For 22 years, Derick Waller protected and served in New York City as a member of the New York City Police Department. He joined the NYPD in 1995, starting out as a street cop, but he eventually became a detective.“I absolutely loved being a police officer,” said Waller. “I loved helping with their problems, and I was fortunate to work in the communities of color, which I thought I could serve best.”While Waller enjoyed the comradery with other officers, serving in his hometown communities and helping people in need, there were things about the job he didn’t love and didn’t agree with.“The police department is basically a business, like you work at Macy’s you have to sell. Once you become a police officer, you have to bring in bodies,” said Waller.Bodies, he explained, is a term many officers use to describe when an officer makes an arrest and brings someone in to be booked and processed.“Let’s say you have the company commander of your precinct, he basically gets promoted based on how many arrests he gets,” Waller added.On the surface, that may not seem concerning, but what Waller witnessed was some officers over-policing, especially in communities of color, for the purpose of promotions, higher pay, or because of pressure to fill unofficial quotas.“There are so many amazing officers that just want to do right, but with that pressure on them, how can they?” asked Waller.Toward the end of Waller’s career, he began speaking up about arrest and citation quotas. He made his concerns public on what they were doing to officers’ mentality and the community.He believes what happened to him is a prime example of why so many officers around the country are concerned to speak up when they see another officer potentially doing something wrong or the department implementing questionable policing practices.“A lot of officers want to speak out, but they are so afraid of the retaliation that the police department is going to come after them,” said Waller.After Waller spoke out, he went from being named Officer of the Month to being written up and ridiculed.“I would come back after my days off my locker would be flipped over; they put a big rat poster on your desk, all kinds of stuff,” Waller recalled.Breaking through, the often referred to “blue wall of silence” made the last few years of his career tough, but he left the job still hopeful that improvements with policing could come.“There are many officers who love the job and there are good officers, more than not,” said Waller. “Right now, the definition of a good officer is the one who brings in those arrests. If we can change the definition, then maybe we can change the mentality of the police department.”Waller’s definition of a good officer is one who is respected but not feared in their community. 2796

FREMONT COUNTY, Idaho — Chad Daybell has pleaded not guilty after investigators say they found the remains of two missing children on his property.According to court documents obtained by KSTU on Monday, Daybell entered a not-guilty plea on Friday. The action, filed in the Fremont County court system, also included a request for a jury trial and pre-trial process.Daybell was charged with two felony counts of destruction or concealment of evidence last week after police say they found the remains of Joshua "J.J." Vallow and Tylee Ryan buried on his property in Salem, Idaho.He remains in jail on a million bond.Daybell married the two kids' mother, Lori Vallow, after they went missing in September and after his wife Tammy Daybell died in October. For the third time in a week, a suspicious package has been addressed to CNN. This time, on Monday morning, the package was intercepted in Atlanta, the home to CNN's worldwide headquarters.The package "was intercepted at an Atlanta post office," CNN President Jeff Zucker said in a memo to staffers. "There is no imminent danger to the CNN Center."The Atlanta Police Department said Monday morning that they responded to a call at 9:38 AM about a suspicious package at a post office near the CNN Center. The package appears identical to the other packages authorities say were sent by pipe bomb suspect Cesar Sayoc, who was arrested on Friday.The other two packages addressed to CNN were apparent mail bombs. The first package arrived Wednesday morning in the mailroom at Time Warner Center, home to CNN's New York offices. It spurred a five and a half hour long evacuation of the building.That package was addressed to former CIA director John Brennan, who actually works for NBC.The second package was addressed to both CNN contributor James Clapper, the former director of National Intelligence, and CNN. It was found Friday morning at a post office six blocks away. It wasaddressed to Time Warner Center.There was no immediate word from authorities on Monday about whether the suspicious package in Atlanta is linked to last week's wave of mail bombs.Among the other recipients were former President Barack Obama, former Secretary of State Hillary Clinton, former US Attorney General Eric Holder, California Senator Kamala Harris, New Jersey Senator Cory Booker and California Rep. Maxine Waters.Pipe bomb suspect Sayoc is due in court on Monday.As a result of Wednesday's package, all mail destined for CNN's US offices is now being screened first at off-site facilities.This means that Friday's package "would NOT have come directly to the TWC, even if it hadn't been intercepted first," Zucker said in a Friday memo.On Monday, following the interception of the suspicious package in Atlanta, Zucker said the same protocol would have applied in that incident."All mail, at all CNN domestic bureaus, is being screened at off-site facilities as of last Wednesday, so this package would NOT have come directly to the CNN Center, even if it hadn't been intercepted first," Zucker wrote.
