Police on scene said an argument at a party escalated into a shooting. At least two people were hit by gunfire.Crews on scene were captured performing chest compression on one person as they were loaded into an ambulance.A man in his 20s was transported to a nearby hospital, where they were pronounced dead. Another person was injured but refused medical attention, police said. Neither victim has been identified.Police said the suspect fled the scene. She uses an app to call a smart shuttle, which takes her to a transit center she hops on a subway, and is whisked away.Or, she can drive on a toll lane and get across the county in 20 to 25 minutes."Think about the impossible, take risks. Keep going," said Hasan Ikhrata, the San Diego Association of Government's executive director. Ikhrata and his team unveiled its transit vision for the region Friday, with a target completion of 2050.The goal is to take the reliance off the car or make it more efficient for drivers with lanes that can change purposes based on traffic patterns. Still, it will come at a cost: 7 billion."It's expensive but I think it's worth the investment," Ikhrata said. "I think it's more expensive not to do it than to do it."Ikhrata says the plan will have to go to a public vote, and that it could involve a tax increase. But, he said federal and state governments would match every dollar spent locally with nearly two and a half of their own.Friday's presentation to the SANDAG board of directors was entirely informational, so there was no vote.The agency's staff will return in December with more details on projects and schedules. 1277

SAN DIEGO (KGTV) — New data released by the San Diego County Office of Education show three-fourths of all K-12 students in the County are now studying online and experts believe that number will increase by the start of the new year.Poway parent, Caroline Epps, told her three children recently that they would be going back to virtual learning."I could tell they were disappointed," Epps said. "It's been nice having them there even though it's been such a short time. It's going to be a little difficult having them at home the whole day again."Poway Unified is one of the few school districts that are still offering modified in-person instruction, only to elementary students. But earlier this week, the district announced they would be recommending all students to revert to distance learning after winter break."My oldest will have the most difficult time with that because her assignments are more complex," Epps said.The decision comes after another surge in COVID-19 cases. Bob Mueller with the County Office of Education says 75% of K-12 students are now learning remotely, up from 68% last month."We are seeing the impact of gatherings for Thanksgiving," Mueller said. "It's likely that we will see the surge deepen for a time as we feel the impact of gatherings for the December holidays."School staff getting sick or having to quarantine are resulting in a serious staffing shortage."We are seeing unprecedented demand for substitutes," Mueller said. We need more people to work in those roles than we've ever needed before."Epps says while it is not ideal, she understands the situation. SAN DIEGO (KGTV) — One person was killed and police were searching for a suspect after a shooting in the Chollas Creek neighborhood.San Diego Police said one victim was transported to a nearby hospital after the shooting at about 2:30 p.m. Friday in the 5200 block of University Avenue.Police later confirmed the victim died of their injuries.Police were still searching for a gunman following the shooting. SDPD's homicide unit has taken over the investigation.Delays for drivers are expected in the area on University Ave., police added.No further information was immediately available. 596

SAN DIEGO (KGTV) — Officials on Sunday released the names of the service members involved with a deadly amphibious assault vehicle training accident off the Southern California coast last week.A total of 16 service members were involved in the AAV accident on July 30, after the vehicle started taking on water while conducting shore-to-ship waterborne operations near San Clemente Island.
