YANGON, Aug. 29 (Xinhua) -- The 5th Escort Task group of the Chinese People's Liberation Army (PLA)- Navy, made up of two warships -- "Guanhzhou" and "Caohu" made a friendly call at Myanmar Yangon's Thilawa Port Sunday afternoon.It was also the first time for Chinese naval warship to have called at Myanmar port.The five-day mission is aimed at promoting friendly relationships between the two armed forces of the two countries and exchange between the two navies.A grand ceremony was launched to welcome the Chinese warships amid rain, attended by Major Han Sein, Commander of Myanmar Navy Dockyard Base, Chinese Ambassador to Myanmar Ye Dabo and other embassy officials as well as representatives of Chinese companies, teachers and students based in Myanmar and local Chinese residents totaling about 200.Chinese naval soldiers and officers of destroyer Guangzhou stand in formation on board upon their arrival at Myanmar Yangon's Thilawa Port, Aug. 29, 2010. BEIJING, Sept. 16 (Xinhua) -- After several similar criminal cases led to greatly varying punishments triggering public concerns, Chinese courts are adopting a series of measures to ensure uniform standards for sentencing criminals.On Oct. 1, two documents that instruct judges on uniform procedures for sentence measurements will be put into use in all Chinese courts, which is said to be a "major reform" for the country's legal system regarding criminal prosecution.According to the new procedures, courts should first set up a penalty baseline for a criminal case based upon basic criminal facts. Then additional punishments will be added according to the amount of money involved, the frequency of the defendants' violations, the consequences and other factors. At last, courts will adjust the results considering the case's overall nature and issue a final sentence.The move came after a series of similar drunk driving cases that led to greatly varying punishments.In July 2009, the Intermediate People's Court of Chengdu in southwestern Sichuan Province sentenced a drunk driver named Sun Weiming to death following an auto accident in which he was driving without a license and killed four people. In the second trial, the verdict was changed to life imprisonment.Sun's case was deemed as a crime against public security.However, one month later another drunk driver in central China's Henan Province only received a jail term of six years and six months for killing six and injuring seven people.That case was ruled to be a traffic accident crime."(The reform) is of significant importance for regulating judicial actions, providing uniform standards for law applications, promoting righteous and uncorrupted justice and boosting the authority and credibility of the country's courts," said Wang Shengjun, president of the Supreme People's Court (SPC), at a Thursday meeting."The Criminal Law only lays down a very wide range of sentences for certain types of crimes, and thus it is very difficult for prosecutors to give a specific sentence based on that," said SPC vice president Xiong Xuanguo in an exclusive interview with Xinhua Thursday.Xiong noted that different judges, given their different knowledge, manners and experience, will also have varied views on the same case.According to the documents, another major change is to introduce advice on sentence measurements from procuratorate organs, including the types and scopes of punishments and how to implement them.Also, courts are allowed to organize public prosecutors, parties involved, their defenders and legal representatives to offer their own advice on sentencing measurements.With the introduction of sentencing measurement advice from defenders, legal representatives and other parties involved, the new rules were expected to balance judges' considerable powers of discretion, said Professor Chen Weidong with the Renmin University of China.According to the SPC, since June last year more than 120 pilot Chinese courts have already been following the new procedures when prosecuting 45,000 criminal cases in 15 regular categories, including traffic accidents, robbery, theft, and drugs, among others.The trial practice has seen positive results as sentences among cases of similar natures and those in different regions were not as varied as before.The rate of appeals and change of sentences in second trials also dropped in these courts, according to Xiong.Meanwhile, Xiong sought to assure those concerned that the new rules would not excessively limit judges' powers as "the standards for sentence measurements, themselves, were made based on all prosecutors' discretion." < "If the measurement results are not appropriate, judges will still have the right to make certain adjustments," Xiong said, adding that local courts will also set down detailed sentence measures according to the characteristics of their regions."The reform is an inevitable process for China's criminal prosecution to transform from rough estimation to precise, scientific and canonical," Professor Chen said.

The two leaders agreed to take the chance to facilitate closer exchanges and cooperation in various areas.Hu proposed to keep regular contact between the two countries' leaders through visits and meetings on multilateral occasions, in a bid to maintain timely communication on bilateral ties and major issues of common concern.He also said it was important to maintain the consistency of China-Myanmar good-neighborly policies, step up efforts in formulating bilateral economic cooperation program to guide and facilitate win-win trade cooperation."China is willing to increase imports from Myanmar," he said, adding the Chinese market welcomes more investment from Myanmar enterprises.The two countries share a border line of over 2,200 kilometers. Hu called on both sides to jointly safeguard peace and stability of the frontier and boost economic and social development of the border areas."China respects sovereignty and territorial integrity of Myanmar, understands and supports the Myanmar government's efforts for national reconciliation," Hu said.He vowed to enhance cooperation with the country in border management, intensify efforts to jointly combat cross-border crimes for sound production and life order of the border regions.Than Shwe agreed with Hu's proposals, saying it was of vital importance for both countries to maintain peace and stability of the border areas. He pledged joint efforts with China to this end.Than Shwe arrived in Beijing on Tuesday afternoon to start his five-day state visit to China. China's top legislator Wu Bangguo and Premier Wen Jiabao will meet with him on Thursday.Besides Beijing, Than Shwe will also visit the 2010 Shanghai World Expo and the economic hub of Shenzhen in Guangdong province.

TOKYO, Oct. 1 (Xinhua) -- Japanese Prime Minister Naoto Kan highlighted Friday the importance of relations between Japan and China, saying it was essential to deepen the mutually beneficial relations.While Kan was explaining his concerns regarding China at the opening session of the Japanese Diet."As neighboring countries separated by a thin strip of water, Japan and China are of great importance to each other. It is acknowledged that relations between the two countries are of critical importance to the Asia-Pacific region and, I might say, the entire world," he said.He urged both countries to proceed calmly with current issues, including the recent maritime collisions in the East China Sea that sparked a diplomatic spat, saying that cooperation was indispensable."In terms of the relationship between Japan and China as a whole, it is essential we work together to deepen our mutually beneficial relationship based on common strategic interests from a broad perspective, including peace and prosperity in the Asia-Pacific region and increasing cooperation in the economic field," Kan said.Seperately, Japanese Foreign Minister Seiji Maehara said Friday Japan was open to discussions with China in order to prevent further maritime incidents as strained bilateral ties between Japan and China were "not productive.""It is necessary that Japan and China reach an accord on how to avert an incident," Maehara said at a meeting hosted by Kyodo News."We are required to strategically establish a win-win relationship between the two countries, considering that tensions and confrontations are disadvantageous for both," he said.
