Facebook and Instagram were both having issues as users reported problems with the social media sites early Tuesday morning. According to downdetector.com,  the East coast is reporting the most problems with Facebook in the United States, but issues are being reported globally as well. This is the second time this month users from all over have reported Facebook being down.Instagram users were also reporting problems, according to downdetector.com.Some of the problems with Facebook included not being able post status updates, the page not loading at all or loading very slow, not being able to send messages over Facebook's separate Messenger app and some saying they received an error message indicating the site was doing maintenance, among other issues.Instagram users reported the app not loading and showing an error message.Some people were able to access Facebook or Instagram, or both, later in the morning and without problems. Neither social media site has said what caused the problems, or when users still having issues . would be able to access the sites again.Users took to Twitter to report the outages, using the hashtags #FacebookDown and #InstagramDown. 1220

ESCONDIDO (KGTV) -- Escondido police arrested a man with prior criminal convictions Thursday after they found him passed out in his vehicle wearing a ballistic vest and loaded rifle magazines in his front passenger seat. He also had other weapons and police gear he'd allegedly stolen from a law enforcement officer in San Diego, authorities said.According to a release from Escondido Police Department, officers found the man after a caller reported him passed out around 1:10 a.m. outside the 7-Eleven on West Ninth Avenue. The caller said the man was likely under the influence of drugs and did not respond to attempts at waking him.When officers arrived on scene, they recognized the man as 30-year-old Thomas Vann, who has prior criminal convictions. He was wearing a ballistic vest with loaded rifle magazines that were "plainly visible" on the front passenger seat.Officers were able to wake Vann and detain him. They searched his vehicle and found four fully loaded rifle magazines, 126 rounds of rifle and shotgun ammunition, and stolen police gear, including a tactical vest, a duty belt, a medical kit, and handcuffs. Officers determined the police gear was stolen Wednesday from a law enforcement officer in San Diego. They also found 392 grams of methamphetamine and 78 grams of heroin.Vann was arrested and booked into the Vista Detention Facility on numerous drugs, weapons, and stolen property charges. 1426

ENGLEWOOD, Colo. -- A homeless man used what little he has to give a selfless gift during a toy drive at a Colorado Walmart.Glen McCarthy walked to Walmart and got a cup of coffee. He was touched by the toy drive that was going on. He ended up buying a Barbie and a Hot Wheels set, but he couldn't stop thinking about a bike he saw."And I looked at that bike, and the bike was marked , but the tag underneath it said ," said McCarthy.It's not a lot of money for some, but for McCarthy, it was nearly everything. He went back to the hotel where he was staying and paid for another night. Back at the hotel, he still couldn't stop thinking about the bike.He walked back to Walmart and asked about the bike since the tag listed two different prices. Once a clerk realized what he was doing, she told him that he could have the bike for ."Another big reason I got to thinking, this is probably going to be my last Christmas. I'm no one, make some little kid happy," said McCarthy.McCarthy has always loved Christmas, and he realizes his time is running out. Doctors recently told him that his cancer is terminal, he has less than a year to live. "It took my losing everything to realize that I'm happier now struggling for everything in my life than I had when I had big money," said McCarthy.Despite being sick and homeless, he continues to volunteer at Senior Support Services in Denver. Staff at the center weren't surprised to hear what McCarthy did at Walmart."Totally sounded like Glen, yeah totally. So it's just amazing, he just has a real caring heart and willing to help people," said Julie Romero, Day Center Manager at Senior Support Services.In this season of giving, McCarthy knows it's about the joy that comes with making someone's day a little brighter. (KGTV) — Encinitas officials announced a "one-of-a-kind" crosswalk has been placed across Coast Highway 101 in downtown.Officials say the artistic crosswalk featuring surfboard shapes and waves spans across the highway at G Street and took two years of coordination between city staff and City Council to put together. The city says the crosswalk will improve walkability and bring more public art to the area.Artist Steffen Vala, whose work has appeared around the globe and been featured by Apple, Marvel, and other big brands, was commissioned for the crosswalk."The iconography of surfboard shapes is a nod to each surfer's 'magic board,' unique to them like their fingerprint. Juxtaposing this individualism is a unifying tidal wave laid out like the ocean's fingerprint that connects all the surfboards. This symbolizes the unifying, collective, 'party wave' we are all riding and our love in protecting the environment while celebrating our differences," the city said in a release.The city says the crosswalk is the longest decorative crosswalk of its kind and first one across a historic highway. 1132
