RICHMOND, Va. – Virginia Governor Ralph Northam and First Lady Pamela Northam have tested positive for COVID-19.On Wednesday they were notified that a member of the Governor’s official residence staff, who works closely within the couple’s living quarters had developed symptoms and had tested positive for COVID-19.The Governor and First Lady received PCR nasal swab tests Thursday afternoon and both tested positive for COVID-19, the governor’s office said.They added that Governor Northam is experiencing no symptoms and First Lady Pamela Northam is experiencing mild symptoms.The release said the Governor and First Lady will isolate for the next 10 days and evaluate their symptoms.The Governor will fulfill his duties from the Executive Mansion.“As I’ve been reminding Virginians throughout this crisis, COVID-19 is very real and very contagious,” said Governor Northam. “The safety and health of our staff and close contacts is of utmost importance to Pam and me, and we are working closely with the Department of Health to ensure that everyone is well taken care of. We are grateful for your thoughts and support, but the best thing you can do for us—and most importantly, for your fellow Virginians—is to take this seriously.”The Governor and First Lady are working closely with VDH and the Richmond Heath Department to trace their close contacts.This story originally reported on WTKR.com. 1408

SACRAMENTO, Calif. (AP) — California is on the verge of phasing out its state-operated juvenile prison system. The move is hailed by reform advocates and criticized by counties that would assume responsibility for some of the state’s most violent criminal youth. The bill generally follows Gov. Gavin Newsom's latest plan to unravel the Division of Juvenile Justice, which houses about 750 youths. But legislators added what advocates said are needed safeguards and standards for the hundreds of millions of dollars that would eventually flow to counties to house and treat youths. Counties say those restrictions hobble their ability to provide proper care. The legislation was passed just before the Legislature ended its session this week. 750

(AP) -- A bill that would allow “bad officers” to be permanently stripped of their badges failed to pass the California Legislature.The measure was one of the year's top policing reform bills after the death of George Floyd while in police custody earlier this year.Law enforcement organizations opposed the bill because they said the proposed system is biased and lacks basic due process protections.The Legislature gave final approval to bills that would ban police officers from using choke holds and carotid holds and require independent investigations when police kill unarmed civilians.Those bills now go to Gov. Ride-hailing company Uber is offering people free and discounted rides if they need a lift to and from a COVID-19 vaccination appointment.In a press release, CEO Dara Khosrowshahi said the company offers 10 million free or discounted rides to ensure people get vaccinated, especially those who face a barrier getting there.Khosrowshahi said they are partnering with the National Urban League, the Morehouse School of Medicine, and the National Action Network because the organizations are tied to communities of color that have been "disproportionately hurt by the pandemic."A date when this is to kickoff has not been announced. 637

  

SACRAMENTO (AP) — California would set a goal of generating 100 percent of the state's energy from carbon-free sources under legislation approved by the state Assembly.The bill approved Tuesday would accelerate California's renewable energy mandate from 50 percent to 60 percent by 2030. It would then set a goal of phasing out all fossil fuels by 2045, but it does not include a mandate or penalty.Supporters say the measure would help address climate change and boost California's clean energy economy.RELATED: California Energy Commission approves solar panel requirement for new homesCritics say it's unrealistic and would saddle families and businesses with higher energy bills.The measure returns to the Senate which must approve changes made in the Assembly.
