SAN DIEGO (KGTV) -- Video posted on social media shows a vehicle narrowly missing a pedestrian and slamming into a car in Pacific Beach. Dennys Morales says the incident happened just after 4:30 p.m. Sunday near the intersection of Riviera Drive and Graham Street. Video shows the car making a turn before nearly hitting a woman walking in the street. The footage then shows the driver slamming into Morales' parked car. Morales tells 10News the man said his back tire was low, claiming he swerved to avoid hitting the pedestrian, instead hitting the parked car. A police report has also been made. “This person needs to be held accountable,” Morales said. SAN DIEGO (KGTV) - Too many young military families in San Diego are finding themselves trapped in mountains of debt, not knowing where to turn.It's a devastating problem that the nonprofit Support the Enlisted Project (STEP) is working to tackle."It's a real challenge, and I think we are setting these families up for failure a lot of the times," said Tony Teravainen, CEO and Co-founder of STEP. "Their wage with all their allowances, E4 and below, 100% of them are below HUD's low-income level."RELATED: San Diego woman climbs out of 3,000 debt holeTeravainen says families often don't ask for help until things have gotten really bad. STEP helps prevent roughly seven evictions each month for young military families. "As a country, we don't have great financial habits. And what we see is when families enter the military we put additional burdens on them, and a lot of times this pulls them further, further into debt. We ask them to move their houses every two to three years; service members can be deployed at least a third of the time."The goal is to get as many families in need into their Emergency Financial Assistance (EFA) Program.RELATED: Making it in San Diego: Millennials outpace Generation X in both total debt and long-term savingsThe EFA Program is a unique social-work and change-management based program that was specifically designed to move military and veteran families from a financial crisis to a lifetime of financial self-sufficiency. Each family gets a social worker who helps them create a budget and set goals for the future.Teravainen says 4,500 families have come through the program since it was created in 2012 and they have a 90% success rate."A success story to me is a family that can change their behaviors," said Teravainen. SAN DIEGO (KGTV) — While the San Diego Bay Parade of Lights was sidelined because of the pandemic this year, organizers brought the event's annual joy online.Organizers released a video compilation of the parade from years past for what would have been the parade's 49th annual event."We are saddened that we cannot gather this year to celebrate the San Diego Bay Parade of Lights, but we can see the magnificently decorated boats from previous years in our recap video that is shared online," said parade Chairman Larry Bauman.The Bay Parade of Lights routinely brings more than 100,000 visitors to the waterfront, as 80 decorated boats glide through the bay on two weekends."Let us all do what we can to reduce the spread of Covid-19 and stay safe so that we can come back next year and celebrate the 2021 holiday season and enjoy the Parade of Lights on the bayfront," said Bauman.You can see the parade's look back: 927

  

SAN DIEGO (KGTV) — Two San Diego brothers are renewing their push for a Holocaust memorial along the Embarcadero, but the Port of San Diego does not appear to be on board.Mark and Frank Powell, who are Jewish, want to install the memorial at Tuna Harbor, just steps from the U.S.S. Midway Museum and the popular Unconditional Surrender kissing statue. The monument depicts U.S. Soldiers liberating Nazi concentration camps at the end of World War II, with general Dwight D. Eisenhower looking on. The Powells are bringing the idea back to the Port in light of the recent Poway Chabad shooting and overall increase in anti-Semitic incidents. RELATED: Coronado Bridge to light up this week as part of lighting study"It's to educate students, parents, tourists, the public on genocide, the Holocaust and ways to prevent this from happening," Mark Powell said. In 2017, the Powells had the finances lined up, and support from more than a dozen politicians. They had letters from Democratic Congressman Scott Peters, Republican Congressman Duncan Hunter and San Diego Mayor Kevin Faulconer. But the Port's Public Art committee rejected the proposal in an 8-0 vote. In a statement Friday, Port Chairman Gary Bonelli said there were a number of issues with the proposal."No one on the Committee questioned the importance of the proposed WWII Military Liberation Monument, but Committee members felt that this particular proposal neither inspired nor caused one to contemplate the subject matter," Bonelli said. RELATED:County of San Diego unveils new air monitoring toolsBonelli added that there were concerns over the proposed location due to size and the imagery of barbed wire and chains, particularly next to the Unconditional Surrender Kissing Statue, which he described as popular and celebratory. Mark Powell said that's precisely why it's the right location. "Not everything is going to be butterflies and roses," he said. "We have to teach our kids that life is hard and life is a struggle."The port added that it's not currently accepting new art proposals for the Embarcadero because of redevelopment. A spokeswoman for the agency says the Powells can re-submit their monument proposal if there are significant changes after their prior feedback. They have until January 2020 to do so. 2298
