WASHINGTON (AP) — The Pentagon has stopped calling the deployment of troops to the U.S.-Mexico border "Operation Faithful Patriot," dropping the name even as thousands of American forces head to southern Texas, Arizona and California.According to U.S. officials, Defense Secretary Jim Mattis directed the department to stop using the name and simply describe the mission as military operations on the border. The change was ordered early this week, but no reason was given.Lt. Col. Jamie Davis, a Pentagon spokesman, would only say that the department is no longer using the name. But other U.S. officials said Mattis didn't like the name and believed it was distracting from the troops' actual mission, which is in support of the border patrol. The officials spoke on condition of anonymity to describe internal deliberations.The name hasn't been formally changed or rescinded, but the Pentagon has stopped using it in press releases and documents.Pentagon officials rolled out the name last month after President Donald Trump ordered thousands of active duty troops to the southwest border in response to a caravan of migrant families walking slowly north through Mexico toward the U.S.As of Wednesday, more than 5,600 troops have been deployed to Texas, Arizona and California and are mainly in staging bases. Only about 500 troops are actively supporting operations on the border, and many of those have been installing coils of razor wire and erecting tents to house U.S. troops and border patrol.The military says it will deploy a total of about 7,000 troops, but has left open the possibility that the number could grow. Last week, Trump said he would send as many as 15,000 troops. There also have been about 2,100 National Guard troops operating along the border for months as part of a separate but related mission.The Pentagon still has refused to release any cost estimates for the troop deployment.The name adjustment was first reported by The Wall Street Journal. Meanwhile in Mexico, the caravan is weighing whether or not to stay in the country or continue their journey to the U.S. Mexico City officials said they expected as many as 1,000 more might arrive at the Jesus Martinez stadium as lagging members of the caravan trail in, their journeys slowed by difficulties in getting rides or by hopping aboard trucks that veered off their route.Angel Eduardo Cubas of La Ceiba, Honduras, reached the shelter early Wednesday after being split off from the caravan. Like many migrants he had to find his way back to the relative safety of the caravan in an unfamiliar country, with no money."There were a lot of people who got dropped off somewhere else," said Cubas, who at one point lost his two children, 2 and 6, before finding them again. "It was ugly, going around looking" for his kids, the 28-year-old father said.Members of the caravans of migrants, which President Donald Trump made a central issue in U.S. midterm elections, declined to take an immediate decision Tuesday night on whether to stay in Mexico or continue north, opting to remain in the capital at least a couple more days."Nobody is in more of a hurry than me to get going (to the U.S. border), but we have to go all together," said Sara Rodriguez of Colon, Honduras.Rodriguez, 34, fled her country with her 16-year-old daughter Emily, after the girl began to draw unwanted attention from a drug trafficker who just got of prison and pledged to go after her. Rodriguez left her 7-year-old son with her husband in Honduras. "Even though it hurts to leave my son ... I had to protect her," Rodriguez said, weeping.Mexico has offered refuge, asylum or work visas to the migrants and the government said 2,697 temporary visas had been issued to individuals and families to cover them while they wait for the 45-day application process for a more permanent status.Rina Valenzuela, who is from El Salvador, listened attentively to aid workers from the nonprofit Institute for Women in Migration as they explained the difficulties of applying for and securing asylum in the U.S. Valenzuela decided she would better off applying for refuge in Mexico."Why go fight there, with as much effort and as much suffering as we have gone through, just for them to turn me back? Well, no," she said.Hundreds of city employees and even more volunteers helped sort donations and direct migrants toward food, water, diapers and other basics. Migrants searched through piles of donated clothes, grabbed boxes of milk for children and lined up to make quick calls home at a stand set up by the Red Cross.Employees from the capital's human rights commission registered new arrivals with biographical data— such as age and country of origin— and placed yellow bracelets on wrists to keep count of the growing crowd.Maria Yesenia Perez, 41, said there was no space in the stadium when she and her 8-year-old daughter arrived Tuesday night, so the two from Honduras slept on the grass outside. Migrants pitched tents in the parking lot and constructed makeshift shelters from plywood covered with blankets and tarps. Forty portable toilets were scattered across the grass.Several smaller groups were trailing hundreds of miles to the south; officials estimated about 7,000 in all were in the country in the caravans.Trump portrayed the caravan as a major threat, though such caravans have sprung up regularly over the years and largely passed unnoticed.Former Honduran lawmaker Bartolo Fuentes, who denies accusations he started the caravan, described it as a natural response "to a situation more terrible than war." You see the pain in their eyes when they can't get into the car or run after the ball.Veterinarians across the U.S. say it's not just old age, but arthritis that's causing your dog pain, and a new drug trial is working to make your furry companion feel better.One of the clinics testing the new drug is Paradise Animal Hospital in Catonsville, Maryland. Dr. Cheryl Burke says she to qualify for the trial, dogs have to have obvious signs of arthritis and cannot have cancer. At the clinic, they conduct blood tests, x-rays and a physical exam.Hannah, a blonde chow mix, came in for the procedure."She has a lot of trouble getting up and when she goes to walk up and down the stairs, she stares, like can I do this? Can I do this? Breaks my heart when I see that," Hannah's mom, Donna Foster said.Foster found out from a friend this clinic was conducting the trial and thought she'd take a chance, "I mean she's fourteen years old and basically she's really healthy so if I can keep her for another 20 years, I know that's not realistic but I will and I want her to have a quality of life."The trial was created in San Diego, by Animal Cell