lot of the planning done and it didn't look like those plans were going to work out." said Van Vleet.She liked the idea of an intimate wedding with her closest friends and family. “Now, we get to spend time with the people that are most important, that we would’ve wanted to spend time with anyway and just really celebrate our love and getting married," said Van Vleet. “It’s not so much about who’s got the biggest floral budget or the most expensive dress. It’s about marrying the person you love, and having those people that you love the very most being able to witness it as well," said Whittaker. SAN DIEGO, Calif. (KGTV) -- Health officials in San Diego are warning people to avoid water contact at all coastal beaches and bays amid rain sweeping through Southern California. The San Diego County Department of Environmental Health issued the general rain advisory Thursday afternoon. According to the department, the urban runoff caused by the rain can cause bacteria levels to spike significantly in ocean and bay water, especially near storm drains, creeks, rivers and lagoon outlets. RELATED: Check today's forecastThe runoff could contain bacteria from animal waste, soil and decomposing vegetation. The department says water contact such as swimming, surfing and diving should be avoided during rain and for 72 hours after the rain stops. A beach closure will also remain in place for the shoreline of Tijuana Slough National Wildlife Refuge and Border Field State Park due to sewage-contaminated flows from the Tijuana River. The water contact closure includes all beaches from the south end of Seacoast Drive to the international border. 1058

In Plain Sight is a national movement by about 80 artists with a goal of abolishing Immigration Detention Centers. Artists designed messages, then air crews drew those words in the sky.In San Diego, Pedro Rios, the American Friends Service Committee Director, said doing it on the holiday weekend was intentional.“As we’re contemplating the meeting of this weekend and this holiday, we should take into consideration what independence really means when there are tens of thousands of people that are detained right now,” said Rios.Locally, five locations were chosen over spots that have immigration facilities, from downtown down to the border. Individual artists were assigned to each location to create the specific messages.“We need to have conversations that question that and I think this artistic endeavor, In Plain Sight, is part of a larger dialogue of how we converse, of whether detention and incarceration is a best representation of who we are as people living in the United States,” said Rios, a Chula Vista native. 1173

(KGTV) - Assemblywoman Lorena Gonzalez announced she will introduce two new housing bills in the state assembly this week.One of them aims to prohibit developers from separating affordable housing units from market rate units in the same building.The bill came in response to a fight last summer between Canadian developer, Pinnacle and Civic San Diego, the city agency that was responsible for overseeing design approval.Pinnacle had submitted plans for a building on 11th Avenue between A & B Streets. The main tower was 32 stories tall and would be available at market rates. The tower was attached to an eight-story building that would house 58 affordable units, in order to satisfy the density bonus granted to Pinnacle for this and two other projects in the area.But Civic San Diego rejected the plan on the grounds that the affordable housing units had a separate entrance and restricted access to amenities in the 32-story tower, including the pool.“We can’t create a system that allows developers to separate out folks,” said Gonzalez at a press conference on Monday.A draft summary of the bill, AB 2344, stated it will “prohibit the owner or agent of an owner from isolation the affordable housing units within that structure to a specific floor or area within the structure.”After Civic San Diego rejected the proposal from Pinnacle, the developer came back with a new plan that eliminated the eight-story affordable housing section entirely. (KGTV) -- Family members have identified three of the four teens involved in a deadly accident in Mt Hope.Three teens died at the scene, a fourth is in ICU at the hospital.Dwayne Heard is Dashaun Heard’s father, one of the teens that did not survive the crash. Dashaun was just 17-years-old. Heard says his family is still in disbelief about what happened, saying his son was a good kid that was outgoing and enjoyed being with his friends.Rose Monta?o is the mom of two of the teens in the car, 17-year-old Daniel and 15-year-old Julian Monta?o. Daniel did not survive the crash. Julian is in ICU and doctors had to amputate one of his legs.Monta?o says her son Daniel had a loving heart, was positive and enthusiastic about life.Both Heard and Monta?o say they still have many questions about what happened that night.The crash happened around 11 p.m. Tuesday night. Police say an officer ran the car’s plates and noticed it was reported stolen. SDPD says the driver ran a red light, refusing to pull over. According to police, the officer lost sight of the car, but the helicopter followed.
