DEL MAR, Calif. (KGTV) - Renting or owning a home in Del Mar is way out of reach for most San Diego families. But unlike other coastal cities, Del Mar has zero affordable apartments. Instead, Del Mar subsidizes rent for six low-income families. On Monday, the county's smallest city could get on the way to offering affordable homes. The Del Mar City Council could move to take advantage of a new state law that streamlines permitting for accessory dwelling units, like a granny flat in the backyard or a separate apartment within a house. The city may ask families who build those units to commit to leasing them to low-income families for thirty years. In exchange, the homeowners would get an additional 500 square feet of space above current zoning when they want to add on to their properties. “There is nothing that brings me to life or makes me feel more at home than being near the coast, and I think it's a blessing and wonderful opportunity,” said Kari Arendsen, who was visiting Dog Beach.  The city is hoping to start the program with two homeowners, but ultimately aims to get 22 affordable homes on line. The affordable homes would be for families earning at least 80 percent of the median income, so a family of two earning about ,200 a year would qualify. An individual could earn as much as ,950; a family of three could earn up to ,600, and a family of four ,750. 1441

Democrat Harley Rouda has defeated California Republican Rep. Dana Rohrabacher with a current lead of about 17,000 votes, securing another seat for the new Democratic majority in the US House of Representatives, CNN projects.Rohrabacher, a conservative stalwart, represented California's 48th Congressional District for nearly 30 years. He had been trailing his Democratic challenger in the week following the midterm elections, raising eyebrows about whether or not he could keep his long-held seat. But by Sunday, Rouda, a progressive former realtor and businessman, had pulled ahead of Rohrabacher with 53.2% of the vote compared to Rohrabacher's 46.8%.During the race, Rouda capitalized on disdain for President Donald Trump among the district's many college-educated voters, something that will likely work to his advantage as his party is gearing up to use their new power in Washington to challenge many of the President's policies and actions. 958

DESCANSO, Calif. (KGTV) -- Firefighters Wednesday battled a house fire near Descanso that spread to nearby brush. According to Cal Fire, the blaze started on the 24000 block of Sherilton Valley Road in the area of Cedar Creek. Part of the home became involved in the fire before flames spread to nearby brush, scorching two acres. Crews were able to stop the forward rate of spread of the fire after 4 p.m. The blaze comes less than 24 hours before Santa Ana winds are set to begin in San Diego County, ushering in high fire danger. 726

DEL MAR, Calif. (KGTV) - San Diego’s North County Transit District detailed Friday the structural reinforcements made to the Del Mar bluffs following a “washout on the tracks.” Two areas were washed out on the bluffs south of Seagrove Park following the Thanksgiving storm, the NCTD reported. Jacobs Engineering and Leighton Consulting reviewed the cause of the track washouts. A preliminary report found the following contributing factors: Excessive stormwater run-on from the City of Del Mar’s residential streets and adjacent properties. Existing drainage facilities (earthen swale drainage ditches) to include culvert clean outs, stormwater overflow not channeled correctly built up and overflowed the main track just south of 13th Street causing erosion on the west side of the Cast-In-Drilled-Hole (CIDH) piles. Debris was observed on the ends of the ties and evidence of the drainage overflowing the track adjacent to the CIDH piles. Drainage channels were completely silted in at this location as well. Excessive silt was a result of overwhelmed inlets from heavy rain and excessive City of Del Mar run-on stormwater that mobilized right-of-way sediment and sediment migrated further, blocking inlets and filling in earthen trackside ditches. RELATED: Del Mar cliff crumbles near train tracks following heavy rainsAt the southernmost point of erosion, two one-inch thick steel plates measuring eight by ten feet and concrete slurry were used as a temporary fix, the NCTD said. The northern washout location will require engineers to analyze it, according to the NCTD. The repairs will be made no later than Jan. 11-12, a date previously scheduled to complete other rail work. Until the repairs are finished, the NCTD said it will have an inspector stationed at the bluffs around the clock to ensure safety for passengers and train crews. It is critical that we advance projects to stabilize the Bluffs for the next 20 to 30 years so that the region can determine and implement a permanent solution. Over the last few years, we have all seen the impacts of sea level rise and we should expect that we will continue to see more weather-related events like this most recent rainstorm moving forward,” said NCTD Executive Director Matthew Tucker. Tucker and San Diego Association of Governments (SANDAG) Executive Director Hasan Ikhrata issued a joint memorandum supporting projects to secure the bluffs. The statement requested an immediate grant of million to support emergency repairs, in addition to another million to support repairs through 2021, and up to million in 2022. 2755

DETROIT, Mich. — A Detroit mother lost her battle with COVID-19 after giving birth to a baby boy. The 33-year-old woman, Erika Becerra, passed away before she could even hold her newborn son in her arms. Becerra had no underlying conditions other than her pregnancy. Her family is understandably heartbroken after the unbelievable tragedy. Thankfully, Becerra's husband, 1-year-old daughter and newborn son all tested negative for the coronavirus. With unimaginable challenges ahead, Becerra's family has started a GoFundMe page to help with expenses. This story was originally published by staff at WXYZ. 613
