SAN DIEGO (KGTV) — San Diego County's unemployment rate dropped for the sixth consecutive month, but that momentum appears to be at risk. The state reported Friday that the jobless rate in the region was 7.7% in October, down from 8.9% in September. Over the last year, about 106,000 San Diegans have lost their payroll jobs. San Diego's recovering job market is facing new headwinds from the latest round of coronavirus restrictions. The purple tier bans indoor dining and limits retail capacity to 25%. And on Saturday, the governor's curfew of 10 p.m. to 5 a.m. goes into effect. RELATED: San Diego County issues cease and desist orders for local businesses as region enters California's purple tierPurple tier restrictions begin in San Diego just after midnight Friday."In the next few weeks what I think you see is those businesses that aren't going to be able to make it on the margin, they will have to let their employees go, so you'll see a tick up in unemployment, and then it will probably stabilize through the rest of the year," said Ray Major, chief economist at the San Diego Association of Governments.Meanwhile, businesses that don't plan to lay off workers will likely have to reduce hours. RELATED: California businesses trying to survive during purple tier restrictionsAt Ballast Point, vice president of retail Jeremy Kirby said the company wouldn't be able to add staff until restrictions lift to 50% indoor capacity. "People want to come out and dine out. They want to support the local businesses, but until it gets to that point, we won't be sending out any mass hiring emails and postings," he said. A year ago, the county's unemployment rate was just 3%. 1689

SAN DIEGO (KGTV) — Residents in one City Heights neighborhood say they're upset their streets have become a constant "demolition derby."In the Ring video, a loud crashing sound is heard at night, before a frantic Yesenia Zepeda goes outside her home in late April. A hit-and run driver struck her girlfriend's car parked on Dwight Street near 47th Street. It is the second time her girlfriend's car has been struck outside the home in a 4-month period. "It's ridiculous and it's dangerous," said Zepeda. Last week, that danger played out again on her Ring camera, as a car collided with an SUV carrying a mother and a one-month-old baby, who appeared to be okay. "It was heartbreaking to see," said Zepeda. Zepeda fears more heartbreak may be just around the corner. "I hear screeching all the time," said Zepeda. She and other neighbors say crashes and close calls are a constant. "You really can't see anything at night," said Zepeda. Zepenia points to the dark street, speeding cars, a sharp turn, and one very narrow street. Other videos show just how tight that squeeze is. Sometimes, two-way traffic is not possible. Zepeda has contacted city officials, asking for streetlights, signage to help slow speeds, and turning a section of 47th Street into a one-way street. A city spokesperson issued the following statement: “In April 2017, a 24 hour traffic study was conducted and the data concluded that this location does not qualify for traffic calming measures. Although the data did not warrant traffic calming measures, in May 2017, the City installed 2 speed limit signs on Dwight and 47th Streets and painted a yellow centerline at the intersection of 47th and Dwight. The City will open a new case to re-evaluate this street segment for traffic calming and evaluate for street lights.” Corinne Wilson, Communications Manager for City Council President Georgette Gomez, issued the following statement: “Our office has been working with Yesenia. The corner was referred for a traffic study in 2017. Recently, we have requested that it also be specifically evaluated for additional signage and are requesting data from the SD Police Department regarding collisions. We will continue to work with the residents and City staff to address concerns.” 2263

SAN DIEGO (KGTV) - Rent isn't the only thing in San Diego on the rise - so are the costs and fees associated with it. A recent study from HotPads, a Zillow-owned site, says San Diegans can pay ,270 per year in overlooked costs and fees that come with moving. The includes security and pet deposits, pet rent and parking. The biggest chunk comes from the security deposit, which is typically one month's rent. In all, it works out to an additional 6 per month. "As rent prices continue to rise and rent affordability remains a concern, it is important for renters to consider all their potential expenses before planning a move," said Joshua Clark, economist at HotPads. RELATED: Making It in San Diego: Ways to save on your rental homeApril Steingrebe, who owns New West Property Management, said it's vital to read your lease thoroughly before renting a place, looking for any additional responsibilities. "There's all kinds of things they might charge you for at move-in, so you want to be sure to check before you sign anything," she said. Steingrebe focuses largely on downtown, renting out privately owned condos. She says some buildings even require tenants hire move-in coordinators to make sure things go smoothly and not disturb other residents. RELATED: San Diego's top neighborhoods to get more rental space for the moneySteingrebe said in addition to security deposits and fees, downtown condo living comes with living under a homeowners association's rules. Renters don't pay the HOA directly, but landlord's can pass along any sort of fines or violations they commit. "Unauthorized moves, these buildings downtown, you can't just walk in with your couch, you have to schedule it," Steingrebe said, adding dumping trash inappropriately can also lead to fines. The biggest financial issues that arise for renters come at the end of a lease, when it comes to getting a security deposit refunded, Steingrebe said. She said the best defense is to document with photos and text any damage or issues that occur throughout the year, starting with an initial move-in inspection. RELATED: Making It in San Diego: Sailor gets proactive to find housing"A lot of times if you have that documentation and you show your landlord, they go, 'okay, we're not going to mess with it, it's not worth it,'" Steingrebe said. She said it's typical for landlords to deduct for carpet cleaning at the end of the lease. Renters can hire their own company to do it and leave the receipt, but if the job is sub-par, they could end up paying twice. Renters do have the right to use their property and not be charged for normal wear and tear. For instance, it's totally fine to nail a picture to the wall. Doing something bigger, however, such as a mounting a large TV to a wall, could lead to extra withdrawals from your security deposit. 2837
