SAN DIEGO (KGTV) - Home sales in San Diego County accelerated in July after declining on an annual basis for more than a year.New data from real-estate tracker CoreLogic shows 3,988 home sales in July, up 10.1 percent from July 2018. That marks the first time since April 2018 that home sales in the county did not decline on an annual basis, when seasonal factors do not impact the data. Meanwhile, the median price for a home sold in the county remained flat over the year at 0,000. In June, the average rate for a 30-year-fixed mortgage fell to 3.8 percent, according to Freddie Mac. That was the first time the rate was below 4 percent since Dec. 2017. It ticked down even lower in July to 3.77 percent. Mark Goldman, a loan officer with C2 Financial, said the lower rates likely helped people increase their buying power by 2 to 3 percent. "That same house is going to cost a little bit less, and help you afford more," he said. "A lot of times when market gives you something like lower rates, the market takes it back in the form of higher prices, and we’re not really seeing that."Goldman said there is less speculation in the market due to concerns that it has leveled off. For instance, Daniel Obrzut, who grew up in San Diego, bought a three bedroom home in Menifee, in southern Riverside County, for 0,000, where he is raising two daughters. SAN DIEGO (KGTV) — Eighty-five people linked to the Sinaloa Cartel were charged Thursday for their roles in a massive East County drug trafficking network.Eight indictments were unsealed in a San Diego federal court charging the alleged members with federal drug trafficking, money laundering, and firearms offenses, according to the Office of the United States Attorney Southern District of California.Investigators executed more than a dozen search warrants Thursday in a coordinated takedown of locations around the East County. Investigators discovered at least four pounds of methamphetamine and two firearms.The networks reportedly supplied a variety of controlled substances — like meth, heroin, and fentanyl — to distributors around Southern California, and then laundered tens of thousands of dollars in narcotics proceeds back to Sinaloa Cartel traffickers in Mexico.As of 1 p.m., 47 of the 85 charged were in federal or state custody. Some of the charges carry potential 20-year sentences and millions in fines.“Today we sent a message to drug traffickers in our community. If you sell drugs in San Diego, we will find you and prosecute you to the full extent of the law,” said U.S. Attorney Robert Brewer.Authorities used surveillance, wire taps on phones, and undercover agents to obtain evidence and track encrypted communication by members through services like WhatsApp and Signal.Through wiretaps, investigators seized about 175 pounds of methamphetamine, heroin, and fentanyl; about ,000 in cash, multiple firearms; and a 2020 Cadillac Escalade valued at 5,000.Defendants will start to be arraigned Friday. 1638

SAN DIEGO (KGTV) -- For the first time in over two decades, there will be a new San Diego County Supervisor for District 1. Nora Vargas will be the first Latina to ever serve on the Board of Supervisors. The Democrat will take over for Supervisor Greg Cox, who is termed out. She beat her Democratic opponent, state Sen. Ben Hueso, by roughly 13%. Nora Vargas, a Chula Vista resident, said her background is in health care and education. She's served on the board at Southwestern College since 2013; she's been board president since 2018. She's also an executive at Planned Parenthood. Vargas said her top priority as she heads into office is the COVID-19 pandemic. District 1 primarily serves the South Bay, which is one of the areas hardest hit by the pandemic in the entire county. "For me, it’s really important that we find a balance -- how do we make sure that our small businesses are thriving, that they stay open but at the same time that our communities are healthy and safe? That has to be a priority," explained Vargas. Vargas was born in Tijuana and raised in Chula Vista where she became a U.S. citizen. As the first Latina to serve on the board, she hopes she won't be the last. "I see that as a big responsibility but also as a great opportunity to have dialogue about the issues that really matter for our communities," said Vargas. SAN DIEGO (KGTV) - Fed up homeowners' associations are now turning to a local licensed private investigator for help with catching homeowners who are breaking HOA rules by renting out their homes on short-term vacation rental sites such as Airbnb, VRBO and Craigslist.  “I admittedly watched a lot of Magnum, P. I. growing up,” jokes Nick Bradley of San Diego’s Bradley Investigative Services.  In the last 6 months, Bradley has taken on a new field of investigative work. He and his associates are being hired by HOAs to investigate homeowners and tenants who are violating HOA bylaws and CC&Rs that prohibit turning units into short-term vacation rentals.   Bradley gave 10News an exclusive interview about this new area of detective work. He declined to offer us specifics about how he executes his investigations into short-term rental violators. We ask, “Do you ever pose as a guest and do you do surveillance work?” Bradley replies, “No comment.” “My initial thought was [to laugh],” says San Diego attorney Dan Zimberoff. He represents homeowners and has previously represented HOAs. Zimberoff thinks it’s an extreme measure for HOAs to hire private investigators, but he understands why there’s so much passion over short-term rentals. “I think what makes this issue a little different [from others] is the dollars at stake, especially in San Diego. Some of these units can go for multiple hundreds of dollars a night or thousands of dollars. People care,” he adds.  According to Airbnb, San Diego is the second ranking city in the state for Airbnb guests, after Los Angeles. Per Airbnb, in 2017 there were 537,000 guest arrivals in San Diego, generating 0 million in host income. “Right now, it’s too lucrative for [homeowners] to not do this,” says Bradley. The short-term rental fight in America’s finest city continues to be ugly. The city attorney has deemed short-term rentals illegal, per code. Meanwhile, the city council is delaying discussions over how to regulate them. Even so, certain HOAs have rules prohibiting them. The fines for violators can be astronomical. “It’s been ,000 per occurrence in some situations,” adds Bradley. If fines don’t work, court is another option. In 2012, The Mark condominium owners association filed a lawsuit against Thomas Stevens, a former condo owner, accusing him of violating the association’s policies about short-term rentals. He then had to pay out more than 0,000 after a judge ruled that he violated The Mark’s policies.  Bradley can help gather the evidence that HOAs need to litigate. “When [HOAs] go to court, my documentation and reporting will basically count as expert witness testimony for our side,” he says.  Zimberoff thinks it’s time for HOAs to consider allowing short-term rentals, but with reasonable and efficient regulations to curb nuisances, like excessive partying. “Instead of spending that energy trying to catch [a homeowner], let’s try to think of a long-term fix,” he adds. For more information about Bradley Investigative Services click here.For more information about Dan Zimberoff click here. 3193

  

SAN DIEGO (KGTV) — Heavy rains and wind across San Diego County hit one Coronado business particularly hard.The Coronado Tree Farm had only been open for about a week before Thursday's Grinch of a storm rolled through the area, heavily damaging the small farm at the ferry landing. The farm posted on Facebook that it would have to close for the season, before it could fully deliver some Christmas joy."Sad to say that the Tree Farm has to be closed down," the farm wrote. "The rain destroyed all our inventory and commercial props, generator, hay, games, prizes, tables, fencing, tents etc... We would have to start all over again in order to run it."Steve Albert, co-owner of the Coronado Flower Lady, told 10News they tried to curtail any damages but the weather simply took hold."I started trying to get everything I could under the big tent, and while I was doing that, one would break lose, and then another one," Albert said. "The whole thing is just kind of anchored together. The whole thing just went."Some of the trees and decorations are in good condition and will be offered up to anyone.