Therapies, and uses canine stem cells to grow cartilage in the joint, so the dog has more cushion when he/she walks or runs."Stem cells are the body's primitive precursor cells and we all have them, and when we're born, there's a huge population of them in our umbilical cord," Dr. Burke said.The stem cells adapt to the needs around them, so they could turn cancerous, something Dr. Burke and pet parents don't want. That's why dogs go through several tests (for free) before they can qualify.The clinic is doing the entire trial for free, to get FDA approval, so other pet parents can one day buy the drug.Part of the study requires that the test be double blind, meaning no one, even Dr. Burke can see which drug is given to the dog.Each dog undergoes the same procedure. Then pet parents come back for a one month, three month and six month check up to see how the dog is progressing.If the study is approved any dog who didn't get the drug will get it for free."If it's approved, it could be a few years, before it's on the market but it could be wonderful," Dr. Burke said.There is no ballpark figure as to how much the drug may cost, but dog lovers are hopeful it could help their furry friend have a longer, better life. 2431

  

We’re all feeling effects of the current recession, whether it’s the rising cost of groceries or the pervasive economic uncertainty. But some are feeling a bigger impact than others, and data indicates renters are disproportionately affected.Half (50%) of American renters had used or planned to use their government stimulus check for necessities at the time of an early May NerdWallet survey, conducted online by The Harris Poll. That’s compared with 32% of homeowners. Three in 10 renters (30%) used or planned to use it to pay rent, whereas 15% of homeowners used or planned to use it on their mortgage.Renters are vulnerable when expenses grow or income is slashed, due to lower average incomes compared with homeowners. Further, they don’t have access to the same built-in relief valves as mortgage-holders — such as forbearance or loan modification — when they can’t pay their monthly housing costs.Federal, state and local eviction bans protected some renters for several months, but many of those orders have since expired, and possible extensions are uncertain. Without those protections, many tenants could be on a fast track to trouble, and even with those safety nets in place, the rent bill will eventually come due.Housing costs take a bigger bite of renter incomeRenters have less insulation from economic crises. Not only do they earn less, on average, but they also spend more of their income on housing. While a loss or reduction of income could instantly push these households to the breaking point, even minor setbacks can send them closer to the edge.Renters spend 31% of their income on housing costs on average, compared with homeowners, who spend 20%, according to U.S. census data. The rising cost of groceries, unexpected medical bills, supplies for a child’s at-home education — these could pile up to make monthly bills unmanageable, even if household income isn’t affected by reduced work hours or unemployment.This isn’t to say homeowners aren’t feeling the effects of record unemployment and economic upheaval. While many homeowners have been able to take advantage of record low interest rates to refinance their mortgages, more than 8 million homeowners didn’t make their June house payments, according to the mid-July Household Pulse Survey from the U.S. Census. But that’s just 6% of homeowners, compared with 18% of renters who couldn’t pay their June rent.There is also evidence that populations hardest hit by unemployment are among the most likely to rent. For example, people in their 20s are the only age decade that’s more likely to rent than own, according to census data, and 34% of unemployment claims are being filed by those aged 22-34, more than any other age group, according to data from the Department of Labor. Also, 49% of people working in the hotel and food industry live in rentals — a far higher rate than the 36% of Americans overall — and this industry represents the greatest share of all unemployment claims.Web searches for rent relief terms peaked, and peaked againEvidence of the sustained impact on renters can be seen in Google search data, where it’s a safe assumption that people searching for terms such as “rent relief” and “rent assistance” are either experiencing or anticipating difficulties paying the rent.In mid-March, searches for terms related to housing relief jumped to levels not seen before. And while “mortgage relief” was far more common than “rent relief” or “rent assistance” that month, those terms have sustained greater search interest throughout the summer.Unlike mortgage relief terms, which have waned since April, rent relief terms sustained higher-than-normal volume after the initial jump, and peaked again in mid-July. They’re currently trending lower than both peaks, but higher still than seen in the years before the pandemic.What renters can doTenants having difficulty paying the rent have a few options at their disposal, but they may have to make tough decisions in the coming weeks and months. A legal eviction can make it difficult to find safe, affordable housing in the future, so preventing that should be paramount.Negotiate with your landlord. You may be able to work out an installment plan to pay your rent throughout the month or get caught up if you’re behind. Also, legal evictions are costly and time-consuming, so your landlord may be willing to negotiate a more graceful exit if you’re bound by a lease but unable to hold up your end of the contract.Apply for emergency assistance. The National Low Income Housing Coalition provides a database of local and state resources for emergency rent assistance. Local charities and churches may also be able to help. If you’re forced to borrow to keep up with your rent, weigh the costs of any loan — if you’re unable to pay it back, you could find yourself in an even worse predicament. Borrowing from friends and family is generally the least expensive option, followed by paying your rent with your credit card and, as a last resort, getting a cash advance on your credit card.Know if you’re protected from eviction. Many eviction bans at the local, state and federal levels have expired, but some remain, and lawmakers could take action to extend previous measures or enact new ones. Moving can be expensive and is generally a last resort. But when it gets to a point that holding on to your rental is causing more problems than it’s solving, it may be time to talk to family members and friends about finding an alternative.
