Since then, teachers have been cut, bus routes were eliminated, and class sizes have increased.FCMAT recommends the state controller and local district attorney be notified of its findings.Frances Martinez, the former internal auditor for the district, told Team 10 the "people who purposely did wrong should be held accountable." Martinez said she raised the red flag regarding financial issues at the district, but was not taken seriously. She said when it came to some of the district's financial accounts, "that's how the reconciled. They just made up stuff and made a balance."Martinez said she was sitting next to Superintendent Karen Janney when the multimillion-dollar deficit was discovered. "She said, hey it's the business system. It's old, huh? Just making up stuff. I've heard about six different versions of the truth and none of them have been truthful."The former Chief Financial Officer Karen Michel would not participate in the audit. The team also could not make contact with Doug Martens, the director of fiscal services.With the release of the FCMAT report, it will be up to the District Attorney, State Superintendent of Public Instruction, and State Controller to determine if fraud did in fact occur within the Sweetwater District.The district was given 15 days to respond to the audit's findings with its "proposed action."One teacher in the district, who did not want to be identified, said the audit's findings were sad, but not surprising. "Hopefully, the positive that can come out of this is that we become more transparent and have more oversight and this will never happen again," the teacher said. CINCINNATI -- A preliminary investigation reports both technical problems and human error may have played roles in first responders' failure to locate a teen who was found dead of asphyxiation in a van parked in a high school parking lot Tuesday.According to documents from an internal review obtained by Scripps station WCPO in Cincinnati, the 911 operator who answered Kyle Plush's second emergency call said she couldn't hear him. Plush, 16, was found dead in a minivan near Seven Hills School hours later Tuesday night. In one 911 call, he said he was stuck in a van outside the school. In the second call, he described the make, model and color of the minivan where he was trapped and dying.Investigators don't believe there was a failure in the phone system at that time, so it's not clear why the second operator couldn't hear Plush. But the 911 operators' computers experienced trouble "around that same time frame," one of the internal documents states. The operator said her screen froze, preventing her from properly documenting the call. TIMELINE: What happened the day Kyle Plush died?Still, the operator tried sending a text message to Plush, asking him for the address of the emergency. She tried calling him twice, records show. He never responded.That operator's supervisors found her work in that incident was "unacceptable," according to one of the internal documents. Officials haven't said exactly where the officers searched. They tried calling Plush's phone, but he didn't answer. It was then that Plush called 911 the second time. "This is not a joke," he said. "I am trapped inside a gold Honda Odyssey van in the parking lot of Seven Hills. ... Send officers immediately. Churches across the country are doing what they can to connect to parishioners from a distance. Now, some are switching from online back to in-person during this pandemic."It wasn't easy. It wasn't the best, but our people did well with it, and we tried to make the best of that situation. We had a lot of people that would come into the church to help put things together technically and musically and that sort of thing. And all that time, trying to maintain proper distancing," explained Dean Ropp, pastor of Midway Community Church in Georgia.From Zoom bible studies to prayer meetings over the phone, Ropp says their parishioners continue to tune in and stay engaged. But many still desired that in-person connection to their church. So Midway Community Church started offering their Sunday service in-person."As time went on, we were looking for ways we could get back together safely, and in our context, we decided with our size and facilities, we would try outdoor services,” the pastor said. “We have done outdoor services before, because we wanted to and so we knew how to do it.”Midway Community Church already had a stage that was set up in a grove of oak and pecan trees on their property, plus other equipment that they could move outdoors. They put in some extra precautions to keep people safe, like having people bring their own chairs."Then, we also, in this case, rather than sitting close together like we'd like to, we have cones set up for every family or individual, so everyone keeps a little eye on their distancing and that sort of thing," said Pastor Ropp.While attendance was terrific, Pastor Ropp decided they'd only hold the outdoor services every three weeks to ensure they weren't spreading the coronavirus. The outdoor services are one extra way for the church to stay connected with people since some aren't too keen on online church services or have had a hard time keeping up with church events because of the pandemic.Pastor Ropp says people were appreciative of the fact that they could still get together and physically be at church, even if it was from a distance."I can’t tell you how grateful we all were to be able to do it, the first time especially. It’s really carried that enthusiasm each time because we do love being together. That’s part of who we are as a church," said Pastor Ropp.As for how long churches across the country will be able to maintain an outdoor or online presence with their community, time and COVID-19 statistics will tell. (KGTV) — Firefighters worked Friday to extinguish a brush fire that sparked in the Otay Ranch area of Chula Vista.Officials said the fire started sometime around 12 p.m. near Heritage Rd. and Olympic Parkway, according to Chula Vista Fire Department. The fire began not far from the Republic Services Otay Landfill.Firefighters said the forward rate of the fire had been stopped at 10 acres just before 2:30 p.m. No structures were lost and no injuries were reported.Neighbors came out to watch firefighters work and monitor the blaze.Some were concerned, thinking of past fires that charred neighborhoods, while others like Jessica Rojas had faith in the firefighters, "we've been hearing like a lot of firetrucks and so we figured they were doing a good job of putting out the fires."In addition to CVPD crews on the ground, SDG&E's Sky Maverick helicopter was called to help battle the flames from above with water drops.Chula Vista Fire Captain Linda D'Orsi said this is a great reminder of the importance of defensible space, saying it's not too late in the year to do that yard work.
