SAN DIEGO (KGTV) - San Diego and National City Police detained three people and sought a fourth Friday at a South Bay home where a neighbor said shots were fired.The incident started Friday about 5 p.m. at Alpha and 47th streets in National City. A woman who lives near the home told 10News she heard gunfire. A 10News crew on the scene saw a man and woman leave the home with their hands raised. Police said three people were detained for questioning. Officers were searching for a fourth person in relation to the incident.There were no reports of injuries. 10News is monitoring breaking developments. 611

SAN DIEGO (KGTV) - San Diego County health officials are focusing their efforts to reduce COVID-19 cases in hard-hit disadvantaged communities.Since the state released its tiered reopening system, County officials have closely monitored case rates and positivity rates, the two metrics that move counties between restrictive and less restrictive tiers.Now, the state has added a new metric relating to equity. It focuses on disadvantaged communities. The state looked at several factors that influence health in communities, including economics, education, transportation, social, neighborhood/environment, and housing conditions. The metric is meant to focus on those communities and their risk to COVID-19.At a news conference Wednesday, County officials say they are working to create a plan to address equity and submit to the state next Thursday. They also say the state will release additional guidelines on Monday.The county's health equity rate is at 6.2, which falls under the red tier. That number needs to drop below 5.2 to meet the orange tier criteria.San Diego County is currently already operating in the red tier based on the other two metrics. The county's positivity rate is at 3.5, Which meets the criteria for the orange tier. But the county's state calculated adjusted case rate is 6.5 new daily infections per 100-thousand people, which falls in the red tier. The red tier allows many businesses to reopen their indoor operations, though at a limited capacity.County officials said the new health equity metric does not play a factor in moving San Diego back into a restrictive tier. But it does play a role in moving to a less restrictive tier.County health officials have been working to reduce COVID-19 cases in disadvantaged communities through outreach and education, testing, and contact tracing, but feel more could be done."Undoubtedly, there's more we can do," Supervisor Nathan Fletcher said. "For other entities that have chosen to act irresponsibly, entities in particular like the Awaken Church where we have been forced to have to share outbreak information because of their lack of cooperation and notifying members of their congregation about cases there, we continue to implore the public to recognize the very real danger of indoor religious services."Following the initial announcements of an outbreak, the church continued to hold indoor services. The church has received multiple cease-and-desist orders from the county.The church's website says it has moved Wednesday services in San Diego online through December. Sunday services on the church's website did not appear to be changed. The church also has locations in El Cajon and Carlsbad.Officials advised members of the church to wear face coverings and practice social distancing, and to avoid large gatherings.Generally, the county does not reveal the locations of community outbreaks, which are three or more COVID-19 cases from different households within two weeks at one location. SAN DIEGO (KGTV) - Raw emotion filled a San Diego courtroom Tuesday as the friends and family members of those killed and injured in a crash faced the drunk driver responsible at her sentencing. Thirteen people flew in from San Francisco to speak during victim impact statements. The most powerful words came from Giao Pham's life partner, John Lawhead. Pham was killed in the March 23rd crash."We were together for eleven years, until your actions that night took my partner, my world, my everything. You still don't have any remorse in your heart, you're a very shallow, person aren't you!?" At one point, the defendant, Alondra Marquez, interrupted, saying "You don't know me," Lawhead shouted back, " I don't care to know you, the only reason I know you is because you murdered my partner!" Marquez, 22, rear-ended a Lyft car on Highway 163 in Balboa Park, killing Pham and leaving his friend, Andy Lynn with a traumatic brain injury. Prosecutors said Marquez had a blood alcohol level more than three times the legal limit and was driving more than 100 miles an hour. In a bizarre coincidence, Marquez and the two victims were at the same Hillcrest bar the night of the crash. While Pham and Lynn chose to hire a Lyft, Marquez chose to drive, even though several people offered to give her a ride. "You had five chances not to drive your car, you chose to drive, at your fastest speed of 109 miles an hour, but that wasn't fast enough or good enough for you," shouted Lawhead Pham and Lynn were visiting from San Francisco for a wedding. The impact sent the car flying into a ravine. The Lyft driver suffered minor injuries. " I never thought I could truly hate someone. I hate your heart. I hate your soul. I hate your being, your spirit, I hate all of you." Marquez said she isn't a bad person. " Just know that I am not a bad or evil girl, my brain is processing this. It's a hard pill to swallow." Marquez asked for forgiveness. "I'm real sorry.
