SAN DIEGO (KGTV) — In a statement, the City of San Diego says it wasn't given enough time ahead of the July 4 weekend to close beach parking lots.Friday, California Office of Emergency Services sent a letter to city managers in the county asking them to close their beach parking lots ahead of the weekend. The letter was sent to officials in San Diego, Imperial Beach, Coronado, Del Mar, Solana Beach, Encinitas, Carlsbad, and Oceanside."At the time of writing, beaches under the jurisdiction of local governments within San Diego County are the only beaches without visitation restrictions throughout all of Southern California, and therefore are attracting thousands of residents from outside your coastal communities and creating significant potential for disease transmission, particularly in crowded restaurants, bars, retail, and hotels," the letter stated. "... California also said Friday that state beach parking lots would be closed this weekend. Carlsbad said they were closing parking lots in anticipation of people traveling to San Diego for the weekend. Surrounding counties Los Angeles, Orange, Ventura, and Santa Barbara have closed beaches this weekend.City of San Diego Chief Operating Officer Kris Michell said in a statement to City News Service that San Diego wasn't given enough time to put a beach parking closure in place."The city of San Diego is closely following county guidance and working with health officials to encourage adherence to public health regulations," Michell said. How far are people willing to park and still walk to the beach? Are they going to Uber in? SAN DIEGO (KGTV) – Military officials have confirmed to 10News that the man suspected of gunning down more than two dozen people at a Texas church Sunday served 12 months in San Diego in 2014. Devin Patrick Kelley, 26, is accused of killing 26 people and wounding 20 others at a Texas church on Sunday. Authorities said he was wearing tactical gear and a black mask with a white skull face.RELATED: Texas shooter was charged with animal crueltyKelley was a member of the Air Force, serving at Holloman AFB from 2010 until his discharge in 2014. In 2012, Kelley was court-martialed for two counts of assault on his then-wife and their child, the Air Force confirmed. He was sentenced to 12 months of confinement and a rank reduction. He and his wife divorced that year."Kelley was convicted by a general court-martial on two charges of domestic assault against his wife and step-son under Article 128 of the Uniform Code of Military Justice. He then served 12-months in confinement at Naval Consolidated Brig Miramar in California before being released with a Bad Conduct Discharge in 2014. He was also reduced in grade to E-1. David Goldfein directed the Air Force Inspector General in collaboration with the Defense Department Inspector General to conduct a complete review of the Kelley case and relevant policies and procedures.Kelley was then charged with animal cruelty – neglect or mistreatment in 2014. According to a police report from the El Paso County Sheriff’s Office, a woman called deputies just after 10 p.m. to report a Husky puppy running through the Fountain Creek RV Park, where Kelley was staying at the time. 2055

SAN DIEGO (KGTV) -- Lifeguards Thursday rescued a 17-year-old girl who fell while hiking at Blacks Beach near Torrey Pines.Lifeguards say the teen was hiking with two other teenagers near Box Canyon about 1:30 p.m. when she fell at least 12 feet into a creek bed.A San Diego Fire-Rescue helicopter flew her to safety. Lifeguards helped the girl's companions walk down to the beach.The girl injured her leg and possibly her head. She was taken to Scripps Hospital in La Jolla.Lifeguards said three other people were rescued about the same time, including one person who started climbing down the cliff and became too scared to go up or down.Watch video from the scene in the player below:  711

SAN DIEGO (KGTV) -- Many doctors across San Diego County have seen a recent surge in positive COVID-19 cases. Five hundred one new cases were reported Thursday.But, most people don’t require hospitalization and can isolate at home.“We just do video visits with patients and talk to them about their symptoms,” said Dr. Michele Ritter, an infectious disease specialist at UC San Diego Health and an associate professor of medicine.“At the end of April, May, we were getting maybe four or five new referrals a day to be seen, and then it went up to about 40 a day.”Ritter is also the medical director of the COVID-19 clinic. She said many of her patients live with other people.“There are times there are three of four generations of a family living in a house together and sometimes very close quarters, so that’s a challenge,” she explained.If someone in your household has COVID-19 the Centers for Disease Control and Prevention recommends they stay in a separate room and use a different bathroom if possible, avoid contact with other members of the household and pets, don’t share personal household items, and wear a cloth face covering when around others“The absolute ideal situation is your own room, your own bathroom. Not everybody has that, we have patients who live in two-bedroom apartments with six other people and a single bathroom.,” said Ritter.While isolation is critical, Ritter said if you must use a shared space, like a bathroom, it’s essential to disinfect after every use. That includes using a shower, toilet, or sink.“When you’re done if you’re able to have something like a Clorox wipe, or a washcloth with some Clorox bleach on it wipe down the surfaces that you’ve used and wash your hands,” she said. “In terms of laundering clothing, it’s probably fine to launder them together if you’re using high temperatures to wash your clothes.”She said to wash all dishes and utensils used by someone with COVID-19 in hot water and soap or run them through a dishwasher.“A lot of patients have their family members bring meals to them and set it outside their door so they can eat,” she said.Another challenge is parents who test positive for COVID-19 and have mild symptoms, but still, have to take care of their kids.“I find that most parents do well wearing a mask; the kids get used to it,” she said. “You can still be around your kids; just do the best you can.”Ritter said many of her patients have been able to keep the virus from spreading to their loved ones at home by following simple steps.“Wearing masks, washing hands, cleaning frequently touched surfaces is the best you can do,” she said. “We don’t always have perfect situations, so we do the best we can with what we have.” 2720

SAN DIEGO (KGTV) — Kensington's historic Ken Cinema, an institution in the San Diego neighborhood for nearly 75 years, is closing its doors for good this March.The theater will shut down after March 22, a spokesperson with owner Landmark Theaters told 10News.According to the spokesperson, "After long consideration and much effort, we regret that we are unable to continue operating the Ken Cinema ... The company recognizes what a cherished asset the Ken has been to the neighboring community. It was the first theater to specialize in the film genres in San Diego.According to Landmark Theaters, the 300-seat cinema is the last single-screen theater in San Diego.In 1975, Landmark Theaters became the theater's owner. The Ken had already faced closure under the Landmark brand in 2014, leading to outraged fans voicing their concerns on social media.
