The U.S. secretary of Commerce says the 2020 census will end Oct. 5, despite a federal judge’s ruling last week that the head count of every U.S. resident should continue through the end of October, according to a tweet posted on the Census Bureau’s website Monday. The tweet said the ability for people to self-respond to the census questionnaire and the door-knocking phase census takers go to homes that haven’t yet responded is ending Oct. 5. The announcement came as a virtual hearing was being held in San Jose, California, as a follow-up to U.S. District Judge Lucy Koh’s preliminary injunction.The Commerce Department says that as of September 20, 95.4 percent of all households have been enumerated.The decennial census is responsible for allocating congressional districts, Electoral College votes, and federal funds. 835

The United States is at the beginning of a second wave of significant job loss.“We are seeing a resurgence in layoffs that has been quite clearly indicated in the last couple of weeks,” said Daniel Alpert, an adjunct professor and senior fellow at Cornell University.Cornell University recently published a study showing about a third of the people who went back to work during the pandemic have now been laid off for a second time. Another 26 percent of workers have been warned by their employers that future furloughs and layoffs may soon come.“The problem is that you get an echo,” said Alpert. “So, if you have a resurgence in layoffs, a decrease in spending, that creates more contraction on the part of businesses, which creates more layoffs. The question is, when can you put a floor under this spiraling situation? It is a classic economic spiral.”The cycle--of job loss eventually leading to more job loss--is causing some to fear it could lead to a third wave of unemployment in a few months. Experts, like Alpert, believe the only way to stop the cycle would be a vaccine or for Congress to come together on another stimulus bill that props up households and businesses until a vaccine is released.“We are very concerned about the current rollercoaster effect on resumed layoffs, but longer term, we are really scared about seeing huge numbers, tens of millions of businesses vanish,” said Alpert.The more waves of unemployment we see, the higher likelihood of that. 1486

The United States Supreme Court is expected to rule on several major cases next week impacting everything from abortion rights to the presidential election. Traditionally, the court issues all of it's rulings by the end of June to go on recess by early July. It's unclear this year however if the Supreme Court will extend its rulings if they are behind because of the pandemic. The Supreme Court said in advance what days justices will issue opinions, but would not announce which specific opinions will be announced on those days. Montana Department of Revenue, the ruling could allow students in religious schools the ability to seek private scholarships funded through state income-tax credits. For years such programs were thought to be incompatible with Montana's constitutional ban on public aid to religious schools, however the Supreme Court could allow the program to exist. Because similar bans exist in 38 states, the ruling could change the definition of the separation of church and state. EXPECTED CASE #2CHANGE TO ABORTION RIGHTS?In June Medical Services LLC v. Russo, the ruling could impact the future of abortion rights across the country. The ruling examines whether a Louisiana law, which requires abortion providers to have admitting privileges in nearby hospitals, is constitutional. Abortion-rights activists say it will lead to clinics being shut down because most providers don't work with hospitals. More importantly, the ruling could tell anti-abortion leaders across the country that the High Court may be open to changes to Roe v Wade in the future. EXPECTED CASE #3ELECTORAL COLLEGE CONFUSION?In Colorado Department of State v. Baca, the ruling could result in major confusion in the 2020 election. The case is out of Colorado where in 2016, state electors to the electoral college attempted to vote for someone other than the winner of Colorado, Hillary Clinton. The electors were removed and replaced with someone to deliver the actual result, however it raised questions over how much power do these electors really have. EXPECTED CASE #4PRESIDENT TRUMP TAX RETURNS?In Trump v. Mazars USA, LLP and Trump v. Deutsche Bank, the question is whether the president has to comply with subpoenas for personal records. Does the power of the presidency allow President Donald Trump to say "no" when it comes to revealing his tax returns? If the Supreme Court rules against President Trump, it could create a new controversy for the President ahead of the election. 2615

The Sinclair Broadcast Group acquisition of Tribune Media is dead.Tribune said in a statement Thursday that it has terminated its merger agreement with Sinclair, scuttling a .9 billion deal that would have given the broadcasting group an even broader reach into American living rooms.The breakup of the deal is a stinging defeat for Sinclair, owner of dozens of local television stations. Sinclair has been scrutinized for its ties to the Trump administration.Tribune had been expected to walk away after the deal came under scrutiny from US regulators. The FCC in July referred the merger to an administrative judge hearing, and called into question whether some of Sinclair's proposed divestments were a "sham."Tribune said it will sue Sinclair for breach of contract, arguing Sinclair's negotiations with the US Justice Department and FCC were "unnecessarily aggressive.
