SAN DIEGO (KGTV) — Two teenage boys from Arizona were hailed as heroes after diving off Sunset Cliffs to save the lives of two people who were drowning on Friday evening. It was a happy ending scene, captured by local photographer, Jim Grant on Friday evening as lifeguards hoisted up a young girl off Sunset Cliffs."It just could have been a tragic event," Grant said on Saturday.He says the photo he took would have been a somber one if two teenage boys did not dive in to save the girls before lifeguards got there. But when the boys looked down, they saw two ladies in trouble. A six-grade girl and a family friend were splashing around near the reef. Haugen, a licensed lifeguard for the City of Phoenix, knew exactly what was going on."I'm like, 'Oh my gosh, they're drowning.' So that's when I just knew I had to go in." Haugen recalled.They say the girl was climbing on top of the young woman's head, just to breathe. Haugen first pulled the girl off the woman, but the high surf put his own life at risk."I looked up at Jake," Haugen said. "He's like, 'Do you need help?' And I'm just shaking my head, and that's when he was able to jump in and go after them."At that point, Watson, an avid fisherman and swimmer, dove in to lift the girl."I put her on my back and pressed up, and just kind of rolled her off my shoulder, onto the landing," Watson said.They then pulled the injured young woman up. All this happened in under five minutes before San Diego Lifeguards took over."We were like, 'What just happened?' It just felt surreal," Watson said.Surreal that their summer vacation turned into a life-saving episode, these modest boys will never forget."We just happen to be at the right place at the right time at Sunset Cliffs," Haugen said. 2240

SAN DIEGO (KGTV)- A man was arrested last month after allegedly using a body bag and gurney to steal from a deceased man’s home, according to the San Diego County Sheriff’s Department.On August 31st, around noon, sheriff’s deputies responded to a welfare check at a Spring Valley home and discovered a 60-year-old man dead inside.They say he died of natural causes and was transported to a mortuary by a contracted independent mortuary service.A couple of days later, the victim’s family reported missing items, including a gun and a safe. They then watched surveillance video from the home and learned it had been burglarized.The alleged burglary happened about 11 hours after deputies responded to the welfare check.In the video provided by the sheriff's department, you see a man, now identified as Sammy Willie Gates, rolling a gurney and body bag out of the house and into a white van.Detectives say the body bag was full of stolen items.Gates is the owner of Mortuary Transportation services, a contracted independent mortuary service; however, deputies say his company was not used to transport the victim’s body earlier.It’s unclear how Gates would have known the home was empty.Detectives from the Rancho San Diego Sheriff’s Station served a search warrant at Gates home in unincorporated El Cajon on September 9th.Inside, they found the victim’s safe and gun, along with 16 more firearms, two additional safes, jewelry, watches, war medals, comic books, thousands of dollars in collectible coins, and multiple personal identifying documents.Detectives also found a gurney and body bag matching the items in the video in Gate’s white utility van.He was arrested and charged with felonies, including Burglary of the First Degree and Receiving Stolen Property.Gates has prior felonies and is due in court for a preliminary hearing in January. 1857

SAN DIEGO (KGTV) -- Tuesday evening, San Diego’s City Council approved a strategy that will make it easier to create housing in commercial areas.The changes allow more businesses to add living spaces and authorize more locations where live/work quarters are permitted.The move created an amendment to the rules currently in place on living and working quarters as part of an earlier update to San Diego’s land development code.“This is going to put underutilized commercial and industrial spaces to work in tackling San Diego’s housing crisis,” Mayor Faulconer said. “Lifting restrictions on housing will bring new life to old buildings and allow businesses owners to live where they work. SAN DIEGO (KGTV) — While the CDC has issued guidance for the cruise ship industry to reopen during the pandemic, the Port of San Diego says it's too soon to tell when the industry would restart locally.Friday, the CDC urged a "phased approach" to reopening the industry that has been largely shuttered since April following a no-sail order due to the pandemic. The agency says cruise lines will need to test safety protocols via mock voyages with volunteers before they can host passengers. Still, the order was the first movement on cruise ships since the CDC issued its no-sail order in March to help stop the spread of the coronavirus outbreak. Adam Deaton, Port of San Diego cruise business representative, told ABC 10News that the port will have to coordinate with cruise companies on what their next steps will be."It is too soon to say how soon sailing could resume in San Diego. Our next steps will be to coordinate with Holland America and Carnival on their plans, as they are the first few cruises on our schedule. Currently, our first scheduled cruise is Dec. 19 with Holland America’s Koningsdam. Home sales are already seeing a slump compared to 2017 and the trend is expected to continue in 2019, with an expected 3.3 percent drop.“While home prices are predicted to temper next year, interest rates will likely rise and compound housing affordability issues,” said C.A.R. President Steve White.“Would-be buyers who are concerned that home prices may have peaked will wait on the sidelines until they have more clarity on where the housing market is headed. This could hold back housing demand and hamper home sales in 2019.”Meanwhile, the median home price is forecast to increase by 3.1 percent to 3,450 in 2019, following a 7 percent increase in 2018.The association added that the surge in home prices due to supply shortages is finally taking a toll on the market. Adding more uncertainty is outmigration, according to the association.Outmigration is the result of the state’s housing affordability crisis, which is predicted to be a concern for the California housing market in 2019 as interest rates continue to rise.According to the organization, 28 percent of homebuyers moved out of the county they previously lived in, up from 21 percent in 2017.The association warns that outmigration will continue as long as home prices remain out of reach and interest rates rise in the upcoming year. 1574
