SAN DIEGO (KGTV) - Alarming audio files and documents from the San Diego Sheriff’s Department’s Internal Affairs Division have been released about the sexual misconduct investigation into ex-deputy Richard Fischer who was accused of assaulting 16 women. Team 10 has started pouring through the records.In one audio clip, an Internal Affairs interviewer is heard questioning, "As you're buckling her, did you say, 'I hope your husband doesn't mind?'" He responded, "I don't recall saying that." He was apparently being questioned about his interaction with a handcuffed woman who was in his patrol car. "Okay. Well, do you recall if your arm or your palm of your hand touched her breast?" she asked. He said, "No. I would say I can't recall for sure if I accidentally touched- rubbed against- not rubbed. Um, unintentionally touched her breast with my arm as I buckled her in."In another clip, a woman is heard describing how she says Fischer placed her hand on his private area. She said, "Oh my God. I was, like, in a panic. I didn't know what to do."The hours of audio recordings and hundreds of pages of reports from the Department have now been made public. He replied, "[I’m] probably [going to] say ‘no’. SAN DIEGO (KGTV) - A San Diego program has received a state grant to train law enforcement officers across California.The program, Game Changer, was founded in 2016 by Sean Sheppard after he saw large protests break out across the country against police brutality.His idea was simple. He would bring members of the public together with law enforcement officers over a sports game."To get some human bonding time," explains Sheppard. "Because that rarely takes place between law enforcement and the general public."Before, they would talk for a few hours about what issues they saw between police and the communities they serve. After, they would get to socialize at the game.Since 2016, Game Changer has hosted 60 events and continues to grow.The Game Changer model was just awarded a 2-year, 0,000 grant from the California Commission on Peace Officer Standards and Training.Once the program is accredited, law enforcement personnel who complete a Game Changer event can put it toward their required training credit hours.Members of the public are needed too. SAN DIEGO (KGTV) -- A woman was shot multiple times during a dispute over a transaction in the Encanto area, San Diego police said Monday morning.Police said the incident occurred just after 5:30 a.m. in the 6100 Imperial Avenue.According to police, a woman in her 30s suffered several gunshot wounds to her arm and one to her stomach. Her injuries are not considered life threatening, police said.Police said the woman was shot by a man during what was described as a dispute over a transaction. The man was described as a Black man in his 30s, 6 feet 4 inches tall, and weighing 210 pounds.He was last seen wearing a red hoodie and blue jeans.No other details were released. 684
