BOAO, Hainan, April 19 (Xinhua) -- The Boao Forum for Asia (BFA) Annual Conference 2009 concluded Sunday in the scenic Boao town in south China's island province of Hainan. During the three-day event, more than 1,600 political leaders, business people and academic scholars exchanged ideas on the role Asian countries, especially emerging economies, can play to cope with the spreading global financial crisis. Chinese Premier Wen Jiabao delivered a keynote speech, "Strengthen confidence and deepen cooperation for win-win progress", at the opening plenary meeting. He said that the conference, with "Asia: Managing Beyond Crisis" as its theme, is a highly important one. BEIJING, March 10 (Xinhua) -- Lhasa is stable, and troops there are in normal state, said Qiangba Puncog, chairman of the Tibet regional government, on Tuesday. "I was told in a phone talk with Lhasa in the noon that the whole city is stable and troops are in normal state as usual," he said in Beijing after a plenary meeting of the National People's Congress. He told Xinhua that he absolutely agrees with President Hu Jintao's remarks on Monday when Hu called for a "Great Wall of stability in Tibet." "It (Hu's call) is a good and long-term consideration," said Qiangba Puncog. On March 10, 1959, an armed rebellion was staged by the upper ruling class in Tibet in an attempt to preserve the old serfdom. The rebellion was quickly foiled by the People's Liberation Army, and the central government then decided to begin a democratic reform which put an end to serfdom and the theocratic regime. BEIJING, April 11 (Xinhua) -- Credit extended by China's banks in the first quarter hit 4.58 trillion yuan (670 billion U.S. dollars), the People's Bank of China (PBOC) said Saturday. In March alone, new yuan-denominated loans increased 1.89 trillion yuan. It was the third straight month that new loans exceeded 1 trillion yuan. "It is not beyond market expectations. The increase was boosted by the 4-trillion-yuan stimulus plan and showed the possibility of a faster economic recovery in China compared with other countries," said Zhang Qizuo, vice director of China International Economy Society. Premier Wen Jiabao said on March 5 at the opening of the annual session of the National People's Congress, China's legislature, that new yuan-denominated loans this year were expected to reach 5 trillion yuan. Historical data show the first-quarter bank credit usually accounts for more than 60 percent of the year's total. "There is a time lag between the credit increase and actual use of capital, but the big increase will surely lay a solid foundation for the recovery of the real economy," said Zhang. In the first quarter, the central bank withdrew 47.3 billion yuan from circulation, 78.5 billion yuan more than the same period of last year. "The increase in currency withdrawal from circulation showed the central bank was carefully watching the credit growth," said Yuan Gangming, an economist with Tsinghua University. BEIJING, Feb. 26 (Xinhua) -- Chinese authorities launched a website to handle public complaints regarding irregular practices during the selection and appointment of Party and government officials. The public is encouraged to log on to the website (www.12380.gov.cn), launched by the Organization Department of the Communist Party of China (CPC) Central Committee, to report offences. The site aims to improve public supervision and to ensure prompt detection and correction of offences involving official selection and appointment, the Organization Department said Thursday in a statement. Complaints could be filed in anonymity, but real names were preferred, said the website. It requires informants to report problems truthfully and warns that fabrication and false charges could lead to legal punishment. The website also said it mainly handles complaints about officials above the county level. To prevent malicious or repetitious reporting and junk mail, informants can only submit a maximum of five complaints from one computer in a single day. The Organization Department had already set up a report center for offences in official selection and appointment. In 2004, it opened an informant's hotline (12380).
