CHULA VISTA (KGTV) -- Laurence and Cherryl Lector's two small children were eager to show off their costumes and hit up their neighborhood for sweets. But the couple didn't want to abandon their home on Baywood Circle in Chula Vista and disappoint the several trick-or-treaters likely to stop by for confectionery.So, the couple filled a large candy bowl hoping their security camera -- fixed visibly in their porch -- would keep visitors honest.  The family then set off on their haunts.The Lectors phones were buzzing with video alerts showing little ghosts and ghouls digging through the self-serve candy bowl and respecting the Halloween honor system.Then they received a video showing an esurient group of older kids, and one small girl, emptying out the dish into their bags."I was devastated someone could just get all the candy and ruin the night [for other trick-or-treaters]," said Laurence Lector.One of the kids noticed the camera and even pointed it out to someone else in the group, but the kids continued to snatch all of the treats until every sweet was gone."We were disappointed that those that came afterward came to an empty bowl," Cherryl Castro-Lector told said.About an hour later, they received a video from their camera that warmed their hearts.The video shows a girl and boy investigating the empty bowl.  They must've known that the night wasn't over for other little trick-or-treaters. So, the group took turns emptying their own their treats into the bowl, starting with their mom."I got a little teary eyed.  Gosh, I hope my kids are like that someday," Castro-Lector said. "I would have hugged those little kids and mom if I were there."The Lectors are eager to find these children and their parents to say thanks.  "I would love to meet them and thank them for being so kind. Not just for me but everybody that followed and enjoyed Halloween, as they should," Castro-Lector said. 1969

China said Friday it will temporarily reduce tariffs on imports of American-made cars as it tries to negotiate a trade deal with the United States.Citing the meeting earlier this month between US President Donald Trump and Chinese leader Xi Jinping, the Chinese Finance Ministry said in a statement that it will remove the additional 25% tariffs on car imports from the United States for three months starting January 1. That will bring China's tariffs on American-made cars to 15%, in line with those for cars made in other countries.China also said it would suspend its 5% tariff on 67 other auto parts.China imposed the additional tariffs on US cars in July and on some auto parts in September as part of its retaliation in the trade war between the two countries.At their meeting in Argentina, Trump and Xi agreed to a temporary truce while they try to negotiate a broad trade deal over the next 90 days.In its statement Friday, the Finance Ministry described the decision to remove the tariffs as a "concrete action" aimed at helping to bring about a "mutually beneficial new Sino-US trade order."Xi pledged in April that China would cut tariffs on imported cars this year. His government delivered on that promise in July, reducing import taxes from 25% to 15%.But just days later, China imposed new additional tariffs of 25% on American-made passenger vehicles as the trade war with the United States escalated.The tariffs hurt profits of major automakers that ship cars to China from the United States. Germany's BMW and Daimler, the owner of Mercedes-Benz, have been hit particularly hard. Shares of BMW (BMWYY) and Daimler (DDAIF) both trimmed early Friday losses on the news.The stocks had spiked last week after Trump tweeted that China was going to cut auto tariffs.General Motors (GM) and some other automakers already have a large presence in China through partnerships with local manufacturers. (KGTV) -- The city of Chula Vista is hoping "Granny Flats" will help ease the county's affordable housing crisis. Tuesday night, the city council unanimously voted to approve a series of changes designed to make it cheaper and easier to apply for a permit to build a granny flat or "accessory dwelling unit." The ordinance brings the city into state compliance. California lawmakers passed a measure last year loosening the regulation and reducing some fees associated with building. Chula Vista added a regulation aimed at preventing the units from becoming short-term vacation rentals. Under Chula Vista's ordinance, the homeowner must live on the property. Max Zaker owns a real estate company in Eastlake. He's also running for Chula Vista City Council. He said the city must find a way to keep up with its growth. "The average price for a two-bedroom condo is about ,700 to ,800 a month, so imagine a kid right out of college, they just got their first job. There's no way they're going to be able to afford it. So, if there was a granny flat they could stay at home," said Zaker. The new rules also eliminate parking requirements in some cases. If the property is located within half a mile from a public transit stop, the homeowner is no longer required to provide parking. "The whole idea is to make these affordable and less cumbersome and less excessive requirements," said Michael Walker, Chula Vista's senior planner. Walker estimates the reduction in fees could be a savings of roughly ,500. On average, the city only gets roughly 10 permit applications a month. City leaders hope that will change with the relaxed rules. "We are hoping this will encourage other types of residential development to happen in Chula  Vista so we can increase our housing stock because we have to," said Zaker. A second reading is required before the ordinance is officially passed. The new rules are expected to go into effect in May.  2109

CHULA VISTA, Calif. (KGTV) - The budget issues at the Sweetwater Union High School District appear to be worse than originally predicted, and it has cost some teachers their jobs. On Monday night, the district's school board voted to cut 34 temporary teaching positions in the district's adult education program. One of the teachers losing their jobs, Dottie Giffen, told the board members at the public meeting, "You could say sorry a million times, and the mess that you got us into does not make any of us feel better."Many parents say they are fed up with the cuts and want someone to be held accountable. Giffen said of the district's leadership: "We have no faith, no trust. We want the district cleared out. We want to start over fresh."According to an audit released at the school board meeting on Dec. 3, the district is in its current financial state because of a number of issues, including internal borrowing, unsustainable salary increases, and a decline in student enrollment.The new audit was first reported by The Voice of San Diego, showing the district is borrowing money faster than it can pay back, taking money from Mello-Roos fees on people’s property taxes. This fiscal year alone the will borrow million dollars in addition to the million they already owe. Parents are now hoping the county or state will take over and balance the budget. One parent told 10News he wants the district employees out, replaced by someone with a fresh set of eyes. County education officials told 10News they are monitoring the situation and issued this statement:“The San Diego County Office of Education (SDCOE) continues to monitor and work with the Sweetwater Union High School District to resolve the district’s 2018-19 budget shortfalls. Ensuring the students of Sweetwater Union High School District are supported and provided every opportunity to succeed is the highest priority of the district and SDCOE.”The district also sent 10News a statement reacting to the audit:“Over the past few months the Sweetwater Union High School District has faced very significant challenges with respect to our organizational budget. As we have previously outlined, several factors such as increased costs to the district and decreased enrollment and attendance have placed us in a very difficult position.However, Sweetwater, like many other districts across the state, has endured challenges like this in the past. We have worked diligently to stabilize our budget and taken measures to do so.
