According to police, the shooting happened around 3:30 a.m. at an apartment complex near the 47th Street Trolley Station. 10News spoke to the victim's mother. She said her eldest son, Ricardo Dominguez was shot in the right hip. The bullet went through the main artery but missed his organs. She said Ricardo is now sedated at the ICU -- in serious but stable condition.Witnesses told police two cars were seen speeding from the area, but no word on whether or not the vehicles were involved in the shooting.Ricardo Dominguez's mother has set up a fundraiser page. SAN DIEGO (KGTV) -- A 2015 trip Duncan Hunter and his family reportedly took to Italy was a personal vacation unrelated to his work as a member of Congress, according to new court documents. The documents state that Hunter proposed and then canceled a visit to a base in or around Naples, Italy “in conjunction with the hunter family vacation.”According to the documents, “Hunter’s primary motive in attempting to schedule the November 2015 visit to a base was to generate a pretextual purpose so that he could misrepresent his personal use of campaign funds for the family vacation.” RELATED: Federal judge denies Rep. SAN DIEGO (KGTV and CNS) -- Opening statements will likely begin Thursday morning in the retrial of Kellen Winslow II, who is charged with raping a woman in Encinitas and an unconscious teen in Scripps Ranch in 2003. Winslow was previously convicted of raping a homeless woman and exposing himself to two others. After a week of deliberations, the Vista jury found Winslow guilty of raping a woman in Encinitas and exposing himself to two others, but deadlocked on eight other charges. Those charges included rape and kidnapping in connection with two other women. SAN DIEGO (KGTV) - A billing error has double charged approximately 411,000 Medicare beneficiaries, according to government officials.The error affected those who pay their premiums to the Center for Medicare & Medicaid Services (CMS) through Easy Pay (Automated Clearing House payments.) Officials say the premiums were deducted twice directly from beneficiary’s bank accounts.“They took out both my husband’s and my payment twice,” said Jacki Montierth.Montierth teaches tech seminars for seniors at Oasis Lifelong Learning Center in La Mesa, including about how to use their smartphones and computers to access financial and medical documents.She says, she closely monitors her account, but worries other people may not be as vigilant or even know how to check their statements.“I’m sure this will hurt many people on limited income and my bank says it may take a week to refund,” said Montierth.So far, officials say about 20% of the duplicated money has already been refunded. They said they are working to return the rest of the money by Wednesday, September 25.If the money has not been returned by then, Medicare officials claim the Treasury’s Bureau of Fiscal Service will begin reversing the rest of transactions to complete the reimbursement.Those who worry they have been overcharged can call 1-800-MEDICARE to report an issue.
