DEL MAR, Calif. (KGTV) — A three-year-old horse died after it broke down during training and had to be euthanized at the Del Mar Fairgrounds Saturday. The horse, named Koa, broke down during training, according to the Del Mar Thoroughbred Club (DMTC) confirmed. The extent of the horse's injury was unclear.Koa is the ninth horse to die while racing or training at Del Mar this year. RELATED: Horse injured at Del Mar euthanized following complicationsTwo days into Del Mar's summer season, two horses — two-year-old Charge A Bunch and three-year-old Carson Valley — collided head-on during training, killing both animals. Carson Valley's jockey, Assael Espinoza, suffered an injury to his back and was hospitalized.A third horse, Bowl of Soul, was euthanized less than two weeks after due to a fetlock joint injury. Bri Bri, an unraced three-year-old filly, was euthanized in August after suffering a serious injury during training. In November, two horses — three-year-olds Ghost Street and Prayer Warrior — died after serious injuries in separate races. A third horse, Princess Dorian, was also injured during a race and later euthanized after complications from surgery.Another horse, Slewgoodtobetrue, died in November after it collapsed in a barn after a workout.RELATED: Del Mar Thoroughbred Club upgrades horse safety for 2019 racing seasonIn response to the early horse deaths, DMTC said a series of safety reforms have been instituted to ensure horses are protected during races.“Del Mar has implemented a series of safety and welfare reforms over the last several racing seasons, including the creation of an independent five-member panel to review all entries. To date, there have been no fatal injuries during racing in the current summer meet,” club officials said at the time.If a horse's injury is catastrophic enough, it may be nearly impossible to rehabilitate them, leading to euthanization, according to veterinarians. 1944

DENVER – Sen. Cory Gardner (R, Colorado) said Friday he’d received assurances from President Trump this week that Colorado’s legal marijuana industries won’t be affected by Justice Department rule changes implemented earlier this year, and said the president backs a congressional fix.“Late Wednesday, I received a commitment from the President that the Department of Justice’s recission of the Cole memo will not impact Colorado’s legal marijuana industry,” Gardner said in a statement to Scripps station KMGH in Denver. “Furthermore, President Trump has assured me that he will support a federalism-based legislative solution to fix this states’ rights issue once and for all.”Gardner said that he’d decided to lift the remaining holds on Justice Department nominees that have been in place since January, when Sessions decided to rescind the 2013 Cole memo, which generally protected states with legal marijuana programs from extraneous federal law enforcement. He dropped some of the holds in February “as an act of good faith,” he said at the time, after discussions with the deputy U.S. attorney general. The holds were to have stayed in place until Gardner received the assurance from the Justice Department or president, he had said. All of Colorado’s members of Congress except for Rep. Doug Lamborn have been working in varying degrees to pass legislation to protect Colorado’s recreational and medical marijuana programs. After Sessions made his announcement in early January, the acting U.S. attorney for Colorado reassured the members of Congress that federal enforcement rules in Colorado wouldn’t change much – but the members have pushed for further reassurances.Rep. Jared Polis, D-Colo., had tried to get an amendment into the omnibus spending bill Congress passed in late March that would have protected recreational pot programs. The provision would have prohibited the Justice Department from spending money to crack down on recreational marijuana in states where it is legal, but it was nixed. But the omnibus bill did include similar protections for states with medical marijuana programs.Gardner and Polis, as well as Sen. Michael Bennet and Rep. Ed Perlmutter, expressed disappointment that the protections weren’t included in the spending bill, but said they would continue to work toward solutions.Gardner said Friday that those discussions were active and ongoing.“My colleagues and I are continuing to work diligently on a bipartisan legislative solution that can pass Congress and head to the President’s desk to deliver on his campaign position,” Gardner said in a statement.Trump said during his 2016 campaign run that he would leave marijuana rules up to the states, so when Sessions made his January decision, Colorado politicians were incensed. On Friday, White House legislative affairs director Marc Short told The Washington Post that Trump “does respect Colorado’s right to decide for themselves how to best approach this issue.”But he also said the White House was “reluctant to reward that sort of behavior,” referring to Gardner’s holds that had affected around 20 nominees. 3125

DEL MAR, Calif. (KGTV) — Part of a Del Mar cliff crumbled, just feet away from train tracks, following heavy rains that battered the county.Sky10 flew over the affected area Friday, capturing a portion of cliffside hollowed out near train tracks near 13th Street. Several crews were seen assessing the area. Later, construction machinery was observed in the area as well.RELATED: Plan to stabilize Del Mar bluffs underwayAn Amtrak spokesperson said the erosion is not affecting schedules. However, Amtrak later posted that all train travel between Oceanside and San Diego will be canceled and a bus bridge will be used from 6 a.m. Saturday to 4 a.m. Sunday due to "unscheduled track work."North County Transit District added that, "The heavy rainstorms over the last 48 hours have caused a washout adjacent to the coastal railroad tracks along the Del Mar Bluffs just south of Coast Boulevard which support COASTER, Amtrak, and BNSF operations. At this time, all trains can safely operate at restricted speeds through the area based on site reviews and inspections conducted by railroad engineers."NCTD also planned bus service starting 6 a.m. Saturday. COASTER passengers will run a regular service from Oceanside to the Solana Beach train station, with passengers taking a bus to Santa Fe Depot in San Diego. "Northbound COASTER passengers who board the COASTER south of Solana Beach station will be bused all the way to Oceanside Transit Center," NCTD said. Repairs will be conducted starting Saturday morning and include excavating, setting new steel plates in place, and backfilling with concrete slurry to shore the bluff material and ensure the safety of the bluffs, according to NCTD officials. People nearby can expect "significant noise" from 6 a.m. to midnight.RELATED: Husband of bluff collapse victim talks mission to stabilize cliffsIn years past, Del Mar and other North County coastal cities have seen cliff failures after bouts of wet weather.Dramatic video captured a collapse in Del Mar in February, just as a cliff surveyor was taking video of the location. Last winter, several collapses in North County were recorded after another wet winter. In May, a section of Sunset Cliffs was taped off after a collapse. Then in August, worst fears were realized when a cliff collapsed in Encinitas on beachgoers, killing three people and injuring two others.Mother Nature's movements now leave beachgoers with more to watch out for and local leaders looking for a solution.SANDAG is already in the process of a plan to repair seawalls, storm drains, and drainage channels in order to protect the coastline and what's atop it. The project will see about million spent on stabilizing vulnerable cliffside in Del Mar.Planners are even hoping to construct a tunnel after 2050. 2795
