SAN DIEGO (KGTV) - The man who received 2,000 of his dead father’s Social Security benefits was sentenced Monday to federal prison time.Abel Perez, 55, pleaded guilty to accepting the benefits after his father died in 1997.Prosecutors said Perez would forge his father’s signature on a check payable to himself and divert the funds for his personal use.Perez admitted he knew he was not entitled to the funds which were put into the account.“The Social Security Administration’s Office of the Inspector General is pleased to see that this crime, which affects every individual relying on the Social Security Trust Fund for their retirement, was taken seriously and punished appropriately in this case,” said Robb Stickley, the Special Agent in Charge of the San Francisco Field Division, which is responsible for Southern California. “We hope that this sentence sends a message that it is the responsibility of every individual in our society to protect their own retirement savings, and ensure that a loved one’s death does not go unreported.”A judge sentenced Perez to one year and one day in federal prison. SAN DIEGO (KGTV) — The environmental community is concerned that individuals using masks are disposing of the face-covering properly.Dimitri Deheyn is a Scripps Institution of Oceanography research scientist and studies biodegradable objects, something disposable masks are not. He said around the world, researchers are seeing an increase in trashed masks on beaches, which will ultimately end up in the ocean and harm wildlife and our ecosystem.In addition, when the disposable masks are thrown away, the string can become a danger to animals if not cut, so he said if you have to use disposable masks, cut the string that goes around the ear.Deheyn has been working with a company based in Austria called Lenzing that typically makes eco-friendly comfortable clothing from fibers that can degrade, making them better for the environment. He said the company shifted to making biodegradable masks when the pandemic hit, and he’s helped test them.“Basically test them, we put them in the seawater and see if they degrade and yes they degrade,” he said.He said there are U.S. companies that make a similar product, and this is what people should be wearing instead of disposable masks. He said reusable masks are another solution to helping save the environment.“If you are acting as an individualistic human being, and you oppress nature, at the end this could be very bad for us as a human society,” he said, encouraging everyone to do their part. 1457
SAN DIEGO (KGTV) — The explosions that shook a La Jolla neighborhood late last week revealed the surface of a much deeper, bitter fight. The detonations happened behind the home of the late Alex Jvirblis, who died in August at the age of 82. Neighbors describe him as a quiet but pleasant individual, and recalled few interactions. Jvirblis had no spouse or children. What he did have, however, was a business called Curtis Technology. It's tucked away in an industrial part of Sorrento Valley. Curtis Technology offers metal forming, cutting and finishing operations, which requires the use of chemicals. A woman named Daksha Dave is listed as its business contact online, and as treasurer with the Environmental Protection Agency. His will gives the state to the full authority to sell, lease, or hold all of his assets. That's where the fight starts. In October, Robert Hockenbrought and Amber Shuey, Jvirblis’ nephew and niece, filed a legal challenge to the Jvirblis Trust. A woman who identified herself as Dave declined comment Tuesday at the Curtis Technology headquarters. Her attorneys did not immediately respond to a request for comment. Hockenbrought is also the one who alerted authorities to the illegally stored chemicals, according to federal search warrants. The warrant says the employee was then told not to worry about it and that he was no longer allowed to go those locations. SAN DIEGO (KGTV) -- The non-profit organization Border Angels hosted its 32nd-anniversary dinner on Saturday. The dinner raises money to help continue providing the services they offer to immigrants in the community, including water drops for border crossers, legal services, and shelter. The migrant caravan and the upcoming election were hot topics of conversation during the dinner. This year the organization honorees were Margarita Zavala, Kirsten Zittlau and Jacqueline Arellano. Zavala and Zittlau are attorneys. Arellano is the water drop coordinator for Border Angels. Border Angels' founder Enrique Morones tells 10News that he decided to honor women this year. He also encouraged everyone to go out and vote on November 6th saying the president is sending the wrong message about immigrants. Guests at the event also reacted to President Donald Trump deploying the military to the border. SAN DIEGO (KGTV) - The brand new Continental Apartment complex in Little Italy isn't like its upscale neighbors.It's made up of studios, some smaller than 400 square feet, and offers very little parking. That's why the starting rent is "just" ,550 a month, about 35 percent below market for the trendy area. "The rent is high in San Diego because of simple math - supply and demand," said Jonathan Segal, the architect who designed The Continental.Segal says costly approval delays and fees are contributing to that very supply crunch. The Continental, no exception, was delayed for two years. Segal says he paid almost million in fees for the building. But he's specifically perplexed by how the city charges what are called Developer Impact Fees. The money goes to uses like parks, fire, library and transportation.The city charges as much as ,000 per unit, depending on location, not size. That's why the city fee on developers could be disproportionately impacting rent prices for smaller units. In other words, if a developer takes a building and creates 40 apartments, that developer would have to pay that fee 40 times. Alternatively, if that same developers takes that same building and does just one large unit, that developer only pays the fee once. Now, there's a growing push at City Hall to change how the city calculates the impact fee. This week, a city council committee held a preliminary discussion on the fee's future. One option, endorsed by City Councilman Scott Sherman, is to do it by square foot. That way, building more, smaller units won't increase costs on developers - and ultimately renters or buyers. "If you were to do it by a square foot process, then a developer would come in and say, 'you know what? I can build two units at 0,000, instead of one at 0,000,'" Sherman said. A 2016 report from the housing commission said flat fees create a disincentive for developers to create more, smaller units that could help ease the housing crunch. Segal says changing how the fee is calculated could give him more latitude to offer lower rents. "I may be able to reduce my rent because I want to be more aggressive," he said.
