SAN DIEGO (CNS) - Police sought public help Tuesday to identify a pair of suspects who robbed two San Diego State University Students at gunpoint just blocks from campus.The students were walking about 1:35 a.m. Monday at Campanile Drive and Dorothy Drive when two men approached and demanded their belongings, according to the SDSU Police Department. One of the suspects was armed with a handgun.The victims complied with the demands and were not injured, according to police, who said the suspects fled in a white, four-door car heading north on Campanile Drive toward Montezuma Road.Both suspects were described as roughly 170-pound black men, one about 5- foot-7 and the other about 5-foot-10. They both wore dark hooded sweatshirts, saggy pants and sneakers.The San Diego Police Department is investigating the robbery, but university police released information as part of a community safety notification.Anyone with information about the crime was asked to call the SDPD at (619) 531-2000. SAN DIEGO (CNS) - San Diego County's use and support of gun violence restraining orders as a preventive measure is cited as one of the major drivers in the orders' increasing implementation statewide in a recently published study.The UC Davis Violence Prevention Research Program examined the use of extreme risk protection orders -- or ERPOs -- in California between 2016 and 2019, noting a "substantial increase" in their usage over those years.San Diego County had the most notable increase among California counties, issuing 267 gun violence restraining orders -- or GVROs -- in 2019, versus just five in 2016, according to the study that was published in June in the Journal of the American Medical Association. Throughout California, their use grew from 70 in 2016 to 700 last year.The orders allow law enforcement to temporarily seize firearms from people believed to be at risk to themselves or others.San Diego City Attorney Mara Elliott's public endorsement of GVROs, development of a GVRO team and law enforcement training strategy were suggested as possible reasons for the disproportionate use of the orders in San Diego County and southern California as a whole.The study found that gun violence restraining order laws could be useful in prevention of mass shootings, suicides and "interpersonal violence."To that effect, the study cited two instances of GVROs issued in San Diego, one that was granted against a man with dementia who made threats to shoot his wife and neighbor, and another to seize a semiautomatic rifle from a man "who praised a recent mass shooter and made threats to bring his gun to work."Elliott's office has publicly detailed numerous other instances of GVROs served on local residents, including minors."It is encouraging to see our impact on California's use of this indispensable tool to prevent suicides, mass shootings, intimate partner homicides and other gun-related violence," Elliott said in a statement released Wednesday. "Red flag laws allow us to be proactive in identifying dangerous behavior so that we can avert a tragedy before it occurs, and I'm hopeful GVRO use will continue to rapidly grow."However, the study indicates there are many unknowns regarding GVRO use and effectiveness.GVRO use grew rapidly in 2019, and more study is needed to determine whether the increase in its use represented an increased need for the orders or simply marked a greater awareness of their availability, according to the study.While their use in California suggests GVROs "filled a gap in existing firearm violence prevention strategies," the study states more data is needed, as current data does not "allow us to measure the policy's effects on violence prevention."Their use in California also does not entirely allow for direct comparison with other states, due to differences in firearm laws. The study's authors suggest similar studies conducted in other states may shed more light on their effectiveness across the country.ERPO laws and policies are currently utilized in 19 states and the District of Columbia, and are under consideration in other jurisdictions, "however, little research exists describing their use," the study's authors found. 3204

SAN DIEGO (CNS) - The San Diego City Council voted 5-4 today to extend the rent repayment period for commercial and residential renters to Dec. 30, giving renters who have lost income due to the COVID-19 pandemic a few extra months to repay back rent.Council President Georgette Gomez's initial motion Tuesday would have extended the repayment period for the eviction moratorium to March 31, 2021. Councilwoman Jennifer Campbell amended the motion to the December date as a compromise.On March 25, the council voted unanimously to begin an emergency eviction moratorium for renters. The moratorium requires renters to demonstrate through documentation that the pandemic has caused ``substantial loss of income,'' according to city staff. Renters are also required to follow rules in leases, but landlords cannot evict a tenant for nonpayment due to COVID-19.The moratorium expires Sept. 30. If tenants are in good standing with landlords, they can work out a repayment plan for back rent through Dec. 30, but otherwise things could get dicey for tenants.``We are all in it together,'' Gomez said before discussion of the motion. ``The economy is not fully restored. This is not an ideal policy, but it's a necessity for what we are dealing with.''Gomez represents District 9, which encompasses Southcrest, City Heights, Rolando and the College area. It has also been one of the most impacted areas during the pandemic.According to a member of Gomez' staff -- which gave the presentation on the topic -- the city had started 15,659 rental relief applications using federal Coronavirus Aid, Relief, and Economic Security Act funds. Disbursements from that pool of relief money are scheduled to be handed out in late August or early September. Those funds will go directly to landlords, however, and not renters.Council President Pro Tem Barbara Bry voted no on the motion Tuesday, not because she didn't agree that people needed help paying rent, but because the arbitrary nature of the rental relief program could leave the city open for lawsuits, she said. Bry said that by not paying rent on time, tenants could be destroying their credit and leaving themselves with mountains of debt and no place to turn once the moratorium ends.In a public comment period, several dozen San Diegans called in, many urging the council to extend the moratorium -- which was not the motion in front of council -- and many to forgive rent and mortgages outright. About an equal number of landlords called in to urge the council to allow for evictions again, as many said they were paying two mortgages and not receiving income.The repayment plan extension to December will pass a critical few months, including local, state and national elections. On Nov. 3, San Diego voters will select a new mayor and five new members of its City Council -- something that could cause significant shakeup in how the city is run.``I think in three more months we will be able to tell better what the future holds,'' Campbell said. Councilmembers Chris Cate and Scott Sherman were opposed to the extension on legal grounds, as the gap between when the moratorium was passed to the date proposed in Tuesday's initial motion would have been more than a year. SAN DIEGO (CNS) - San Diego County public health officials Sunday reported 373 new cases of COVID-19 and no new deaths, bringing the county's totals to 52,355 and the death toll remaining at 853.Officials are imploring San Diegans to maintain vigilance as positive case rates for the coronavirus continue to increase in the region."We are now concerned about the trends and we are concerned about the likelihood we could tip back to purple, Supervisor Nathan Fletcher said on Twitter today. The county is now in the red tier and the limit for the next tier is seven cases per 100,000 residents.Fletcher pointed to positive unadjusted case rates over six days (Oct. 11-16): 6.9 out of 100,000 residents, to 7.2 to 7.3 to 7.4 to 7.7 and 7.8.The county will be in the red, or "substantial," tier for at least another two weeks.But Fletcher and Public Health Officer Dr. Wilma Wooten held an emergency meeting Friday to "sound the alarm" as the future case rate appears to cross into the purple tier of the state's four-tier reopening system.With the state's monitoring system having a seven-day lag, the adjusted case rate of positive COVID-19 tests is 6.8 per 100,000 residents, up from 6.5 in the previous assessment.Nearly all non-essential indoor businesses would close under the purple tier."We are still in the red tier, but it is too close for comfort," Wooten said.The California Department of Public Health will update the county's data Tuesday.One new community outbreak was confirmed Saturday in a business.
